In the 1960s and early 1970s, the islands were used as a garrison by the Portuguese army, while many members of the growing independence movement fled to Guinea-Bissau, another Portuguese colony on the mainland, to form the (PAIGC) under the famous revolutionary leader Amilcar Cabral. Following the revolution in Portugal in 1974, Cape Verde achieved independence in 1975, shortly after the granting of independence to Guinea-Bissau, with whom Cape Verde had close political associations. The PAIGC took control of the political activities of both countries and full unification was discussed. This proposal was shelved after the 1980 coup in Guinea-Bissau, after which the Cape Verdean branch of PAIGC was renamed the

History
Main article: History of Guinea-Bissau 19th century . A rebellion beginning in 1956 by the African Party for the Independence of Guinea and Cape Verde (PAIGC) consolidated its hold on the country by 1973. Independence came with the Portuguese revolution of 1974. The country was controlled by a revolutionary council until 1984. The first multi-party elections were held in 1994, but an army uprising in 1998 led to the president's ouster and a bloody civil war. Elections were held in 2000 and Kumba Yala was elected. In September 2003 a coup took place in which the military arrested Yala, because "he was unable to solve the problems". It is unclear if the elections, planned for October 12 after they had been postponed four times, will take place or not.

Next year's carnival prepared in Guinea-Bissau A Semana / afrol News , 30 September To demonstrate that new brooms are sweeping clean in Bissau and that optimism has returned to Bissau-Guineans, the five-month celebrations of King Momo have started and plans for a carnival in February are already being made. The hope-bringing celebration is to be marked in every corner of the country, the government promises. The Carnival 2005 arrangement already has its motto and its organisers. As of now, the only thing that is missing are sufficient funds to make the party become what it really should be; a shining event of hope and joy.
"Cultural diversity in a globalised world" is the motto of the carnival that is to go ahead in Guinea-Bissau in February 2005. After having been the responsibility of the National Council of the Youth for the last three years, this major manifestation of Bissau-Guinean culture this year is to be prepared by the State Secretary of Youth, Culture and Sports.
To organise this major event, Bissau authorities created an Independent National Commission with eight principal members and various sub-commissions. According to the Secretary of Youth, Culture and Sports, Marcelino Nuno da Silva, the 2005 carnival will be organised in "all villages, sections, sectors and regions of the country."

BACKGROUND lingua franca spoken by at least 80 percent of the populationis Kriolo, a creole language based on Portuguese and the various African languages of Guinea-Bissau. Guinea-Bissau is one of the poorest countries in Africa. The minimum wage is about $14 per month; female and male literacy rates are 15.7 percent and 20.5 respectively; and life expectancy is only 47 years. At independence, the victorious liberation movement of Guinea-Bissau, PAIGC, the (African Party for the Independence of Guinea-Bissau and Cape Verde) introduced a political and economic order based on Marxist-Leninist principles. Procedures and results were not unlike those reported for Angola and Mozambique, where similar highly-centralized systems replaced the equally centralized and authoritarian Portuguese colonial order. Attempts to implement a socialized economy resulted in an inflated and inefficient state apparatus, reduction in productivity and increasing dependence on foreign aid, which now finances over 90 percent of the national budget. The determination to build a one-party state resulted in a massive onslaught of violations of fundamental human rights and the perpetuation of a political culture based on mutual fearthe government of its rivals, the people of the security forces. After formal independence in 1974 (the PAIGC had unilaterally declared Guinea-Bissau independent in 1973), the security forces of Luis Cabral's government executed about a hundred individuals suspected of collaboration with the Portuguese regime. After a failed coup attempt in 1978, even more met a similar fate and were buried in mass graves in the Oio region. In 1980, a successful
