In the State of the State address on January 6, Governor Schwarzenegger characterized the State of California's purchasing program as "archaic and expensive." As a member of the purchasing and supply chain management academic community, I can assure readers that Governor Schwarzenegger is correct in his characterization. Over the course of my career, I have had the opportunity to teach, consult, and conduct research with firms from both private industry and government. The contrast is often stark. While private industry recognizes supply chain management as a core competency worthy of investment and improvement, government purchasing departments are usually still in the 'dark ages' of clerical purchasing.

You'll see what I mean. Hey, it only takes you working 170 days now to pay taxes; the rest of the year is yours. When your child is a little older, you can teach him about our
tax system in a way that is easy to grasp and will allow him to
understand the benefits. Offer him, say, $10 to mow the lawn.
When he has mowed it and asks to be paid, withhold $5 and
explain that this is income tax. Give $1 of this to his younger
brother, who has done nothing to deserve it, and tell him that
this is "fair" because the younger brother 'needs money too'.
Also, explain that you need the other $4 yourself to cover the
administrative costs of dividing the money and for various other
things you need.
Make him place his $5 in a savings account over which you have authority. Explain that if he is ever naughty, you will remove the money from the account without asking him. Also explain how

Metaphors, Freedom and Democracy: Teaching American Government Presented at the Illinois Political Science Association Springfield, IL November 14, 1998 Brian Frederking Political Science Department McKendree College Lebanon, IL 62254 bfrederk@atlas.mckendree.edu The introductory course in American politics is a "hit and run" course: we scratch the surface of many topics without heavily concentrating on any of them. As a result, students often cannot make connections between the various topics in the course. What does the Constitution have to do with interest groups? What does the media have to do with economic policy? What do elections have to do with the presidency? An effective explanation of the parts often does not provide a sense of the whole. We all struggle to provide some structure and context for the students to formulate a coherent understanding of the political system (Stroup and Garriot 1997; Luger and Scheuerman 1993; Carroll, et al. 1987). In this paper I will discuss the particular way in which I try to provide the context necessary for students to make these connections. I structure the course around three themes: 1) a game and conversation metaphor for politics; 2) the philosophical advocacy of negative and positive freedom; and 3) elite and popular models of democracy. I use these themes to create two very different pictures of politics. The first interprets politics as a game that elites play in the pursuit of negative freedom (limited government, economic liberty and privacy). The second interprets politics as a conversation among the popular majority that inevitably results in the pursuit of positive freedom (bigger government, economic equality and social order).

Government Supporting Training to Help Teach Math
The funding will be used to develop and deliver programs and resources that help teachers learn new ways to teach math and to assess student achievement. Training also will be developed for principals, guidance counsellors and parents to help them support student choice and student learning. Program development will be co-ordinated among regions to avoid duplication of cost. "This curriculum represents a wholesale change in the learning of mathematics, and I want to give teachers the initial help they need to deliver the new programs," said Education Minister Gary Mar. "Society is going to get more complex. We have to ensure our students learn the knowledge and skills they will need in the workplace of the future." The new K-9 math curriculum emphasizes problem solving and makes math more relevant to real-life situations. In high school, Applied Math further develops the problem solving and practical application skills employers say they are looking for. Pure Math prepares students to learn calculus in university for the sciences and careers like engineering. A new course, Math 10 Preparation, will assist grade 10 students who need more help to make the transition to Applied or Pure Math. In-service for this course is included in this initiative.

The municipality of Rotterdam , which is predicted to be the first Muslim city in Europe in the next five years has decided to help Morrocans feel even more at home by offering free govemment financed courses on how to pick up women. This ,according to the district portfolio holder Tolk,' in order to keep fights from breaking out between Moroccan and Turkish youth , Dutch women from being harassed and molested, and prevent "a nasty atmosphere". The next step will doubtless be government financed escort services for Morrocan youths who fail the course so that will be able to have free access to Dutch women instead of having to roam in packs molesting the non Muslim women on the streets whom they refer to as ‘Dutch whores.' Theo van Gogh wrote an about the Moroccan's view of Dutch women in an article entitled "How Come?" and said that he would not even consider forbidding his son to play with the Moroccan children on his street despite a series of vicious incidents involving Muslims and rhetorically asked : "...Should I remind him about how his mother was continually cursed at by Moroccan girls and called a 'Dutch whore' ?

Students Teach Good Government Editorial- New York Daily News Tuesday, May 30, 2000 LEGISLATORS IN ALBANY sometimes scoff that real reforms never become law because the public is just not interested. But now, along comes a nonpartisan group of high school and college students to prove them wrong. These young people are so interested that they've put photos of recalcitrant lawmakers on a special Web site and are running television commercials urging voters to throw the bums out. If voters join in, this could be the beginning of a real good- government revolution. Students4Reform, a group of interns working for Manhattan lawyer Charles Juntikka, has compiled a list of 27 state Senate and Assembly members, Democrats and Republicans, who have stalled such changes as campaign finance reform, bans on gifts from lobbyists, easier ballot access and an open budget process.
