Introduction
Print Preview of Section Harding, Warren Gamaliel (1865-1923), 29th president of the United States (1921-1923). Harding was an easy-going politician who believed that the Republican Party could bring the United States back to “normalcy,” a word he invented. By normalcy he meant a return to the economic and political isolation that had characterized the United States before it entered World War I in 1917. Harding never showed the leadership or vision required to be an effective president, and his administration is mainly remembered for its corruption, which was revealed after Harding's death. II
Early Life
Print Preview of Section Harding was the first child of George and Phoebe Dickerson Harding. He was born on November 2, 1865, on a farm near Corsica (now Blooming Grove), Ohio. When he was seven, the family moved to nearby Caledonia where the boy went to school and played in the village band. A band member later recalled that Harding was “a jolly, good fellow, full of fun, loyal to his friends.” In 1879, Harding entered Ohio Central College. He spent his vacations and spare hours working on the family farm and in the local sawmill, and he also worked briefly on the Toledo and Ohio Central Railroad.

It was easier to praise "normalcy" than to produce it during the Roaring Twenties. The word meant so many different things to different people. Some were rebels. They danced in cabarets, drank bootleg gin, and poked fun at "normal" American life in novels and plays. Others, reacting against the rebels, wanted to standardize thought and behavior. This group persecuted radicals, tried to enforce prohibition, and fought to ban the teaching of evolution in the public schools. With so many crosscurrents at work in American society, Harding was bound to annoy somebody as soon as he did anything.
Harding's presidency
The popularity of Harding's administration was damaged by the short but severe depression of 1921. Within two years, the Teapot Dome oil scandal and other graft in governmental agencies destroyed faith in his administration. Harding probably became aware of this widespread corruption in the summer of 1923. His anxiety about it may have hastened his death. Historians almost unanimously rank Harding as one of the weakest presidents. But these historians have recognized that the very qualities that made him weak also made him appealing in 1920. He failed because he was weak-willed and a poor judge of character. Harding was the sixth president to die in office and was succeeded by Vice President Calvin Coolidge.

Harding declared, "America's present need is not heroics, but healing; not nostrums, but normalcy; not revolution, but restoration; not agitation, but adjustment; not surgery, but serenity; not the dramatic, but the dispassionate; not experiment, but equipoise; not submergence in internationality, but sustainment in triumphant nationality...." A Democratic leader, William Gibbs McAdoo, called Harding's speeches "an army of pompous phrases moving across the landscape in search of an idea." Their very murkiness was effective, since Harding's pronouncements remained unclear on the League of Nations, in contrast to the impassioned crusade of the Democratic candidates, Governor James M. Cox of Ohio and Franklin D. Roosevelt. Thirty-one distinguished Republicans had signed a manifesto assuring voters that a vote for Harding was a vote for the League. But Harding interpreted his

    Biography
Quote Warren Gamaliel Harding, twenty-ninth President of the United States, was born on November 2, 1865, on the family farm at Blooming Grove, Morrow County, Ohio. His parents were Dr. George Tryon Harding and Phoebe Dickerson Harding, descendants of pioneer Ohio families of English and Dutch ancestry. Warren was the first of their eight children—two boys and six girls. The Hardings were followers of the Baptist faith. In 1870, Dr. Harding moved his family to the village of Caledonia in Marion County. Here Mrs. Harding, a highly intellectual young woman (she eventually studied and practiced medicine with her husband) of a deeply religious nature, found time to take an active part in the social life of the community. During these years, in the office of the Caledonia Argus , the local newspaper, of which Dr. Harding was part owner, the future president became interested in journalism and served an apprenticeship in printing. As a student at Ohio Central College in the nearby town of Ibernia, Harding served as editor of the college paper and showed rich promise as a public speaker. In 1882, at the age of 16, he received the degree of Bachelor of Science and was “orator,” political and literary representative of his class at the graduation ceremony.

In 1920, Harding ran for president initially as a favorite son in order to solidify his position in the Ohio Republican ranks. When a deadlock developed at the convention between the supporters of Leonard Wood and Frank O. Lowden, however, Harding was adopted as the compromise candidate, winning on the 10th ballot. The Republican nomination in 1920 was tantamount to election, as the Democratic party nationally was suffering from unpopular wartime policies and developments. Harding easily defeated the Democratic contender, James M. Cox.

    HARDING, WARREN G. (1865-1923)
Warren Harding was the 29th president of the United States. He was inaugurated on March 4, 1921. Harding's administration was riddled with scandals. The conduct of several of his cabinet members brought considerable criticism against the president and the Republican party. The "Teapot Dome Affair" was perhaps the most important scandal of Harding's administration. After jurisdiction over naval oil reserves were transferred to the Department of the Interior, secretary Albert B. Fall leased Teapot Dome to oil interests in exchange for a bribe. He eventually spent time in a federal prison because of his actions. The incident also resulted in the resignation of Secretary of Navy Edwin N. Denby, who had consented to the transfer of the reserves. Attorney General Daugherty was charged with receiving payments from prohibition violators, and was forced to resign by Calvin Coolidge (Harding's successor).

RIDAY, MARCH 4, 1921 Senator Harding from Ohio was the first sitting Senator to be elected President. A former newspaper publisher and Governor of Ohio, the President-elect rode to the Capitol with President Wilson in the first automobile to be used in an inauguration. President Wilson had suffered a stroke in 1919, and his fragile health prevented his attendance at the ceremony on the East Portico of the Capitol. The oath of office was administered by Chief Justice Edward White, using the Bible from George Washington's first inauguration. The address to the crowd at the Capitol was broadcast on a loudspeaker. A simple parade followed.
My Countrymen: When one surveys the world about him after the great storm, noting the marks of destruction and yet rejoicing in the ruggedness of the things which withstood it, if he is an American he breathes the clarified atmosphere with a strange mingling of regret and new hope. We have seen a world passion spend its fury, but we contemplate our Republic unshaken, and hold our civilization secure. Libertyliberty within the lawand civilization are inseparable, and though both were threatened we find them now secure; and there comes to Americans the profound assurance that our representative government is the highest expression and surest guaranty of both. The recorded progress of our Republic, materially and spiritually, in itself proves the wisdom of the inherited policy of noninvolvement in Old World affairs. Confident of our ability to work out our own destiny, and jealously guarding our right to do so, we seek no part in directing the destinies of the Old World. We do not mean to be entangled. We will accept no responsibility except as our own conscience and judgment, in each instance, may determine.
