Carriacou History
Carriacou is the most southerly of the Grenadines, situated 20 miles north of Grenada, latitude 12,5 degrees. It has an area of 13 square miles and is the largest of the chain of islands between Grenada and St. Vincent. The first settlers, the Amerindians appropriately referred to Carriacou as the 'Land of Reefs'. The surrounding waters teem with a variety of marine life, creating the perfect underwater experience. Carriacou was settled by the French, but in 1763 was ceded with Grenada to the British. The majority of the inhabitants today are of African descent , with the influence in the island mainly British, such as driving on the left, though French names are still noticed, especially in the L'Esterre area. The village of Windward was home to a group of Scottish boatbuilders who settled here in the 19th century. The Scottish names and boatbuilding skills have been passed down through the generations. Many locally built boats from small fishing sloops to large trading schooners are seen in the Carriacou waters. Boat building is still carried out in the traditional way on the beaches but fewer have been built in recent years.     Search HISTORY OF THE CARIBBEAN COMMUNITY The end of the Federation meant the beginning of more serious efforts on the part of the political leaders in the Caribbean to strengthen the ties between the islands and mainland by providing for the continuance and strengthening of the areas of cooperation that existed during the Federation. To this end in mid-1962 a Common Services Conference was called to take decisions on these services, the major ones among them being the University of the West Indies (UWI), founded in 1948 and the Regional Shipping Services set up during the Federation to control the operation of the two ships donated in 1962 by the government of Canada - the Federal Palm and the Federal Maple. The Caribbean Meteorological Service was established one year after, in 1963 and along with the UWI and the Regional Shipping Service, represented the heart of Caribbean cooperation directly after the end of the Federation.

    To study the history of regions and regionalism across time and space at an advanced level, through an extended programme of research training and teaching in the approaches used by regional historians.

    Programme Description
    This unique new research training programme is designed to provide a springboard to PhD-level work. It is offered in collaboration with the AHRB Centre for North-East England History, which means students benefit from the combined expertise of regional historians based in the universities of Durham, Newcastle, Northumbria, Sunderland and Teesside. Compulsory modules (120 credits) are offered through a programme of workshops and seminars, covering a wide range of topics including: introduction to information skills; dissertation preparation; research methods in history; IT and history; issues in regional history; approaches to regional history. All modules are assessed by submitted course work. In the final semester students complete a dissertation on their chosen aspect of regional history (60 credits).
    Entrance Requirements
    A good 2:1 Honours degree in history or a related field. Applicants whose first language is not English require IELTS 6.5, TOEFL 575 (paper-based) or 233 (computer-based), or equivalent.

    The Royal Grenada Police Force
    After mid-1985, internal security in Grenada was the responsibility of the Royal Grenada Police Force (RGPF). Although the title of the organization is traditional, the force itself had been reconstituted and its members retrained and reequipped since the United States-Caribbean intervention of October 1983. In the immediate wake of the action by the United States military and the 350-member Caribbean Peace Force (CPF), units of these forces handled police and security duties on the island. The last of the United States military police personnel departed Grenada in June 1985; the remnants of the CPF pulled out shortly thereafter, leaving the new and inexperienced RGPF to fend for itself. In light of this repressive history, after October 1983 it became clear to both foreign and Grenadian observers that the establishment of an apolitical and professional police force was essential for the development of a representative and pluralistic system of government on the island. The most pressing need in this regard was training. For the United States, meeting this need presented a dilemma of sorts, for United States security assistance to foreign police forces had been prohibited by the United States Congress since the 1960s. Thus, some creative and cooperative programs were required. The interim Grenadian government solved the problem by establishing an SSU, an elite eighty-member paramilitary force within the larger RGPF. Apparently both the United States and the leaders of other Caribbean nations had urged the Interim Government to form such a group. The majority of the Caribbean leaders had expressed interest in training similar forces of their own, which eventually could be integrated into a regional security system (see A Regional Security System, ch. 7). The expanded paramilitary mission of the SSU made possible the provision of United States funds through the Military Assistance Program and allowed for training of Grenadian personnel by United States Army Special Forces units.

    Partly as a result of this, the Liberal/Conservative stranglehold on domestic politics was broken in 1988, when the Izquierda Democratica (Democratic Left) party took over as the largest party in a coalition government. The right recovered its control during the early 1990s but, in May 1996, the presidential election was won by the Bucaram Ortiz of the Partido Roldosista Ecuatoriano (PRE). The PRE was little more than a vehicle for Bucaram, who had a reputation as a charismatic though eccentric politician. Unfortunately, he was entirely unsuited to presidential office, and his bizarre personal behavior and irresponsible attitude towards the conduct of government led Congress to impeach him in February 1997. Bucaram promptly fled into exile in Panama, although he has since returned and contested the 2002 presidential election (see below) in which he came fifth, polling a respectable 12 per cent.
    Government
    The constitution was approved by national referendum in 1978, taking effect in 1979. The President, elected for a term of four years, holds executive power. He is assisted by the Vice President and a Cabinet, which includes 12 Ministers and a Secretary General. Legislative power is unicameral and resides in the House of Representatives, with 69 members; there are 12 national representatives and the remainder represent the provinces.

Maurice Bishop (Heine, 193) Options for Third World governments are slim ; there are "no theory and viable alternatives to the two dominant world systems." (Mandle, 97) New regimes require creativity if they wish to deviate from strict doctrine of communism or capitalism, the former East or West. The Soviet model, in the past, tended to be the one of choice, because the promises it made seemed too good to be true; they were. America in the past was generally very sensitive to deviations from its system of government around the world; these were deemed to be threats to is world hegemony, and it went to great lengths to maintain that hegemony. The Caribbean was a particularly sensitive region, and "any effort to achieve greater autonomy and self-reliance in the region [risked] incurring American hostility... greater self-reliance in the Caribbean would come at the expense of at least some American interests." (Mandle, 100) This is precisely what occurred in Grenada during the revolution of 1979 to 1983, culminating in Operation Urgent Fury. The United States can claim to have had three military victories since the end of World War II: Operation Desert Storm in the Persian Gulf in January 1991, the invasion of Panama in December of 1989, dubbed Operation Just Cause, and Operation Urgent Fury in Grenada. On October 25, 1983, forces of the United States, along with help from several of Grenada's neighbors, occupied the Caribbean nation of Grenada. This was the first occupation of a Caribbean nation since 1965, and was the absolute first invasion of an English-speaking Caribbean state. This invasion was the zenith of years of American foreign policy in the region as a whole and in Grenada in particular. This case study of American global policy will focus on Grenada's recent history, from the post-independence Gairy dictatorship, to the revolution on 1979, to the collapse of the leftist regime in 1983. It will also retrace the steps of American policy towards the small nation.
