Project Objectives
The overall goal of this one-year project, initiated under the CTSA Ninth Annual Plan of Work, is to lower the entry barrier for new aquaculture farms by establishing a unified policy regarding aquaculture development and by streamlining the regulatory process. This includes identifying Guam government policies that hinder the expansion of the aquaculture industry; developing changes in government policies and regulatory processes to promote aquaculture development in Guam; educating Guam government administrators and elected officials about the problem of inhibitory regulations and policies and using a strategic planning session to help them develop a plan for improving the permit process and regulatory environment; educating existing and potential aquaculture farmers about the existing permit requirements and about proposed changes in the permit process. Specific objectives related to that goal are to:
  • prepare a case study of permitting problems experienced by Guam aquaculture farmers;

Executive Summary
The Pacific Basin Economic Council's international general meeting was held in Hawaii in March 2000. This meeting was attended by corporate and government leaders from around the world. Among the things they discussed was corporate responsibility and attendees noted that they felt heartened that there appeared to be some realization that there was more to life than making lots of money and conducting endless studies to measure progress. There has always been talk about taking care of the environment and helping less developed nations, but it has always been just that, talk. Finally, there seemed to be some genuine concerns about human beings and not just the bottom dollar. John Paul DeJoria, co-founder of the John Paul Mitchell hairstyling products, said, "Being a good corporate citizen is the best way to conduct business and improve the bottom line. Whether it's working locally, nationally or internationally, doing what's right and letting customers and others know about it are the best ways to protect the environment, empower employees, make money and leave behind a proud legacy."(*1) This philosophy should hold true at all levels of business and government. Every business and every government agency is interdependent. If everyone acted responsibly and did what was right, everything would go a lot smoother. There will always be the skeptics and those who will throw a monkey wrench in the whole process. But the majority of people would probably be willing to give it a good try and that's all it takes.

The flag dates from 1917. I have seen two versions of it, one with a palm tree (if it is a palm) growing from the yellow peninsula in lower part of the shield, and other growing from the white background cliffs. I think the first one is right (it seems to me more logical, but ...). The ratio of it is 21:40. 20 February 1996 Crampton's Flags and COA 1985 notes the flag was adopted in 1917 and accepted by the Guam congress in 1948 with the red border added in 1960. Barraclough's Flags of the World , 1969 shows the Guam flag without the red border surrounding the shield. When was the red border added or is the information on the red border totally wrong (did it have the border from the beginning)? Nazomi Kariyasu

    Guam is the southernmost and largest island of the Marianas Island Archipelago in the North Pacific. With Magellan's landing on Guam in 1521 Spain's reign began which lasted almost 4 centuries. In 1898 America claimed the island from Spain as part of the prizes in the Spanish-American War. Captured by the Japanese in 1941, it was retaken by the US three years later. The military installation on the island is one of the most strategically important US bases in the Pacific.

    Guam is a self-governing territory of the US under the Organic Act of Guam of 1950. Its inhabitants are citizens of the US, although they are not permitted to vote in US presidential elections. Guam sends a non-voting Delegate to the US House of Representatives, elected every two years. Guam's Legislature consists of 15 members (reduced by referendum from 21 members in 1996), elected by popular vote every two years. It is empowered to enact legislation on local matters, including taxation and fiscal appropriations. Executive power is vested in a civilian governor who is elected by popular vote every four years.
