K-12 Education in Hawaii
The State Department of Education (DOE) reaches nearly all of the public schools through either public broadcasting, cable access, or HITS. It transmits many hours of live programming each week including direct-student instruction and several hours of teacher in-service programs from the Department of Education's studios ITV facilities on the islands of Maui and Oahu. The DOE offers a variety of classes such as Advanced Placement Calculus, which provides access to students in schools without a qualified calculus teacher, and KidScience-winner of the US Distance Learning Association's 1993 award-which provides over 12,000 students and their teachers with hands-on science experience with a master teacher. During the Spring of 1996 the Department of Education's Office of Information and Telecommunitions Services (OITS) will be implementing a major initiative known as the Electronic School . The Electronic School will provide direct services to students, teachers and administrators through the use of technology and the State's telecommunication infrastructure. The Electronic School's two pilot classes (Telecommunications and Advanced Guidance) are designed for secondary students to view at home in the late afternoon or early evening hours. Each class is offered for 1/2 credit (elective). Recently the DOE adopted rules relating to the use and distribution of the Internet into its classrooms. To All DOE Employees: This brochure has been prepared to reaffirm the State of Hawaii's non-discrimination policy, as well as Board of Education Policy #5513, which prohibits unlawful discrimination in all Department of Education schools and offices. The Board of Education's nondiscrimination policy (Policy #5513 and related regulations) applies to all DOE employees. All DOE schools and offices shall enforce the Board of Education's policy prohibiting unlawful discrimination. Administrators and supervisors must give serious attention to all complaints of unlawful discrimination, including complaints of sexual harassment. Each complaint must be investigated in a manner that is sensitive to the privacy rights of the complainant-victim. If such conduct is found to have occurred, prompt corrective action shall be taken to stop any unlawful behaviors and to ensure that further acts of harassment or other discrimination do not occur. Any DOE employee who violates the policy will be subject to discipline which will include suspension and termination in appropriate cases. In addition, employees violating the nondiscrimination policy may be subject to civil and/or criminal liability. Through the annual dissemination of this brochure, we hope to prevent the occurrence of incidents of sexual harassment or other discrimination by creating an awareness of the nondiscrimination rights of employees and students. However, its purpose is also to inform employees of the available avenues of redress when they believe they have been the subject of discriminatory practices.

What kind of school and schooling should be provided for the students in the public schools of Hawaii? The DOE has published two volumes, Essential Content and Student Outcomes for the Foundation Program , to guide the schools in their mission to educate the young people of the state and to organize curriculum content, student services, and other support activities essential to the school as an institution. Role of the Principal
    The answers are important and should be as accurate as possible. The key is a principal who, as the school leader, knows the teachers, the students, and the community so well that, with a little assistance from the staff, he/she can identify needs, strengths, and weaknesses. The principal knows what the students need, what the incumbent staff can offer, and what goals and objectives need to be emphasized to improve education at that particular school. Advertiser library photo The Honolulu Ethics Commission has ruled that members of the administration of former Mayor Jeremy Harris did not violate ethics laws in publishing a glossy 220-page book showcasing his accomplishments. Commission Executive Director Charles Totto said this week that Harris had the legal authority to publish "The Renaissance of Honolulu" using $108,763 in tax dollars while he was mayor. Totto said the commission also found "no evidence that anyone received special treatment or an unwarranted advantage as a result of publication of the book." However, Totto said, the opinion should not be seen as an endorsement of the book.

Printable version E-mail this story Posted on: Wednesday, August 11, 2004 Longline fishing industry faces stricter regulations By Timothy Hurley Advertiser Staff Writer Hawai'i's longline fishing industry may face increased regulation after the National Marine Fisheries Service yesterday formally reclassified the fishery to reflect its toll on false killer whales. State waters had just reopened to swordfish longline fishing this past spring after a three-year prohibition while new rules were developed to protect endangered sea turtles. Those guidelines govern everything from equipment to fishing limitations and allowed the fleet to renew fishing after a costly hiatus. Yesterday, the fisheries service raised the fleet's category from level 3 to level 1, which means the service, among other things, must convene a committee to draft a plan aimed at reducing the number of incidental killings of the false killer whales.
