Administration
Because of the Tenth Amendment and the consequent evolution of a decentralized education system, the States and local districts assume a primary role in the organization and operation of U.S. schools. For this reason, the discussion below deals at length with State and district roles in education and only briefly with the Federal role. Because they are administered in a different way, postsecondary institutions will be discussed separately.
Elementary and Secondary Education
Role of State Governments
Over the years, State legislatures have enacted laws to govern the organization and operation of elementary and secondary schools in the respective States. These laws have been provided to guide the establishment of policies and requirements for the operation of public schools at the local level. In most States, policies and requirements are determined by a State board of education and carried out under the leadership of a chief State school officer (the title varies with the State) and a staff of professional educators in a State department of education. Different States have different laws and traditions governing the membership of State boards of education. In most States, members are appointed by the Governor; in some they are elected directly by the people; and in still other cases a member serves

The Hawai'i State Department of Education is the most centralized and only statewide public education system in the United States . Established by Kamehameha III on October 15 , it is the oldest school system west of the Mississippi River and only system established by a sovereign monarch . The Hawai'i State Department of Education oversees all 283 public schools and charter schools and over 13,000 teachers in the State of Hawai'i . It serves an average of 182,798 students annually.

Structure
There are seven individual school districts that are directly controlled from Honolulu by the fourteen members of the Board of Education: Central District, Hawai'i District, Honolulu District, Kaua'i District, Leeward District, Mau'i District, Windward District. Thirteen members are directly elected by the voters of either O‘ahu or the Neighbor Islands to staggered four-year terms. The remaining member is a public high school student selected by the Hawai‘i State Student Council who serves as a non-voting member. Printable version E-mail this story Posted on: Friday, June 24, 2005 Shannon Ajifu served on Board of Education By Treena Shapiro Advertiser Education Writer Longtime educator and state Board of Education member Shannon Ajifu died yesterday morning at The Queen's Medical Center. She was 68. Shannon Ajifu Ajifu was honored last night at a regularly scheduled board meeting. Board chairman Breene Harimoto described Ajifu as a dedicated member who loved education and served as a true advocate for Hawai'i's public schools and students. Before being elected to an O'ahu at-large seat on the board in 1998, Ajifu spent 36 years in the Department of Education as a teacher, counselor and principal. She was an administrator at Moanalua, Salt Lake, Nimitz, Iliahi and Hickam elementary schools, and a counselor at Waimanalo Elementary and Intermediate Schools. She also taught at 'Ewa Beach and Wai'anae elementary schools.

Membership in the Assembly
The University of Hawaii Professional Assembly has been the exclusive bargaining agent for the faculties of the University and Community Colleges of Hawaii since November 1, 1974. The organization has a direct affiliation with the National Education Association (NEA).
Bargaining Unit 07 Membership As a University of Hawaii faculty member, you automatically belong to Bargaining Unit 07 as defined in the Hawaii Revised Statutes, Chapter 89. You are represented by UHPA at the bargaining table and in the processing of grievances.
UHPA Membership in the University of Hawaii Professional Assembly is by choice. Although an equivalent statutory fee is automatically deducted, you become an active member of UHPA only when you complete and sign a membership application.
As an active member of UHPA, you are a part of the governance process influencing policy and decisions affecting the organization which represents you. You may vote and be a candidate in the elections of Faculty Representatives and members of the Board of Directors. You may serve on Board committees, represent your colleagues at the Annual Meetings of our national affiliate, and you may vote in your Primary Academic Unit (PAU). You are also entitled to Special Services available only to UHPA members. In addition, as an active member of UHPA, you automatically become an active member of NEA, qualifying for their services.
In addition to active memberships, other types of membership are available where appropriate: Retired, for an active member who retires; Reserve, for active members who leave the bargaining unit temporarily. Active members taking leave without pay for a peri-od of over six months should arrange for reserve membership to continue their special services. Associate, for friends of education who do not qualify for other membership types.

I n 2002 Hawaii introduced its first legislation (HB 2806) for EC pharmacy access. Prior to introduction, there were few discussions with key stakeholders, and minimal education or outreach occurred. There seemed to be some support from the Hawaii Medical Association (HMA), but not enough for it to pass. The Board of Pharmacy and the Hawaii Pharmacy Association (HPhA) did not support HB 2806 because they were devoting their attention to HB 1842 which would enable pharmacists to provide clinical services in a broader range of settings including community pharmacies and health care facilities. The more general bill (HB 1842) did pass and became law in July of 2002 and served the starting point for crafting new EC pharmacy legislation for 2003. The second, successful EC pharmacy bill ( HB 123 ) was introduced in the 2003 legislative session. It cleared both houses by May and was signed by the Governor in June 2003.
Education and Outreach
Healthy Mothers Healthy Babies Coalition of Hawaii (HMHB) received a small grant from Advocates For Youth (as part of a regranting effort funded by the Open Society Institute) to improve EC access for adolescents in Hawaii. The grant was used to form an EC Workgroup that initially focused on education and included partners from the Hawaii State Dept. of Health-Family Planning Services Section (DOH-FPSS) and Food and Drug Branch, and other pharmacists. Participants believed that pharmacists and physician collaboration was essential to the successful policy change, but many local pharmacists and physicians did not understand EC or the fact that it could be more accessible through pharmacies without a physician seeing the women first.

Colleges and majors build upon this foundation with their own requirements. Thus, this document views Undergraduate Education as an opportunity for each student to find coherence through careful combinations of General Education, College, and Major courses.     GENERAL EDUCATION REQUIREMENTS

    rborreca@starbulletin.com Physician-assisted suicide is dead and a proposal for locally elected school boards is on life support after yesterday's voting deadline for the House and Senate to swap bills at the halfway point of the session. Democratic leaders in the House withdrew a bill to legalize physician-assisted suicide ( House Bill 862, House Draft 1 "It's not going to come back," said Rep. Scott Saiki (D, Moiliili-Kaimuki). "We didn't have 26 votes on the House side." There was no similar proposal in the Senate. Yesterday was the second time Gov. Linda Lingle's proposal to replace the statewide Board of Education with seven locally elected school boards failed in the House. The House rejected Lingle's proposal ( HB 2331 ) on Feb. 20, and House Education Chairman Roy Takumi (D, Pearl City-Waipahu) said he found no reason to vote on it a second time. "This is a giant step backwards," he said.

    Biography
    Dr. Albert J. Simone became president of Rochester Institute of Technology on September 1, 1992. He is the eighth president in the university's 175-year history. He was formerly president of the University of Hawaii System and chancellor of the University of Hawaii at Manoa for nine years. At RIT, Dr. Simone is responsible for one of the nation's leading career-oriented universities with 15,300-students from all 50 states and more than 90 foreign countries, 2,800 faculty and staff, an annual operating budget of more than $474 million, and an endowment of more than $450 million. The university has one of the oldest and largest cooperative education programs in the country. He is very active in a wide range of community organizations and has been a significant presence in Rochester since his arrival in 1992. Dr. Simone's professional memberships include: the Academy of Management; American Economic Association; American Production and Inventory Control Society; American Statistical Association; Decision Sciences Institute; Econometric Society; Financial Executives Institute; Operations Research Society of America; and the Institute of Management Science.
