More than 20 US NGOs have signed on to a letter to senior officials of the new George W. Bush administration protesting the selection of the Gulf kingdom as the site for the meeting, currently scheduled for early November. A similar letter is now circulating to groups outside the United States for their endorsement. With no history of tolerance for dissent, according to the US groups, Qatar will be unlikely to permit NGOs and other WTO critics to demonstrate against the WTO and its policy decisions. “Either the Government of Qatar must pledge that free assembly will be respected, including for its own citizens and foreign visitors,” the US NGOs statement says, “or the WTO must find another location.”

The African NGOs have launched a campaign and asked NGOs elsewhere to join it in alerting African governments, the public and others concerned in African development against the US AGOA Act. A campaign alert issued by the Africa Regional Secretariat of the Third World Network in this regard, underscores the urgency of civil society action and notes that the civil society position has been reinforced by official expressions of concern recently from the African region. Navigating an uncertain course among military and for-profit actors in Afghanistan and Iraq, and confronted by intensifying security threats, NGOs may be forgiven for reacting with alarm to what they see as a gathering storm against non-governmental humanitarian action. From the White House, the State Department, USAID, and conservative think-tanks with close ties to the administration, the message is that neutral humanitarianism has no place within the framework of the ‘global war on terror’. In the past, the mainstream US NGOs have often dismissed with irritation the European fixation with humanitarian principles, regarding such navel-gazing as of little practical value. In the face of the new US foreign policy, the neutrality question has suddenly become less academic, and US NGOs are facing some very difficult choices. The scale of the challenge Wider questions While there may be no concerted right-wing plot to stifle the humanitarian community, three developments threaten to significantly affect mainstream US NGOs and humanitarian action generally: first, the urgency with which the US has linked humanitarian goals with the strategic agenda after 11 September; second, the increasing role of for-profit actors in the aid and reconstruction response; and third, the growth of the ‘faith-based’ movement in aid and policy circles.

No crisis is wholly unique. However the task of protecting and assisting people in Iraq confronts the international humanitarian enterprise with challenges differing in degree, if not in kind, from earlier high-profile crises. Not only nongovernmental organizations (NGOs), particularly those based in the U.S., but also the humanitarian apparatus of the United Nations face vexing dilemmas. In the run-up to the Iraq war and since, the professional association of U.S. relief and development groups, InterAction, held a score of meetings with Pentagon officials to establish the terms of NGO engagement in Iraq. Would NGOs be permitted inside the country by the U.S.-led occupying forces? How would their work be coordinated? Would the UN be allowed to exercise its normal coordination function, as NGOs had urged? Would aid groups relate, as in normal crisis settings, to the U.S. Agency for International Development and the State Department, or instead to the Pentagon, which was in charge in the Iraq theater? During the limited contingency planning that took place before the Iraq war, NGOs emphasized key principles, such as civilian control of humanitarian operations, neutrality, proportionality, and independence. However, as U.S. officials offered funds, NGOs became, as they put it, more "pragmatic." "We would wish for as clean and straight a civilian chain of command as possible," Save the Children's President Charles MacCormack told a reporter. "But we want to be there to do the job we know how to do." Reviewing the negotiations and the early outcomes, one analyst reached the logical conclusion that "to work in Iraq and other countries the U.S. government deems vital to its interests, NGOs will have to either redefine how much operational independence they need, or stay home."

They are consulted by governments as well as international organizations like the United Nations which have created associative status for them. There are now tens of thousands of non-governmental organizations (NGOs) in the world, operating in most countries. U.S. nongovernmental organizations [NGOs] and their counterparts abroad promote participatory democracy, economic development and long-term stability worldwide, according to Robert Kellett, Online Managing Editor for Mercy Corps and a freelance writer living in Portland, Oregon. Mercy Corps describes itself as a nonprofit organization "that exists to alleviate suffering, poverty, and oppression by helping people build secure, productive, and just communities." The agency's programs currently reach over 5 million people in more than 30 countries, including the United States. I brahim used to dread the walk. Every day, the 11-year-old would wake before sunrise and begin the lonely trek that took him over the rugged terrain of his native Eritrea until finally, after three hours and more than 11 kilometers, he would reach his elementary school just in time for classes to begin. Tired and exhausted, the only thing that hurt worse than his calloused, bare feet was the gnawing pain of his empty, hungry stomach. Like many children in this impoverished, drought-ravaged eastern African country, Ibrahim's parents could only afford to feed him one meal per day. So he was left to fend for himself, often attending a full day of classes and walking more than 20 kilometers back and forth to school before taking his first bite of food for the day. Even though he was an honor student and considered by his teachers to be one of the brightest children in the entire school, Ibrahim was on the verge of dropping out.

Washington –- In response to the humanitarian crisis in Niger and Africa’s Sahel region, the U.S. government and U.S. nongovernmental organizations (NGOs) have joined in the worldwide effort to relieve the hunger and malnutrition that is affecting a large number of the more than 65 million people in the region. Two air freighters chartered by the U.S. Agency for International Development (USAID) carrying 206 metric tons of special high-energy food aid are scheduled to arrive in the Niger’s capital Niamey August 5, which USAID Director Andrew Natsios says will “immediately help feed tens of thousands of the most at-risk children.” The director's remarks were reported in an August 3 USAID press release. USAID also funded the July 18 airlift of 45 metric tons of food.  The two airlifts have brought the total amount of U.S. government assistance to combat the crisis in Niger to approximately $13.75 million for 2005.
