Because the lagoon's habitats are so valuable, its continued viability as a functioning ecosystem should be preserved . The Bolinas Lagoon Ecosystem Restoration Project is intended to do just that. A conference entitled "Dialogue for a Peaceful Settlement of the Kurdish Problem in Turkey," was to be held in Ankara and Diyarbakir from 8-11 May. Organized by the Human Rights Association of Turkey and nine other NGOs, trade unions, and professional organizations, the meeting was funded by the Olaf Palme Foundation and Frances-Libert‚s Foundation. WKI served as North American coordinator. The Kurdish Institute of Paris was European coordinator. North American delegates consisted of WKI Director Mike Amitay, WKI and Kurdish National Congress Board Member Mohammed Sinjari and his son Nawzad, Federation of Ameican Scientist arms control expert Lora Lumpe, Sakharov Foundation Vice-President Alexey Semyonov, and Center for Victims of Torture Washington representative John Salzberg. O rganizers convened the meeting to "silence the guns and seek through dialogue a solution that would allow both peoples [Turks and Kurds] to live in peace within the same state, with due respect for each other's identity and culture." Organizers invited representatives of all legal Turkish political parties, and more than 500 participants were expected, including European parliamentarians, scholars and NGO representatives. O n May 5, two days before international delegations were scheduled to leave, the Security Directorate of Ankara banned the conference, issuing an order stating, " ...the conference will be liable to damage the 'Indivisible Integrity of the State with its Territory and its Nation' and to cause trouble because of its provocative character and its contempt for the population." Turkish parliamentarians who attended the meeting indicated the ban had been ordered by the military dominated National Security Council.
