Star-Bulletin As a former public schoolteacher, state Rep. Ken Ito (D, Kaneohe) is accustomed to handing out grades. So when the chairman of the House Education Committee was asked to grade the Legislature on education, he was quick to respond. "A+," Ito replied spiritedly. While others were not as generous, people who follow education issues generally gave lawmakers above-average marks. "I generally think we did a lot better than we did in recent years. We made specific changes and improvements," said Sen. Sam Slom (R, Hawaii Kai), a member of the Senate Education Committee. "But we still have a long way to go." He gave the so-called "Education Legislature" a B-. "This is one of the better things we did this year." An improving economic outlook, confidence in state schools Superintendent Paul LeMahieu, common goals of the chairmen of the education committees, and this being an election year are cited as reasons public schools did well this year. Education this year was tied to the word accountability, one of the critical elements in LeMahieu's standards-based education reform. He wants to set up a system of rewards, assistance and sanctions to hold schools accountable for student achievement.

Star-Bulletin Kamehameha Schools will reach out to help Hawaiians far beyond the students on its campus if the new trustees implement the visions they shared in their job applications. Probate Judge Kevin Chang announced the new team of banker, developer, lawyer, commander and navigator yesterday. They will take their seats in the boardroom of the multimillion-dollar estate in January. "All have a recognized reputation for integrity," Chang said. "Each of the selected trustees has experience in one or more of the following areas: business administration, financial investment, strategic planning and policy setting ... and general areas of interest including education or government." He applauded the interim trustees for having "restored stability and a sense of pride and dignity to Kamehameha Schools." Retired Adm. Richard Kihune and American Savings Bank executive Constance Lau, who were on the interim board named on May 7, 1999, "will provide perspective and continuity for implementation of the strategic plan and other initiatives set by the interim trustees," Chang said.

General Legislative Provisions
This first part of the review examines statutory provisions that have implications for, but do not necessarily address directly, students with disabilities or special education. Various provisions in state statutes grant charter schools varying levels of authority to govern themselves and to make decisions regarding the operation of the schools, including decisions related to personnel, curriculum, and expenditures. The extent of a charter school's operational autonomy will have an impact on how special education programs are implemented in these schools. As described in the following paragraphs, statutory provisions that give higher levels of autonomy include ones that allow or require charter schools to (1) operate independent from local school districts, (2) make their own personnel decisions, (3) be exempt from state and district education laws and regulations, (4) assume liability for their actions, and (5) receive their funding directly from the state.     Special Education is a component of general education. Its basic purpose is to assist students who do not benefit from traditional educational programs.     We believe that through education and awareness no one should ever again die in Hawaii due to a tsunami. The goal of the Pacific Tsunami Museum is to promote public tsunami education for the people of Hawaii and the Pacific Region. The museum will also preserve the social and cultural history of Hawaii and promote economic development on the island of Hawaii as well as statewide. The museum will serve as a living memorial to those who lost their lives in past tsunami events.
    Vision Statement
    T he Pacific Basin has a long and dramatic history of devastation and rebirth caused by natural disasters. In general, most people are familiar with the destruction and loss of life caused by hurricanes, earthquakes and volcanoes. Unfortunately, the general public understands too little about tsunamis. Tsunamis have killed more people in the State of Hawaii than all other natural disasters combined. Tsunamis are a fact of life in Hawaii, especially in Hilo, which has suffered more damage than any other area of the islands. From the period 1900 to 1964, a tsunami with run-up exceeding 1 meter occurred on the average of once every five years. On April 1, 1946, and May 23, 1960, Hilo experienced devastating tsunamis that completely reshaped the social and economic structure of the community.

Recent research evidence is “overwhelmingly in favor of bilingual education as the best way to educate limited-English proficient, or LEP children” (Yzaguirre, 1998). In Hawai‘i, bilingual education projects have been implemented over the past two decades, beginning in 1974. Hawaii, one of the most linguistically diverse states in the nation, is a potential leader in bilingual and multicultural education, given the strengths and capabilities of its multicultural population. This briefing paper reviews the implementation of Title VII bilingual education in Hawaii for the purpose of sharing the lessons that have been learned from the experience.     In 1968, Federal support for the purpose of educating students with limited English skills was established through the enactment of the Bilingual Education Act—Title VII of the Elementary and Secondary Education Act (ESEA). Printable version E-mail this story Posted on: Tuesday, October 12, 2004 Hawai'i voter registration surges for general election By Derrick DePledge Advertiser Capitol Bureau More than 21,000 people have signed up to vote in Hawai'i since the primary election, the largest increase in voter registration between a primary and general election in a decade, state elections officials said yesterday. "It is an encouraging sign," said Rex Quidilla, an election spokesman. "But we would like to remind voters that registering is just one step in the process. They have to go out and vote." Voter turnout was 39.7 percent in the September primary, but election officials are optimistic that turnout in the November general election will improve. In 2000, the last presidential election year, turnout was 58.2 percent. Several states have reported increases in voter registration this year, which might be an indication that more people are taking an interest in the presidential campaign between President Bush and Sen. John Kerry, D-Mass. But it also could be the energy surrounding local races, such as the Bainum-Hannemann contest, that has captured voter attention.

Seven seats on board up for election Primary elections on Saturday will narrow the field for seven seats on the state Board of Education. O'ahu voters this year will elect three at-large candidates as well as candidates to the Honolulu and Leeward seats. Neighbor Island voters will vote on the Big Island and Kaua'i seats. O'ahu at-large (three seats) Garrett Toguchi (incumbent), Lei Ahu Isa, Robert Barry, Darwin Ching, Albert Furuto, Signe Godfrey, Cecil Heftel, Guy Kaulukukui, Maralyn Kurshals, Marcia Linville, Nobleza Magsanoc, Robert Midkiff, Ronald Pohnel, Jr., Pam Smith, Alan Takumi, Marcia Wong, Shannon Wood, Arvid Youngquist.
