Special to the Star-Bulletin HILO >> Officials at the Connections Public Charter School in Hilo said they will be forced to eliminate high school classes next year due to a lack of state funding. About 70 students will have to find a new high school beginning in August. Connections will continue operating through eighth grade, but under current funding the school can no longer afford to provide upper-level classes, school officials said. State law requires high schools to provide guidance counselors and other specialists, which Connections cannot pay for. "It's very unfortunate," said John Thatcher, supervising teacher at Connections and president of the Hawaii Association of Charter Schools. "The kids are so upset that some are calling the governor and state legislators in support of Senate Bills 2512 and 2036." The bills, both being debated in the Legislature, would increase funding for charter schools.

Charter schools are surging ahead as a reform movement. More than half the states now have legislation allowing charter schools and the number opening has tripled in the last two years. The enthusiasm could wane in the next few years and the number of charter schools dwindle or never amount to a sizeable movement. But the more pressing questions are how much autonomy they have and how accountable and effective they are. Charter schools first emerged when the state legislature in Minnesota passed a law allowing them in 1991. Charter schools are public and nonsectarian. They cannot ban any child from attending and they cannot charge tuition. For some charter schools in states with older laws, a reckoning is looming since five years is the most common deadline for renewal. One of the biggest issues that states will have to examine is the accountability required in exchange for the autonomy granted to charter schools. States with expansive laws, like Michigan and Arizona, cut the red tape and allow charter schools a lot of leeway. States with restrictive laws, like Hawaii and Rhode Island, discourage applicants because of all the hoops they must jump through to get a permit. In such states, charter schools have to apply for waivers from regulations and they must abide by collective bargaining agreements and are considered legally dependent on school districts. A study commissioned by the U.S. Department of Education shows that states with restrictive laws have fewer charter schools than states with more expansive ones. Hawaii had only two schools, compared to the 103 listed for Arizona in the federal report, although both passed laws in 1994. The ratio of half expansive and half restrictive laws has remained consistent since charter schools first emerged, says longtime charter school advocate Ted Kolderie.

The basic role and duties of the Hawaii Police Department are three fold:
The reduction and clearance of crimes committed.
Inhibiting the growth of drugs on our island.
Reducing traffic fatalities.

Role/Functions
The Police Commission consists of nine members. One member is appointed from each of the respective nine county districts. The members are appointed by the Mayor and confirmed by the County Council.
The functions of the Police Commission are to adopt rules as it may consider necessary for the conduct of its business and regulation of the matters committed to its charge and may review the rules and regulations of the department; review the department's annual budget prepared by the Police Chief and may make recommendations thereon to the Mayor; submit an annual report to the Mayor and the County Council; receive, consider and investigate charges brought by the public against the conduct of the department or any of its members and submit a written report of its findings to the Police Chief; advise the Police Chief on police community relations; and hire personnel necessary to carry out its functions. Meetings of the Police Commission held islandwide during FY 1995 96 included 12 regular and 12 executive sessions.

POLICY
The Department of Education shall implement School/Community Based Management (SCBM) to restructure Hawaii's public school system. Its implementation will gradually shift a significant degree of decisionmaking authority from the state and district levels to the school's community. SCBM is a democratic system of school management which allows greater school level flexibility and the increased involvement of those directly affected by decisions. The concept is based on the belief that the most effective decisions are those made closest to the point of its implementation. It acknowledges that a school's community has a right and an obligation to participate actively in open dialogue where issues are presented, defined, discussed and resolved. SCBM empowers people through shared decision making and requires collaborative involvement of the principal, teachers, support staff, parents, students and other community members. The members of a school's community are expected to accept greater accountability for the decisions they make as they are given flexibility and responsibility for decisionmaking. Accountability will be focused more at the school level.
