Abstract
The U.S. Department of Defense (DOD) is becoming increasingly dependent on commercial satellite capacity as its demand for satellite communications (satcom) services is growing faster than its dedicated supply. However, the persisting lack of dialogue between the government and commercial satellite industry is resulting in lost opportunities for both. The military is missing an opportunity to enhance its satcom architecture and lower its costs, while the commercial satellite operators are missing the chance to further boost their revenues in the long term. Nevertheless, government and military demand is growing extraordinarily fast and is likely to continue for the rest of the decade.

Conventional Forces in Europe Treaty . The CFE Treaty is a major arms control treaty and a cornerstone of European security. More than 58000 pieces of military equipment have been destroyed in Europe since NATO Allies and members of the then Warsaw Treaty Organisation signed the CFE in 1990. In March 1999, Russia, NATO and other European states reached agreement on all major CFE issues, opening the way for the adaptation of the CFE Treaty in time for the Summit of the Organisation for Security and Cooperation in Europe in Istanbul in November 1999.

Combined Joint Task Forces - Introduced in 1994, the military concept of Combined Joint Task Forces is designed to provide NATO with flexible means to respond to new security challenges, including operations involving non-NATO countries, by improving NATO's ability to deploy, at short notice, multinational, multi-service forces tailored to specific military tasks, such as humanitarian relief and peacekeeping. Many of the features of the CJTF concept have been put into practice in the NATO-led peacekeeping operations in the Balkans. The concept is also designed to provide separable but not separate military capabilities that could be employed by NATO or, in specific circumstances, by the Western European Union or European Union.
