Rating of Review Team Regarding Substantial Conformity Rating Not in Substantial Conformity Substantial Conformity 1 X D Hawaii did not achieve substantial conformity with the systemic factor of Training. Findings with regard to the specific items assessed for this factor are presented below. Item 32. The State is operating a staff development and training program that suppo rts the goals and objectives in the CFSP, addresses services provided under titles IV-B and IV-E, and provides initial training for all staff who deliver these services. _ Strength X Area Needing Improvement Item 32 is rated as an Area Needing Improvement. Although DHS has a formal, initial training program for new employees (caseworkers, licensing specialists, social service aides, and assistants) and provides opportunities for current caseworkers to achieve a Masters of Social Work degree through a program developed with the University of Hawaii, many stakeholders expressed concern about the practicality of the training and the fact that some caseworkers who start work between scheduled training sessions must assume small caseloads before receiving the initial training. The Hawaii IV-E Child Welfare Education Collaborative partners with DHS and the University of Hawaii (UH) School of Social Work to encourage students to accept employment with the department after completing graduate work, by providing a stipend to fulltime students, who then commit to working with DHS for 2 years. Also through this partnership, DHS caseworkers are partially reimbursed for tuition expenses. In recent years, DHS has employed 29 of 30 graduates from the UH program.

Family Skills Training 8-11 years Model Strengthening Hawaii Families (SHF) is a cultural values-based primary prevention program that was developed by the Coalition For A Drug-Free Hawaii. SHF seeks to reduce and ultimately prevent such problems as substance abuse, domestic violence, and gang involvement by reducing risk factors and increasing resiliency factors in the family and community. The SHF program provides the tools and the process for elementary-school aged youth (ages 8 to 11) and their families to build on existing family strengths through values clarification, family skills-building, and nurturing connections among families and their community. SHF is implemented as a 14-session series for eight to ten families attending weekly two hour meetings. Trained facilitators provide families with the opportunity to discover for themselves what will work best based on their values and vision. Topics include: connecting with one another; exploring and practicing family values; cultural and generational continuity; family vision; family resilience; communication; making choices; problem-solving;

Providers ... PATCH PATCH Child Care Food Program PATCH strives to improve the diets of children in child care and to promote nutrition education. Family Child Care Providers participating in USDA Child Care Food Program through PATCH, are reimbursed for meals and snacks. They have access to nutritional resources, training and technical assistance. Providers also receive assistance in practical day-to-day operations, such as menu planning and sanitation. All of the meals claimed for reimbursement must meet food component and minimum portion requirements set by the USDA.
Want to Join the Food Program? This federally funded program ensures that children in family child care homes receive nutritious well-balanced meals. The goal is to improve the health and eating habits of young children. Do I Qualify?
You must be licensed as a family child care provider by the State Department of Human Services. Daily attendance and meal records must be kept and any meals claimed must be provided to the children (birth to 13 yrs) without any additional expense to the parents.

Hawaii's Juvenile Justice Information System (JJIS) is a statewide information system that combines juvenile offender information from the police, prosecutors, Family Court, and Hawaii Youth Correctional Facility for use by the participating agencies in tracking juvenile offenders. The JJIS is also the repository for statewide information on missing children. Responsibility for the JJIS lies with the Department of the Attorney General. Information in the JJIS includes juveniles’ first exposure to the justice system and extends through prosecution, adjudication, and incarceration. With this comprehensive information, agencies can track juvenile offenders through the justice system and make informed decisions that balance community safety with the objective of restoring as many juveniles as possible to productive citizenship. The JJIS is used by police officers, probation officers, judges, prosecutors, and correctional workers who need to know the status of individual juveniles at any time or point in the juvenile justice process. The JJIS provides background information on arrest and court data, personal data, and social services provided, and can identify juveniles who are suicide risks or involved with drugs.

$2.3 Billion in HUD Grants Available for FY2003
More than $2.3 billion in grants is available for fiscal year 2003. The SuperNOFA (Notice of Funding Availability) is HUD's way of streamlining the process for announcing 43 competitive grant programs at one time. Each grant has its own application process and its own deadline. For each program covered by the SuperNOFA, you can download the application from our website Live Satellite Broadcasts. HUD will conduct a live satellite broadcast from Washington, D.C. for each grant program to help potential applicants prepare an application. See the chart below for the schedule of satellite broadcasts reflecting Hawaii's time zone. If you have a movable satellite dish, you can tune in to the broadcasts from your home or office. Structure
Hawaii's peer support activity takes place at the quarterly Trust Fund Coalition meetings. At the meeting, two grantees give a brief 15-20 minute presentation about their funded program to coalition members. Out of the 90 members of the coalition, about 15-25 members attend each meeting; these members serve as the peer support team. Each grantee is required to participate in the peer support activity for the year they are funded. Grantees are given at least one month's advance notice regarding their presentation date. Guidelines for the presentation are also given to each grantee. The presentation includes the program's expected outcomes, how these outcomes are measured, a description of the measurement tools being used, and any obstacles or challenges they faced while implementing the program. After the presentation, a short ten-minute question and answer session ensues where their peers give feedback to the funded program in attendance. All coalition members receive the minutes from the peer support meetings in order to increase their awareness of the funded agencies and to learn from their experience.
