Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan. Mapping Your Future Mapping Your Future is a web site sponsored by a group of 35 FFELP guarantee agencies and secondary markets. Pacific Resources for Education and Learning
Email: askprel@prel.org www.prel.org Title VII Bilingual Education in Hawaii: Lessons Learned by Josephine Pablo, Belen Ongteco, and Stan Koki* Briefing Paper Product # PB9901 To respond to these needs, educators are increasingly embracing bilingual education both as an educational strategy and as a means to make sure that students achieve proficiency in English. Recent research evidence is “overwhelmingly in favor of bilingual education as the best way to educate limited-English proficient, or LEP children” (Yzaguirre, 1998). In Hawai‘i, bilingual education projects have been implemented over the past two decades, beginning in 1974. Hawaii, one of the most linguistically diverse states in the nation, is a potential leader in bilingual and multicultural education, given the strengths and capabilities of its multicultural population. This briefing paper reviews the implementation of Title VII bilingual education in Hawaii for the purpose of sharing the lessons that have been learned from the experience. Bilingual Education on a Federal Scale
In 1968, Federal support for the purpose of educating students with limited English skills was established through the enactment of the Bilingual Education Act—Title VII of the Elementary and Secondary Education Act (ESEA). This act was designed to provide equitable educational opportunities for elementary and secondary students whose first languages are other than English and who have limited English proficiency.
