Joint Education Center for Lifelong Learning The Joint Education Center provides testing including Dantes/DSST tests, tuition assistance for active duty Marines and Sailors, as well as education workshops for everyone. The center's Lifelong Learning Program (LL) provides personal and professional learning opportunities within the Navy/Marine Corps Community. The LL Program focuses on voluntary off-duty academic programs in a traditional classroom setting. Access to LL for independent duty and deployed Sailors/Marines is facilitated through online enrollment and correspondence courses. Spouses and civilians who work aboard Marine Corps Base Hawaii or reside in the nearby community may enroll in voluntary education courses on the Base. Model Family Skills Training Strengthening Hawaii Families
Strengthening Hawaii Families (SHF) is a cultural values-based primary prevention program that was developed by the Coalition For A Drug-Free Hawaii, SHF seeks to reduce and ultimately prevent such problems as substance abuse, domestic violence, and gang involvement by reducing risk factors and increasing resiliency factors in both the community and the family. SHF provides the tools and the process for elementary-school aged youth (aged 5 to 12) and their families to build on existing family strengths. The 14-session curriculum emphasizes values clarification, family relationships, and communication skills to allow families to discover for themselves what will work best based on their values and vision. Trained facilitators work with families to cover the following topics: connecting with one another; exploring values; practicing family values; cultural and generational continuity; family vision; skill-building including communication, making choices, problem-solving, decision making, anger management and stress management; wellness including substance abuse prevention, healthy lifestyle choices, and resiliency; and `ohana (family) time. SHF has been shown to have a positive impact on the families that participated. The University of Hawaii Social Welfare Evaluation and Research Unit (SWERU) found significant improvement in family cohesion, family organization, and family communication; and a significant decrease in family conflict as well as decrease in parental depression. These findings relate to our goal to decrease risk factors and to increase resiliency/protective factors in youth and their families. Follow-up research done by SMS, Inc, to determine the long-term impacts of participation found that past participants reported better relationships among family members, a clearer understanding of parental roles, more awareness of children's needs, improved behaviors for children, and general improvement in communication skills for all family members. Participants also remarked on the amount of bonding and fellowship that accompanied each SHF session.

Crime in Hawaii Down 10.2% in First Half of 2004 February 3, 2005 - The Department of the Attorney General's semi-annual Uniform Crime Report shows that the number of Index Crimes reported in Hawaii for the first six months of 2004 decreased 10.2% from the figure reported for the first half of 2003. The number of violent Index Crimes (murder, forcible rape, robbery, and aggravated assault) decreased 12.6%, while property Index Crimes (burglary, larceny-theft, and motor vehicle theft) fell 10.1%. Net decreases in violent, property, and total Index Crimes were reported by all four of Hawaii's counties. The number of murders reported statewide for the first half of 2004 increased 45.5%, up from 11 in 2003 to 16 in 2004. (Note small base numbers, and that a record low murder tally was reported in 2003.) Forcible rapes decreased 7.3%, robberies plunged 42.5%, and aggravated assaults rose 7.3%.

About 11,000 households in Mililani will become the "guinea pigs" in the city's mandatory curbside recycling project, which will start on a four-month trial basis in November. "We really want to learn from the Mililani residents how we can take this program islandwide," Suzanne Jones, the city's recycling coordinator, said yesterday while announcing the pilot program. Mililani residents will be asked to place in front of their homes glass, newspapers, aluminum and plastic for recycling twice a month in either their current 96-gallon garbage bin or in a separate recycling bin provided by the city. Residents will have to separate their recyclable items from the general trash, but all the recycling items can be placed in one bin no sorting required. Homes will keep their current general trash pickup dates, while green waste will be picked up on alternating weeks with the recyclable materials. Mililani resident Debbie Lee has a sister in New Jersey who recycles all the time, but she's not sure she'll be able to get her family to do the same here.

"Curly" Ayers knew better than anyone else that his son had a troubled life. Clifford Clark said $3,000 a month went to addressing "special needs." Alan Ayers had been in and out of jail for relatively petty crimes such as credit-card theft and forgery. An alcoholic with a crack cocaine addiction, he also suffers from a bipolar mental illness, but his life has had bright spots, too, with stints as a professional golfer. So when Alan Ayers had a chance to be freed from jail in October 1999 and placed into Fresh Start Inc., a Waipahu structured living facility, Curly Ayers paid what program director Ron Barker asked: an $1,800 entry fee and $1,800 for each of the next three months his son was in the facility.

Community NOAA Recognizes the Big Island as TsunamiReady Hawaii County is the last county to become TsunamiReady, which will make Hawaii the first TsunamiReady State. Through the TsunamiReady program, NOAA's National Weather Service gives communities the skills and education needed to survive a tsunami before, during and after the event. TsunamiReady helps community leaders and emergency managers strengthen their local tsunami operations. On Friday, July 29th the Museum hosted NOAA officials along with Service Directors and Emergency Management Directors from Indian Ocean countries to honor this event. The NOAA program will aid these Indian Ocean delegates in establishing guidelines for emergency preparedness in their communities. The official TsunamiReady ceremony will be held in August. 1975 Tsunami The museum is now collecting oral histories, photographs, and information regarding the tsunami which struck November 29th, 1975. CONGRESS APPROVES MORE THAN $93.3 MILLION FOR HAWAII LABOR, HEALTH, AND EDUCATION INITIATIVES
TUESDAY, DECEMBER 19, 2000 FOR IMMEDIATE RELEASE Washington, D.C. United States Senator Daniel K. Inouye is pleased to announce that the Congress approved $ 93.3 million in funding for labor, health, and education programs in Hawaii. These initiatives are in the Fiscal Year 2001 Labor, Health and Education Appropriations measure, which was part of the final budget deal negotiated between the Congressional leadership and the White House, and passed by the Congress late Friday. The measure is awaiting the President's final approval. "I am especially pleased that the labor-related initiatives continue to receive support from my colleagues. These programs are based on the concept of 'helping people help themselves.' Thus far, these programs have proven effective in providing the people of Hawaii with the job skills that lead to economic independence and rewarding careers," Senator Inouye said. This measure also includes funding for both the Native Hawaiian Education Act and the Native Hawaiian Health Care Act. These acts became law in 1988 and were reauthorized in 1994.
