February 24, 2004 I am pleased and honored to be here tonight to deliver the Peter Tali Coleman Lecture. Beyond being a four-time governor of his native American Samoa, Peter Coleman also served as administrator of the Marshall and Mariana Islands, and Deputy High Commissioner of the Trust Territory of the Pacific Islands. His decades of service to both the United States and the peoples of the Pacific islands should be a model for us all. I’m substituting for my boss, Jim Kelly, who had to travel to Beijing for the Six Party Talks. I definitely got the better end of the deal! Not only do I expect you to be an easier audience to work with than the North Koreans, but I get to talk about a much more upbeat subject: U.S. policy toward the Pacific. The relatively small size of the Pacific island countries and territories means that they are often overlooked when the pundits and policy wonks develop their grand strategic visions. But I’m here to affirm that the Administration deeply appreciates the support it has received from the Pacific island region, not just in Iraq, but on all of the fundamental foreign policy issues of the day.

Introduction
Participation of ethnic and racial minorities in the civil rights movement of the 1950's and 1960's has heightened public interest in their unique histories and drawn attention to their contributions to the United States. The National ArchivesPacific Region, a repository for the historically valuable noncurrent records of the Federal Government, is a major source for research in ethnic studies. One of the National Archives and Records Administration's 13 regional archives, it maintains historical records of Federal agencies in northern California, Hawaii, Nevada, American Samoa, and the Pacific Trust Territories. The records contain valuable historical information relating to Native Americans, and Americans of African, Chinese, Hispanic, Japanese, Samoan, and other ancestry. Especially notable are records of the Federal district and appellate courts, U.S. Army, U.S. Attorneys and Marshals, Community Services Administration, Fair Employment Practices Committee (World War II), Farmers Home Administration, Government of American Samoa, Immigration and Naturalization Service, Bureau of Indian Affairs, U.S. Navy, and microfilmed records of the Bureau of the Census.

Resource Management Accomplishments
10th U.S. Coral Reef Task Force Meeting
PSC staff, including those from NOAA's Office of Ocean and Coastal Resource Management (OCRM) and Office of Response and Restoration, attended and participated in the 10th U.S. Coral Reef Task Force Meeting held in Guam and Saipan. The meeting included presentations to the Task Force Regional Subcommittee regarding local action strategies developed by each of the U.S. Flag Pacific Islands.
American Samoa Economic Valuation Study of Coral Reefs and Nearshore Coastal Resources
PSC's Office of Ocean and Coastal Resource Management (OCRM) staff worked with the American Samoa Coastal Management Program to commission the first-ever local economic valuation study of coral reefs and nearshore coastal resources for the territory. PSC supported a contract for an economist to travel to American Samoa for one week to meet with local coral reef and coastal managers to design a study to investigate priority local management questions. A request for proposals was advertised and a contractor was selected. The study is expected to be completed by summer of 2004. Funds also were provided to the Commonwealth of the Northern Mariana Islands to develop a local economic valuation study. A similar process of developing the scope of the work and initiating the study will begin in January of 2004.

Backgrounder #1288 On May 20, 1999, the U.S. House of Representatives adopted the final version of legislation establishing a national policy to deploy a limited national missile defense (NMD) system as soon as technologically possible. Adoption of this bill (H.R. 4) by the House followed Senate approval of a companion measure, the Cochran-Inouye National Missile Defense Act of 1999 (S. 269). It is widely assumed that President Bill Clinton will sign H.R. 4. But whether he signs or vetoes this bill, its approval by Congress makes it clear that there is considerable momentum behind the idea of deploying an NMD system. Congress's action comes without a moment to spare. It was driven by the realization that the ballistic missile threat to the United States, which the Clinton Administration previously described as distant, is in fact present and growing. This realization was spurred by the release of a report by the Commission to Assess the Ballistic Missile Threat to the United States (the Rumsfeld Commission) on July 15, 1998. In this report, the commission, which had been established by an act of Congress, detailed how the United States could find itself facing the imminent threat of missile attack from rogue states, such as Iran and North Korea, with little or no warning.

Ties between Pacific island nations and Japan are growing deeper year by year as Japan's private sector continues to invest in these countries and more development assistance is extended to them. From fiscal 1991 through fiscal 1999 the Sasakawa Pacific Island Nations Fund (SPINF) implemented the project Inviting Media Personnel from the Pacific Island Region to Japan. More than 60 media personnel from Pacific island nations visited Japan through that project, which aimed to promote understanding of Japan within the region. This year, as the second phase of its efforts, SPINF launched this new project.
In conjunction with the second Japan-South Pacific Forum Summit Meeting (PALM 2000), which was organized by the Japanese government and held on April 22, SPINF invited eight journalists from the Federated States of Micronesia, Fiji, Palau, Papua New Guinea, and Tonga to Japan. These journalists later wrote feature articles that were carried in local newspapers and magazines, broadcast on radio, and posted on the Internet. SPINF also sent three newspaper and television reporters from Miyakojima and the Yaeyama Islands in Okinawa Prefecture to Palau in March 2001. These journalists interviewed the nation's new president and gathered material on a wide range of subjects, including environmental problems, the activities of Okinawans living in Palau, the island nation's traditional culture, and the current state of education. Upon returning to Japan, they produced features on Palau.

Associated Press The U.S. House has passed legislation that renews the partnership agreements between the United States and two Pacific island nations and provides financial aid to Hawaii and three U.S. territories to help offset the costs related to immigrant islanders. The legislation to renew the Compacts of Free Association with the Federated States of Micronesia and the Republic of the Marshall Islands includes $30 million in impact aid. The House version passed last week on a unanimous voice vote. The Senate has yet to schedule a vote on either the House bill or its own version of the legislation. The financial provisions of the agreements expired Sept. 30, but Congress extended the funding another month. The United States has contributed an estimated $2.6 billion to the two island nations since the compacts were established in 1986, when the governments first entered into the agreement. The new compacts will authorize the federal government to provide $3.5 billion over the next 20 years, with the goal of weaning the two countries from U.S. aid.

Safety-belt use was estimated on the basis of responses to the following question: "How often do you use safety belts when you drive or ride in a car?" Response options were "always," "nearly always," "sometimes," "seldom," "never wear a belt," or "never drive or ride in cars." Respondents who never drove or rode in cars, refused to respond, or responded "don't know" (n = 807) were excluded from all analyses. Sample size for this study was 244,563; median response rate was 58.6% (range: 42.2%-82.6%). Jurisdictions were identified as having either primary or secondary safety-belt laws in effect during 2002. Washington enacted a primary law in July 2002 and was classified as a primary-law state for analysis; New Hampshire has no safety-belt law that applies to persons aged [greater than or equal to] 18 years but was classified as a secondarylaw state for analysis.

C. 20500 Dear President Clinton: We are writing to express our deep concern over the shipments by sea of high-level radioactive nuclear wastes between Europe and Japan that are expected to commence early this year. We are frustrated that the Administration has not been responsive to our concerns regarding unresolved safety problems with these shipments. The United States Government is obligated to assert certain rights, as required by law, with regard to shipments of foreign radioactive material that are derived from nuclear fuel originally supplied by the United States. The waste shipments, the first of which is due to depart France in February of this year, involve highly concentrated, extremely hot and intensely radioactive wastes that have been processed along with plutonium from the spent fuel of Japanese nuclear power reactors. The wastes and the plutonium are being processed in Europe mostly from nuclear fuel that was exported to Japan from the United States. As such, these materials, which contain or consist of special nuclear product, are subject to controls mandated by U.S. law. To our dismay, a safety analysis of plutonium shipments by sea, prepared by the Department of Energy (DOE) pursuant to the Abercrombie Amendment to the Energy Policy Act of l992, was wholly inadequate. Furthermore, it was not transmitted to Congress until February of 1994 - a full year after the first commercial plutonium shipment proceeded from France to Japan. Fortunately, this shipment took a circuitous route around Africa that largely avoided territorial waters of most nations, including the United States.
