A Democratic leader, William Gibbs McAdoo, called Harding's speeches "an army of pompous phrases moving across the landscape in search of an idea." Their very murkiness was effective, since Harding's pronouncements remained unclear on the League of Nations, in contrast to the impassioned crusade of the Democratic candidates, Governor James M. Cox of Ohio and Franklin D. Roosevelt. Thirty-one distinguished Republicans had signed a manifesto assuring voters that a vote for Harding was a vote for the League. But Harding interpreted his election as a mandate to stay out of the League of Nations.

Harding worked at many different jobs as a boy, one of which was a printer's apprentice. At 14 he entered Ohio Central College and became a school-teacher. He tried studying law and selling insurance before becoming a newspaperman. His Presidency: Under Harding, the high tariff was reinstated, immigration was greatly restricted, taxes were cut and a federal budget system was created. Harding stayed out of the League of Nations and called an international conference to reduce naval armaments. He tried to please everyone, but died before his term ended.

Friday, March 4, 1921 My Countrymen: W HEN The recorded progress of our Republic, materially and spiritually, in itself proves the wisdom of the inherited policy of noninvolvement in Old World affairs. Confident of our ability to work out our own destiny, and jealously guarding our right to do so, we seek no part in directing the destinies of the Old World. We do not mean to be entangled. We will accept no responsibility except as our own conscience and judgment, in each instance, may determine. Our eyes never will be blind to a developing menace, our ears never deaf to the call of civilization. We recognize the new order in the world, with the closer contacts which progress has wrought. We sense the call of the human heart for fellowship, fraternity, and cooperation. We crave friendship and harbor no hate. But America, our America, the America builded on the foundation laid by the inspired fathers, can be a party to no permanent military alliance. It can enter into no political commitments, nor assume any economic obligations which will subject our decisions to any other than our own authority. I am sure our own people will not misunderstand, nor will the world misconstrue. We have no thought to impede the paths to closer relationship. We wish to promote understanding. We want to do our part in making offensive warfare so hateful that Governments and peoples who resort to it must prove the righteousness of their cause or stand as outlaws before the bar of civilization.

One can almost feel sorry for Harding, who consistently gets ranked as one of the worst presidents of all time. A former newspaperman and senator from Ohio, Harding was ill-suited to the presidency but was chosen as a compromise candidate on the 10th ballot of the 1920 Republican convention. He was inaugurated in 1921 and took over the White House from two-term Democrat Woodrow Wilson . Harding's administration is chiefly remembered for the Teapot Dome scandal, a messy tale of bribery, fraud, and federal oil reserves. Harding died suddenly in San Francisco during a 1923 cross-country tour and was succeeded by his vice president, Calvin Coolidge Harding rode an automobile to his inauguration, the first president ever to do so.

The basis for all US Codes and radio encryption started in WW1 at Teapot Dome Scandal. It was this early work that would eventually lead to the Breaking of Enigma's Code and Japan's "Purple" Machine. There are indications that Harding was not aware of the significance of Teapot Dome when he allowed the drilling rights to be transferred.

FULL PORTRAITS OF SELECTED PRESIDENTS 29th President WARREN GAMALIEL HARDING PRESIDENCY LITTLE-KNOWN FACTS Speaking to the National Press Club, Harding revealed how his genial, compliant nature had once been characterized by his father. "If you were a girl, Warren," his father had told him, "you'd be in the family way all the time. You can't say no." Despite his surface calm, Harding's vulnerable nature led to serious breakdowns in times of stress. He was only 22, and already publisher of the Marion Star, when he suffered his first nervous breakdown and was sent off to a sanitarium in Michigan for several weeks. This was the first of five such episodes over the next 12 years. It is possible that as Harding slowly learned of the corruption in his own administration, he was heading for the most serious of all such breakdowns at the time he died. Norman Thomas, leader of the American Socialist party and six-time candidate for president, was one of Harding's newsboys on the Marion Star. A particularly bright and energetic boy, Thomas was always a welcome guest in the Harding home, even after that home was the White House. All members of Harding's cabinet except Hughes and Hoover became participants in the President's twice-a-week poker games. "Forget that I'm President of the United States," Harding would say as he slipped into his place at the poker table. "I'm Warren Harding, playing poker with friends, and I'm going to beat hell out of them." The Duchess was generally on hand to mix drinks for the guests, though under the recently passed Prohibition Amendment, such refreshment was strictly illegal.
