Printable version E-mail this story Posted on: Friday, December 10, 2004 Lingle's proposal cuts 163 special-ed teachers By Timothy Hurley Advertiser Maui Bureau Hamamoto is expected to meet today with state budget director Georgina Kawamura and state Attorney General Mark Bennett to discuss this issue and other cuts to the DOE's budget request. Hamamoto said Lingle's budget not only slashes 163 existing special-education teaching positions, but also 76 similar positions that were added to the DOE budget to meet court-ordered Felix benchmarks. In total, the school system would face a 239-teacher shortfall, she said. DOE budget director Ed Kuyama said the administration apparently made its cuts based on criteria used before the Felix decree.

Search LDAH Maximum Legal Services Corporation Maximum Legal Services Corporation (MaxCorp) is a non-profit organization originally created by the Board of Directors of the Legal Aid Society of Hawaii (LASH) in 1987 to provide legal services otherwise unavailable to underprivileged persons. Currently MaxCorp operates through two projects: 1) the Guardianship of the Property project, and 2) the Disabled Rights Legal Project, which includes consultation to and legal representation of parents in special education cases. Originally housed at LASH and funded by a LASH loan and grants from the Hawaii Justice Foundation, the agency is now a self-supporting non-profit corporation funded by fees for service. Guardianship of the Property MaxCorp serves as guardian of the property and trustee for various individuals through the Guardianship of the Property (GOP) project begun in 1993. Originally, the GOP Project served disabled children and adults by providing supervision over assets and property for protected persons in cases regarded as too small for supervision by trust companies, but too large for court supervision. Hawaii's 2001 Best Practices Recognized
This Special Edition of Na Hana Ku Aloha showcases the programs and projects nominated for HUD's 2001 Best Practices. We are delighted to share these local initiatives with you.
City and County of Honolulu - Continuum of Care
In 1996, the City and County of Honolulu with a small group of service provider agencies began a collaboration to develop a plan for homeless persons. The group operated with no funding and little outside support. The model that they created is the foundation of the City’s Continuum of Care and the basis of a broader document entitled "Partners in Care". In February 2000, Partners in Care was awarded a $10,000 grant from the Hawaii Community Foundation. With the grant, they hired a facilitator and produced a three-year plan entitled "A Plan to Solve Homelessness in the City and County of Honolulu". The plan establishes a comprehensive and systematic approach to addressing homelessness. It provides expected outcomes and time frames for implementation of the plan.

Federal Disabilities Legislation
Individuals with Disabilities Education Act (IDEA) is a federal education program to provide federal financial assistance to State and local education agencies to guarantee special education and related services to eligible children with disabilities, aged birth through 5. Under the legislation, states have the responsibility to provide a free, appropriate public education and must develop an Individualized Education Program for each child served. Parts of this law were formerly known as the Education for all Handicapped Children Act of 1975, as PL 94-142 and as the Education of the Handicapped Act (EHA) of 1986. Part B of the Individuals with Disabilities Education Act is the state and local grant program.

CEC Conference Highlights Challenges, Awards and Opportunities Facing Teachers Members from President Bush's administration and the public should have attended the recently held annual conference by the Council for Exceptional Children (CEC) in Seattle , WA , April 9-12. They would have witnessed special education professionals driven to achieve excellence in their fields and fiercely advocating for the advancement of special education opportunities for students with disabilities. CEC is the largest, international, professional organization dedicated to improving educational opportunities for individuals with exceptionalities, students with disabilities, and/or the gifted. The international conference gave the 6,000 attendees hundreds of sessions, social events and award ceremonies the opportunity to augment their skills, network with colleagues and revitalize their passion for providing quality education for their students. The conference sessions and several hundred exhibits also stressed the development of interpersonal communications skills among teachers to enhance their efficiency. Scores of special education publishers exhibited thousands of books on a range of ways to deal with disabilities, to improve reading, writing, and critical thinking among students with special needs and to deal with other communication challenges students with disabilities present teachers.

Mon, 19 May 2003 15:42:06 -1000 Honolulu Star Bulletin Letter to the Editor Case's idea won't help special-ed situation As a taxpayer, Department of Education teacher and parent of a special-needs child, I am troubled by Rep. Ed Case's amendment to the Individuals with Disabilities Education Act (Star-Bulletin, April 22), which would base attorneys' fees for representing disabled students on rates set by the governor of each state. Apparently I have more confidence in our court's discretion than Case does. One wonders why the attorney general's lawyers representing the DOE are not prevailing. Perhaps the governor should seek legal advice from the private sector. The federal government, which updated IDEA in 1997, must cover a substantially higher percentage of the costs. Case would do well to redirect his carte blanche issue toward the feds who need to provide more financial support.
