The Bush administration has found its next target for pre-emptive war, but it's not Iran, Syria or North Korea not yet, anyway. Before launching any new foreign adventures, the Bush gang has some homeland housekeeping to take care of: It is going to sweep up those pesky non-governmental organizations that are helping to turn world opinion against U.S. bombs and brands. The war on NGOs is being fought on two clear fronts. One buys the silence and complicity of mainstream humanitarian and religious groups by offering lucrative reconstruction contracts. The other marginalizes and criminalizes more independent-minded NGOs by claiming that their work is a threat to democracy. The U.S. Agency for International Development (USAID) is in charge of handing out the carrots, while the American Enterprise Institute, the most powerful think tank in Washington, D.C., is wielding the sticks. On May 21 in Washington, Andrew Natsios, the head of USAID, gave a speech blasting U.S. NGOs for failing to play a role many of them didn't realize they had been assigned: doing public relations for the U.S. government. According to InterAction, the network of 160 relief and development NGOs that hosted the conference, Mr. Natsios was "irritated" that starving and sick Iraqi and Afghan children didn't realize that their food and vaccines were coming to them courtesy of George W. Bush. From now on, NGOs had to do a better job of linking their humanitarian assistance to U.S. foreign policy and making it clear that they are "an arm of the U.S. government." If they didn't, InterAction reported, "Natsios threatened to personally tear up their contracts and find new partners."

AZERBAIJAN Azerbaijan 2004-2005 Human Rights Strategy Report The U.S. human rights and democracy strategy for Azerbaijan addresses a wide range of critical issues, including respect for democratic processes, civil society, fundamental freedoms, the rule of law, human rights and anti-trafficking efforts. In support of the U.S. strategy, U.S. officials regularly met with a range of human rights and democracy activists, representatives of pro-reform political parties and religious minorities, as well as with government officials. Then-Deputy Secretary Richard Armitage, Assistant Secretary Elizabeth Jones, Deputy Assistant Secretary Laura Kennedy, and Members of Congress and Congressional staff traveled to Azerbaijan in 2004 to reinforce support for U.S. objectives. With U.S. funding, non-partisan international observers were trained and deployed for the October parliamentary by-elections and the December municipal elections. In preparation for the election, the Embassy reconstituted an Election Strategy Team, a coordination body originally deployed in advance of the presidential election. This team included Embassy and non-governmental organization (NGO) representatives who coordinated efforts to promote an election that would meet OSCE standards. This team also ensured that the United States sent a unified, and therefore more powerful, message to the government on its expectations.

Washington File Staff Writers The director's remarks were reported in an August 3 USAID press release. USAID also funded the July 18 airlift of 45 metric tons of food. The two airlifts have brought the total amount of U.S. government assistance to combat the crisis in Niger to approximately $13.75 million for 2005. USAID has provided $127 million to improve the lives of the people in the Sahel region for the 2005 fiscal year, including about $14 million specifically for locust eradication programs. The lack of food is not the only serious factor causing death in the region. Malnutrition, the condition in which one does not get a proper balance of nutrients, causes one to be more susceptible to weakness and disease. Therefore, more deaths will arise from malnutrition than starvation alone, and thus will affect more people than just those who cannot get food. As well as sending the emergency food aid, USAID is funding the development work of four nongovernmental organizations: Africare, Catholic Relief Services, the Helen Keller Institute, and CARE, which all have programs dealing with the food crisis in Niger.

Fresh from its perceived success in Kyrgyzstan, the National Endowment for Democracy (NED), an American non-governmental organization, has a new mission in Nepal, where King Gyanendra has assumed autocratic powers.
According to reports from South Asia, this was disclosed to Nepalese politicians by US Assistant Secretary of State for South Asia Christina Rocca during her recent visit to Nepal. Although the entry of the Washington-based NED is officially to help stabilize and promote democracy in Nepal, its past record makes some in India wonder what the consequences will be for India's turbulent northeast and for India's relations with China.
Beijing has even more reason to concern itself with the NED's presence in Nepal, next door to sensitive Tibet. The NED makes no bones of its concerns about Uighur Chinese, and is known to have earlier funded anti-China forces in Tibet.

Throughout 2004, the U.S. human rights and democracy strategy sought to build on the positive steps made in 2003 with special emphasis on preparations for the September parliamentary elections. The United States efforts were focused on building a legal environment and supporting civil society development, which would help create an environment for elections that meet international standards. Improving electoral processes was a main focus of U.S. democracy promotion efforts this year. The United States vigorously urged the Government of Kazakhstan to draft an election law that would meet international standards. Prior to the elections, Kazakhstan adopted and passed an elections law that, while not fully meeting international standards, was an improvement over existing legislation. While the OSCE ultimately determined that the elections fell short of international standards, U.S. diplomatic efforts and assistance contributed to a more open pre-election environment. The United States continued to encourage the Government of Kazakhstan to find a just resolution in the case of DCK leader Galymzham Zhakiyanov, convicted in 2002 on what appeared to be politically motivated charges. Zhakiyanov was ultimately moved from a "strict regime" prison to a minimum security settlement colony with greater freedom of movement and interaction. The United States also advocated for due process for independent journalist Sergey Duvanov, who was convicted on what observers considered politically-motivated charges at a trial marked by serious procedural irregularities. On August 17, he was conditionally released from custody under parole status.
