12.01 Administration

A. The USHGA has established a three-tiered system of requirements for tandem ("two-place" or "dual") flying: Tandem 1 and Tandem 2 for recreational tandem flying, and Tandem Instructor for instructional tandem flying. These requirements are in addition to those established by the Federal Aviation Administration tandem exemption. B. All necessary information will be distributed and administered by specially designated USHGA Tandem Administrators and Tandem Instructors. Tandem Administrators are appointed by the Tandem Committee. A study guide and flight and written examination requirement information packages are available from the office of the USHGA. 1. New appointment requests for Tandem Administrator shall be recommended and presented to the Tandem Committee by the applicant's Regional Director.
2. Regional Directors may not issue Tandem ratings unless the Regional Director is also a Tandem Official. C. The Tandem 1 rating involves minimal requirements and regulation, as this form of flying takes place only between qualified and consenting USHGA rated pilots. This rating is authorized by Tandem Instructors after administering the written examination and witnessing the proper flight skills utilizing the designated launch method.*

Current levels of use are generally acceptable, largely as a result of working closely with national and local clubs. A national precedent agreement for gliding on Trust sites has been prepared in conjunction with the British Hang-Gliding and Paragliding Association (BHPA). Guiding principles 1. The National Trust welcomes controlled hang-gliding and paragliding on its land, recognising that these activities seldom cause significant disturbance provided particular care is taken with regard to livestock and birds. 2. Can anyone Fly? Are hang gliders, and paragliders only flown by supermen or women? No! Nevertheless for paragliding you need to be over 14 and for hang gliding you need to be over 16. Under 18s need parental consent. You should be fit and active; have good co-ordination and an alert, reasoning mind (but you don't need any previous flying experience). Although no medical examinations is required you should be in good health. If you suffer from any medical condition such as epilepsy, fainting, giddiness, high blood pressure, heart condition or diabetes you should ask your Doctor's advice. Many people may think that flying hang gliders and paragliders is impossible for people with disabilities. Nothing could be further from the truth. Paragliding (known in some countries as parapenting ) is a recreational and competitive windsport that is best described as a hybrid of hang gliding and parachuting . A paraglider is free-flying, unlike the parachutes used in parasailing , which is generally a passive amusement ride rather than an active sport. Gliders
A paraglider closely resembles the modern parachutes used in parachuting competitions, but with a higher aspect ratio (to increase its glide angle) and a lighter construction (it does not have to deal with the sudden opening shock when deployed at terminal velocity ). These paragliders have reasonable gliding characteristics and are quite controllable by use of cords which are held in the pilot's hand as he or she sits in the harness . Shifting one's weight also steers the paraglider. Typically, paragliders are launched from slopes at, or close to, the summit of hills. The paraglider wing is a self-inflating structure. It consists of a row of cells, most of them open at the front and all closed at the back, joined together side by side. Moving through the air keeps them inflated because air goes in the front but can't get out the back. The cells are cut into the same cross-sectional shape as an aeroplane wing and it is this "aerofoil" section that produces the lift. The pilot is supported underneath the wing from a web of lines, each with the strength to support the pilot. The lines are then attached to risers, straplike devices, that are attached to the pilot's harness.

Early experiments with gliding flight were made throughout the late 19th century by pioneers such as Otto Lilienthal . These craft would now be considered as hang gliders.

History
Hang gliding in the Austrian Alps, above Zell am See Modern hang gliding was invented, or at least strongly influenced, by the NASA technician Francis Rogallo in 1948 with the invention of the Flexkite. This device was considered as a possible landing system for the astronauts return to earth. From there, much of the development of hang gliders occurred in Australia , where the first hang glider manufacturing firms were established. Hang gliding then became popular world-wide, with the peak in the 1980s. Paragliding has since become an alternative to hang gliding.

Kitty Hawk Kites Kitty Hawk Kites, Inc. was founded in 1974 by John Harris, a pioneer in hang gliding, to provide instruction, products, and service to the burgeoning new sport. In the late 1980s, Kitty Hawk Kites expanded into what is now it's three main businesses; providing hang gliding instruction to students and instructors through it's Flight School; selling aviation and outdoor clothing as well as kites and toys through it's retail outlets; and providing adventure recreation activities. The Flight School The KHK Flight School with upwards of 35 instructors during the summer months is the oldest hang gliding school on the east coast of the USA and the largest school of its kind in the world. The two primary parts of the National Park Service mission are to protect park resources and to provide opportunities for visitors to enjoy those resources. Today on the Blue Ridge Parkway it's possible to rock climb, hang glide, fish for trout, bicycle... almost any activity that doesn't damage the park or endanger other visitors. Here is a sampling of some of the activities that will help you connect with this special place. Hiking - Meandering alongside or crossing the Parkway, trails provide a close-up look at some of the most beautiful landscape in the region. Many trails wind their way through unique biological and geological environments. Others lead to historic sites with stories of how people have shaped our heritage. From short leg-stretchers to waterfalls or overlooks to extended treks along the Appalachian Trail in Virginia, there is a hike for every interest. Pick up a list of trails or maps at any Parkway visitor center. When hiking, lock valuables in the trunk of your car, wear sturdy shoes or boots, be prepared for rapidly changing weather, and stay on established trails. Fishing Bicycling - Traveling the Parkway by bicycle can be a very enjoyable experience for an hour or a week, but it requires planning and caution! Ride single file, stay well to the right, and always wear helmets and high visibility clothing. Reflectors are required. Temperatures can change rapidly since Parkway elevations range from 650 to over 6,000 feet. Avoid the Parkway during fog and be especially careful in any of the twenty seven tunnels. Bicycles are allowed only on paved roadways.

Hang gliding can be dated back to the days of Leonardo da Vinci, whose sketchings portrayed his desire for human flight. Through fact and fiction, silent aviation has played a major role in man's dream to soar with the birds. From the time of the ill fated flight of Icarus to the turn-of-the-century pioneers of the sport, such as Otto Lilienthal, Octave Chanute and John Montgomery, man has attempted free flight in just about every phase of modern history. As the Wright Brothers continued their pursuit of powered flight, they honed their flying skills in "hang gliders". After their famed Kitty Hawk flight, the world became increasing interested in the technological advances of powered flight, leaving hang gliding for another generation. Hang gliding didn't emerge again until the 1960's, with the development of Francis Rogallo's "Rogallo wing", a NASA project for a possible recovery system for spacecraft. Little did Francis know that his design was going to begin a rebirth of hang gliding in the early 1970's. In 1971, the Southern California Hang Gliding Association was born. Through steady evolution of the sport, today we are known as the United States Hang Gliding Association, with a membership base worldwide.
