The nation's longevity as an independent nation in the Western Hemisphere is second only to that of the United States. Over this span of almost two centuries, the nation has never known a time free of tyranny, repression, political conflict, racial animosity, and economic hardship. The chaotic and personalistic nature of Haitian political culture combined with chronic underdevelopment to offer fertile ground for a succession of despots, strongmen, and dictators. Even the few national leaders whose election apparently reflected popular sentiment, such as Dumarsais Estimé and François Duvalier, rejected constitutional procedures in favor of retaining personal power. The popular revolt that deposed President for life Jean-Claude Duvalier demonstrated the Haitian people's rejection of parasitic despotism. At the same time, the revolt reaffirmed another lesson of Haitian history: violence has often been the only effective route to change.

Christopher Columbus lands and claims the island of Hispaniola for Spain. The Spanish build the New World's first settlement at La Navidad on Haiti's north coast. Spanish control over the colony ends with the Treaty of Ryswick, which divided the island into French-controlled St. Domingue and Spanish Santo Domingo. For over 100 years the colony of St. Domingue (known as the Pearl of the Antilles) was France's most important overseas territory, which supplied it with sugar, rum, coffee and cotton. At the height of slavery, near the end of the 18th century, some 500,000 people, mainly of western African origin, were enslaved by the French. A slave rebellion is launched by the Jamaican-born Boukman leading to a protracted 13-year war of liberation against St. Domingue's colonists and later, Napoleon's army which was also assisted by Spanish and British forces. The slave armies were commanded by General Toussaint Louverture who was eventually betrayed by the French and subsequently exiled to France where he died. Haiti is now called "Saint Domingue". : Saint Domingue becomes the richest colony in the world. Its capital, Cap Français, is known as the Paris of the New World. It is also a regime of extraordinary cruelty; the 500,000 slaves taken by the French are flogged, starved, and buried alive for minor offenses. August 1791 : the first major black rebellion takes place, initiated by Boukman, a voodoo houngan . This begins the markings of civil war between the black dominated north and the mulatto dominated south. : Toussaint L'Ouverture, an educated herb doctor and military man, emerges as the leader of the former slaves in the north. He restored order, ended the massacres, and restored some of Saint Domingue's former prosperity.

GEOGRAPHY Size: Approximately 28,000 square kilometers. Topography: Defined by five mountain ranges, dividing country into three regions: northern, central, and southern. Highest peak, the Morne de la Selle, located in the south, reaches an altitude of 2,715 meters. No navigable rivers. Largest lake is Etang Saumâtre, salt-water body located in southern region. Climate: Tropical climate influenced by northeast trade winds. Wet season generally lasts from February through May, dry season from November to January. Rainfall pattern irregular because of mountainous topography. Temperature in lowland areas varies from 15°C to 25°C in winter, 25°C to 35°C in summer. Haiti: Historical Setting HAITI FORMALLY RENOUNCED its colonial bond with France in January 1804, as the result of the only successful slave rebellion in world history. The country's longevity as an independent nation in the Western Hemisphere is second only to that of the United States. Over this span of almost two centuries, however, the country has never known a period free of tyranny, repression, political conflict, racial animosity, and economic hardship. Haiti, the first black republic in modern times, sprang directly to self-governance from French colonialism, a system that had a profound impact on the nation. Haiti's colonial origins had demonstrated that an illiterate and impoverished majority could be ruled by a repressive elite. The slaveholding system had established the efficacy of violence and coercion in controlling others, and the racial prejudice inherent in the colonial system survived under the black republic. A lightskinned elite assumed a disproportionate share of political and economic power.

A CARIBBEAN NATION ON THE BRINK
By John Sherman, Ph.D. J OHN S HERMAN , Wright State assistant professor of history, visited Haiti for two weeks in June as part of a human rights delegation. His trip, funded through a Professional Development Grant from WSU's Research Council, provided a firsthand look at the problems besetting an impoverished people struggling to establish meaningful democracy in the wake of a brutal dictatorship. This fall, Sherman's upper-division students in his Authoritarianism and Repression class are studying the Haitian political dynamics in-depth. "Haiti could easily become the hemisphere's first so-called 'Failed Nation-State,'"he explains, referring to the euphemism adopted by the Pentagon for African nations that have collapsed into anarchy. "To understand why so much of the Third World is sliding into hopelessness and violence, we must understand Haiti." y airplane landed on the lone runway of Port-au-Prince's International Airport in the sweltering heat of midday. A band greeted passengers with merengue as we walked the tarmac, stopped once we entered the terminal, then resumed its music when a second Airbus-300 from the States opened its doors. On the other side of a chaotic baggage claim waited throngs of begging street children, half-clothed and hungry, while grown men jockeyed for the opportunity to carry the bags of rich "blans" (whiteskins). Though only three hours from Miami, I had entered an upside-down world where minority whites are suspect, and where consumerism gives way to hunger. I was here, as a Latin American scholar, to observe the insecurity of a people struggling to establish democracy after decades of dictatorship and repression. The eight-person Human Rights delegation to which I was attached, sponsored by the Mennonite and Brethren Churches, provided me opportunities that every student of the Third World longs for - intense, on-the-ground encounters with the world's poor as they struggle for change in the face of the possible political disintegration of their society.

Haiti's History
Christopher Columbus stopped in Haiti before he reached the shores of North America, and he described it as heaven. The island, shared by Haiti and the Dominican Republic, was coveted by Britain, France, and Spain for its location, rich soil, and lush climate. As a French colony in the 1700s, Haiti produced riches of cocoa, cotton, sugar cane, and coffee... with the labor of slaves imported from Africa. After years of suffering, the slaves rose up in rebellion and in 1804 declared independence from France and established the first Black republic in the western hemisphere. During the nineteenth century Haiti developed into two worlds, one a tiny minority of mulatto (light skinned blacks who are the product of intermarriage), the other the majority of the population, the former slaves. The elite mostly lived in the towns, especially in the capital, Port-au-Prince, and controlled the government, commerce, and military. The majority of Haitians lived in the countryside, farming small plots of land. The race and class tension that exist today have their roots in Haiti's colonial past and in its early development as a republic.
