GUATEMALA CITY, Guatemala (AP) Nobel Peace Prize winner Rigoberta Menchu said Saturday that she will join the new Guatemalan government to help oversee compliance with U.N.-brokered peace accords that ended a 36-year civil war. President Oscar Berger invited Menchu to join the government Thursday, a day after he was inaugurated. Her role has not been defined, but sources close to the new president say she will be "goodwill ambassador to the peace accords." Menchu, meeting with Berger's wife, Wendy Widmann de Berger, on Saturday, said she "would like to play this role and offer to Guatemala all the contacts of friendship that many communities have given me." The accords lay out ways to reduce the role of the military in government and promote social and economic equality. The recommendations were largely ignored by Alfonso Portillo, president from 2000 until Wednesday.

Sex Discrimination in the Guatemalan Labor Force

In Guatemala, poor women, with little or no education, suffer gender-specific abuses when they work as domestic workers or maquiladora line operators. Live-in domestic workers, situated in private homes and performing "unskilled" tasks considered to be "women's work," are denied key labor rights protections in the Guatemalan labor code and are acutely vulnerable to sexual harassment. Maquiladora line operators, sewing in the global assembly line, are discriminated against on the basis of their reproductive status (pregnancy and maternity status and access to reproductive health care). Working women in both sectors face sex discrimination at the hands of government officials and private citizens, while indigenous women working in these sectors suffer the devastating impact of discrimination based both on sex and ethnicity. GOVERNMENT
Guatemala's 1985 constitution provides for a separation of powers among the executive, legislative, and judicial branches of government. The 1993 constitutional reforms included an increase in the number of Supreme Court justices from 9 to 13. The reforms reduced the terms of office for president, vice president, and congressional representatives from 5 years to 4 years, andfor Supreme Court justices from 6 years to 5 years; they increased the terms of mayors and city councils from 2-1/2 yearsto 4 years.
The president and vice president are directly elected through universal suffrage and limited to one term. A vice president can run for president after 4 years out of office. Supreme Court justices are elected by the Congress from a list submitted by the bar association, law school deans, a university rector, and appellate judges. The Supreme Court and local courts handle civil and criminal cases. There also is a separate Constitutional Court.
Guatemala has 22 administrative subdivisions (departments) administered by governors appointed by the president. Guatemala City and 331 other municipalities are governed by popularly elected mayors or councils.
