Before launching any new foreign adventures, the Bush gang has some homeland housekeeping to take care of: It is going to sweep up those pesky non-governmental organizations that are helping to turn world opinion against U.S. bombs and brands. The war on NGOs is being fought on two clear fronts. One buys the silence and complicity of mainstream humanitarian and religious groups by offering lucrative reconstruction contracts. The other marginalizes and criminalizes more independent-minded NGOs by claiming that their work is a threat to democracy. The U.S. Agency for International Development (USAID) is in charge of handing out the carrots, while the American Enterprise Institute, the most powerful think tank in Washington, D.C., is wielding the sticks. On May 21 in Washington, Andrew Natsios, the head of USAID, gave a speech blasting U.S. NGOs for failing to play a role many of them didn't realize they had been assigned: doing public relations for the U.S. government. According to InterAction, the network of 160 relief and development NGOs that hosted the conference, Mr. Natsios was "irritated" that starving and sick Iraqi and Afghan children didn't realize that their food and vaccines were coming to them courtesy of George W. Bush. From now on, NGOs had to do a better job of linking their humanitarian assistance to U.S. foreign policy and making it clear that they are "an arm of the U.S. government." If they didn't, InterAction reported, "Natsios threatened to personally tear up their contracts and find new partners."

, which was adopted by the 189 governments represented at the Conference obliging governments to empower women in 12 critical areas. The Platform for Action was the result of a two-year process that included meetings at the community, national and international level and which engaged thousands of women in the policy-making process, many for the first time. The Platform is not legally binding, but sets forth goals to sere as a guide for improving the lives of women and girls. The role of governments is to implement the Platform; the role of non-government organizations (NGOs) is to hold them accountable, and to assist governments in implementation. The Platform for Action is an important tool for NGO's efforts to promote the advancement of women.

12 February 2004 DHAKA, Feb 12 (OneWorld) - The Bangladesh government is likely to adopt a new law next week placing stringent curbs on nongovernmental organizations(NGOs), amid protests that it will cripple development projects worth US $500 million.
If the Foreign Donation (Voluntary Activities) Regulation (Amendment) Bill 2004 is cleared by Parliament, where the ruling Bangladesh Nationalist Party enjoys a two-thirds majority, the government will be empowered to cancel the registration of any NGO involved in so-called "political activities."
The proposed legislation will place restrictions on the expenditure of NGO funds. For instance, an NGO will be barred from spending funds on a project that has not been approved by the NGO Bureau, which falls under the jurisdiction of the Prime Minister's Office.

On April 4, Afghan President Hamid Karzai finally stepped out of outgoing US Ambassador Zalmay Khalilzad's shadow and called some of the non-governmental organizations (NGOs) operating inside Afghanistan "corrupt".
After making known Article 8 of the new Afghan legislation that prevents NGOs from bidding for Afghan government-sponsored project contracts, Karzai called a meeting with ambassadors and representatives from the United Nations and donor countries based in Kabul.
Voicing his strong concern that some NGOs were responsible for squandering the precious resources that Afghanistan received in aid from the international community, Karzai told the gathering: "We have a responsibility towards the Afghan people, as well as the taxpayers in the donor countries, to stop NGOs that are corrupt, wasteful and unaccountable."

Response To Occidental's Public Relations Campaign March 2000 In Congressional testimony before the Criminal Justice, Drug Policy, and Human Resources Subcommittee of the House Government Reform Committee, and in various lobbying documents and conversations, Occidental's spokesmen have made several disingenuous and misleading points. They are presented and rebutted below:
  • Oxy implies that the U'wa are but pawns of guerrillas and international NGOs This implication is both patronizing and dangerous to the U'wa. In September of 1997 a joint mission of the Organization of American States and Harvard University's Center for Non-Violent Solutions issued their report on solutions to the ongoing conflict between the U'wa and Colombia and Oxy. One of the top recommendations of that report was for a "moderation of public rhetoric", which in Oxy's case, referred to ongoing unsubstantiated statements dangerously linking the U'wa to guerrilla groups. Continued statements in this vein not only disregard this important recommendation designed to deescalate tension in the region, but also substantially place the U'wa at risk by publicly accusing them of being linked to guerrilla forces.

IN the November/December 2003 issue of the influential United States Council on Foreign Relations' journal Foreign Affairs , Carol C. Adelman published an essay with the provocative title, "The Privatisation of Foreign Aid: Reassessing National Largesse". Adelman, a senior Fellow at the conservative Hudson Institute, contests the idea that the U.S. is miserly with its foreign aid. From the data on U.S. government donations, it is clear that the U.S. government gives one of the lowest percentages of its gross domestic product (under 0.1 per cent) in foreign humanitarian aid. Despite this, Adelman points out, private residents in the U.S. remit close to $35 billion to other countries, and that this "privatisation of foreign aid" should be the indication of the American largesse. The world of private donations and of non-profit organisations, Adelman argues, forms "the new landscape of foreign aid".

Demonstrating effective land-use decision-making, a consortium of Russian NGOs using the map's database informed Megatron NVK that the company's plans for oil exploration in the North Caspian region fell within protected boundaries. Megatron NVK has since agreed to change license-permit boundaries to exclude protected areas if the Ministry of Natural Resources can verify that the zones are indeed protected.
