Ombudsman Program The Area Agency on Aging also administers a regional long-term care ombudsman program. The ombudsman serves as an advocate for residents in nursing and adult care homes in the region. The program has established positive working relationships with facilities while including in-service training at facilities, meeting with the administrator and /or families and regular informal visits. There are 9 County Commissioner appointed Community Advisory Committees in the region. Bladen, Richmond, Robeson and Scotland Counties have both a Nursing Home and an Adult Care Home Advisory Committee. Due to the small number of facilities in Hoke County, there is only one joint Committee.
