In education circles, Hawaii is known for what it doesn't have: School boards. And to those fed up with their own malfunctioning boards, that could seem like utopia. So why does Hawaii Gov. Linda Lingle want to break decades of tradition by turning the state-run schools over to a bunch of local boards? Louis Lanzano, AP photo
Hawaii Gov. Linda Lingle in a February visit to the studios of the Fox News Channel in New York. "The public knows and we should not be afraid to say it Hawaii's public school system is broken," said Lingle in her state-of-the-state address this year. "It is like no other system in America, and it's not working." Lingle believes the top-heavy system, run by one massive "school board" of more than 30,000 people the state Department of Education is hurting children across the state. About 64 percent of Hawaiian schools didn't pass this year's statewide achievement tests. On two well-known national benchmarks the SAT and the NAEP (National Assessment of Educational Progress) Hawaiian students are mired at the bottom.

By Susan Essoyan sessoyan@starbulletin.com After holding meetings statewide, Gov. Linda Lingle's education committee unveiled a final plan yesterday that includes the main planks it began with: local school boards, a new funding formula for schools and more power to principals. "I'm very optimistic that with the public's support of this issue, we will be successful in this (legislative) session," Lingle said, accepting the report of Citizens Achieving Reform in Education, whose members she appointed. The committee has been criticized as being stacked in favor of the governor's proposals. Roger Takabayashi, president of the Hawaii State Teachers Association, said he was a "lone voice of dissent" on the committee and asked to have his name removed as an author of its report. "Local school boards will not add to student achievement and will only add another layer of bureaucracy," he said. "Multiple boards will drain resources away from schools. Education is already so underfunded as it is." The report blames centralization for holding back Hawaii's schools and says the state is spending enough money on education, but not enough reaches the classroom. It calls for the creation of seven locally elected school boards, with a process to add more.

What Does the School Board Do?
(Page 1 of 1) The school board sets the vision for the school district and the decisions they make at their monthly meetings make a difference for your school. By GreatSchools.net Staff The word "public" in public school refers to the fact that it is the citizens themselves who control the public schools. In most states, they do this in part by electing a school board ofdepending on the size and configuration of the districtthree, five or seven members who must be residents of the school district. The most important thing a school board does is to establish a vision for the community's schools that reflects a consensus of the board, community and district staff. The school board has a wide variety of additional responsibilities, such as adopting a balanced annual budget and issuing interim financial reports, adopting the school calendar, negotiating contracts with employee unions, approving curriculum materials and closing or constructing schools.

By Chris Pipho Illustration 1998 by Mario Noche GOVERNANCE including all the mechanisms that manage public education has been the subject of numerous surveys, some research, and much speculation. The fact that states control education has produced, as might be expected, several variations in governance among the states. State boards of education, for example, are not uniformly structured, and two states have no state board. (Wisconsin never had one, and Minnesota recently abolished its state board.) In the other states, some boards are appointed, and some are elected; both approaches are combined in Ohio. The position of chief state school officer is also filled by election and by appointment, with governors, legislatures, and state boards doing the honors in the latter case. The assignment of the governance function at the local level to local boards of education is almost universal, with Hawaii's single district as the one notable exception. From the perspective of citizens, when a family moves from one state to another, parents find little discernible difference in how local school boards are perceived. And while elections are sometimes spirited and recall elections of individual board members are known to happen, governors, legislators, and state boards have shied away from changing the standard governance model except in a few large urban districts. It is rare indeed when a policy maker even suggests changing or abolishing local school boards. Local districts and boards might just as well be draped in the flag.

Please note that this event is not recommended for children under 6 years old. Luau buses will board at the Hawaii Convention Center main entrance between 5 and 5:15 pm, and will drop off at all three conference hotels after the event, which ends at approximately 9 pm. Participants will be required to show luau tickets when boarding buses leaving the Convention Center.
