This Act may be cited as the Organic Act of Guam
SOURCE: "This Act" is the Act of August 1, 1950, 64 Stat. 384, codified as 48 U.S.C. 1421-1425, as amended.
The territory ceded to the United States in accor-dance with the provi-sions of the Treaty of Peace between the United States and Spain, signed at Paris, December 10, 1898, and proclaimed April 11, 1899, and known as the island of Guam in the Marianas Islands, shall continue to be known as Guam.

1421a. Unincorporated Territory Government.
Guam is hereby declared to be an unin-corporated territo-ry of the United States and the capital and seat of government thereof shall be located at the city of Agana, Guam. The gov-ernment of Guam shall have the powers set forth in this Act, shall have power to sue by such name, and, with the consent of the legislature evidenced by enacted law, may be sued upon any contract entered into with respect to, or any tort commit-ted incident to, the exercise by the government of Guam of any of its lawful powers.1 The government of Guam shall consist of three branches, executive, legislative and judicial, and its relations with the Federal Gov-ernment in all matters not the pro-gram responsi-bility of another Federal department or agency, shall be under the general administrative supervi-sion of the Secretary of Interior._

History: Guam is the largest and most southerly island of the Marianas Islands, which were occupied by the Chamorro Indians from 1500 BC. It was claimed by the Spanish in 1565 and ruled by Madrid until the Spanish-American War of 1898. The Spanish governor was unaware of the war and, when a US frigate entered Hagåtña harbour with guns blazing, he apologised to the captain for not having a reciprocal salute ready. He surrendered the island the next day. US rule was interrupted by the Japanese invasion of 1941, to be reinstated after fierce fighting three years later. The island has been an important US strategic base since then. Its facilities were provisionally earmarked for substantial expansion following the US withdrawal from the Philippines. However, the end of the Cold War and the overall retrenchment of the American military have forced the government of Guam to look to other means for its long-term future (see Business Profile Politics on the island are based on the US system: the most recent gubernatorial election in November 2002 was won by the Republican Felix Camacho, while the simultaneous legislature elections gave the Democrats a three-seat majority in the 15-seat assembly.

    Located at the centroid of the island, the former Naval Air Station Agana consists of over 1,700 acres. The base was closed by decision of the BRAC '93 Commission. Aircraft runways and operational areas are located on base which were jointly used by the Navy and the only civilian airport, the A.B. Won Pat International Airport. The BRAC '95 Commission concurred with the relocation of Naval squadrons to CONUS bases and closed the NAS Officers Housing area. Military air facilities in Guam include an air field at Andersen Air Force Base and the Naval Air Station, which is alongside the international airport. The A.B. Won Pat International Airport, formerly known as the Guam International Airport, is a major Pacific airline crossroad. Although airline services vary frequently, the following companies have provided service to the islands in recent years. Contact local airport authorities for a current list of airlines that service the islands. Continental Air Micronesia, Northwest Airlines, Japan Air Lines, Nippon Airways, and Hawaiian Airlines serve international routes with connections that include Hawaii, the U.S. mainland, Japan, and Australia. Air Micronesia and Air Nauru connect Guam with nearby islands in Micronesia; Air Nauru operates flights to Australia and New Zealand via Nauru. Several flights a day are made to the neighboring islands of Saipan and Rota in the Commonwealth of the Northern Mariana Islands.

  • How do PCBs enter and leave the body?

  • For most people who do not work with polychlorinated biphenyls (PCBs), consumption of PCB- contaminated fish, meats, eggs, and dairy products is the most common and significant sources of human exposure to PCBs (ATSDR 2000). PCBs that are swallowed are passed from the gastrointestinal tract into the bloodstream. Once PCBs are in the body, some change into other related chemicals called metabolites and some leave the body in feces in a few days. The remaining PCBs and metabolites stay in the body and can be stored for years mainly in the body fatty tissue. PCBs also accumulate in human milk fat (ATSDR 2000).
    Everyone has some amount of PCBs in their body through environmental exposures worldwide. Since PCBs are so widespread, don't break down easily in the environment, and can accumulate in people, they have been heavily studied.

Centuries before the birth of Christ, Asian seafarers sailed fragile outrigger canoes into the Pacific Ocean. Navigating by the stars, they spread out over the Micronesian archipelago. Their descendants, the Chamorro, still live on Guam, which was also the first Pacific island to be "discovered" by Europeans. In 1521 the Portuguese explorer Ferdinand Magellan dropped anchor in the Bay of Umatac, where he bought food and water from the Chamorro before sailing off to "discover" the Philippines. Guam became a U.S. possession in 1898, after the Spanish-American War. For the first half of the 20th century, Guam was controlled by the U.S. Navy, which limited access to the island and thus constricted its economy. By default, the federal government became Guam's main employer. Only in 1962 did the navy case security restrictions on travel to and from Guam, thus integrating the island with the regional economy. Guam's flourishing tourist industry dates from 1967, with the first direct flights between Guam and Tokyo. In 1997, Japanese tourists accounted for about 75 percent of the 1.4 million visitors who flocked to Guam to enjoy sun, sand, and sea.
