National Environmental Policy Act (NEPA)
In 1969, the United States Congress enacted the NEPA, the first act of its kind that addressed issues of sustainable development, and brought environmental concerns to the level of national policy. NEPA requires that the social, economic and environmental impacts be identified and analyzed for all federally funded transportation actions that may impact the human or natural environment, and also emphasizes the importance of community involvement in this process. Additionally, NEPA provides a framework for considering impacts of Federal-aid projects, and has also created the Council on Environmental Quality (CEQ) to assist in NEPA-based interpretations. 5 Performance and Results
5.1 Introduction
A high level of competence is a necessity if enterprises are to survive in an increasingly internationalised and competitive market. Rapid changes in technology, markets and public legislation raise the need for continuous updating of professional skills. The need for strengthening training at all levels, particularly in continuing vocational training (CVT) and lifelong learning (LLL), seems obvious. The Leonardo da Vinci programme has Innovation, Change and Improvement of Competence as its central goals, with the overall objectives to strengthen the competitiveness of European industry, reduce unemployment and contribute to regional development. The Common framework of objectives, comprising 19 specific goals, is stated in the Council decision 94/819/EC. All of these goals have been well in line with both major Norwegian political principles and the specific principles and objectives for the education and training system. For example, the Norwegian Government in the 1997 budget proposal to the Storting in October 1996 defined the following objectives for higher education:
  • to give access to education and training to as many qualified applicants as possible to contribute to using the capacities and abilities of the population in such a way that consideration is taken of the ability and interest of the individuals, and to the country's need for a highly educated workforce

    Executive Summary Thirty three Indian governments have engaged in negotiations and concluded at least one and sometimes two Compacts of Self-Government with the United States between 1990 and 1995. The principles guiding the original negotiation of these compacts originally defined by Indian leaders in 1986 and 1987 emphasized the establishment of a government-to-government framework with the United States on a tribe-by-tribe basis. Emphasis was placed on the importance of these agreements being between each Indian government and the United States government as a whole instead of Indian governments dealing with agencies. The goals for self-government were based in these original principles, but there was a separation between principles and goals. Two studies have been conducted to serve as annual self-governance assessments. The first study in 1993 emphasized Indian government compliance with compacts and the effectiveness of accounting and budgetary systems. The second study (1994, 1995) emphasized "costs and benefit," depending on a series of questionnaires to get opinions from Indian governments and officials of the Bureau of Indian Affairs and the Office of Self-Governance. This study was generally approving of the creative and effective activities of Indian governments and critical of the United States government's compliance with Congressional and Compact terms and requirements.

    1. AQUACULTURE DEVELOPMENT IN SUB-SAHARAN AFRICA
    1.1 General Background
    1.1.1 History of the aquaculture development
    Although the history of aquaculture is relatively recent in sub-Saharan Africa compared to Asia, it is not new to the majority of the countries. In fact, most known aquaculture systems have been introduced over the last 35 years. The cold water culture of trout, limited to high altitude areas, has been introduced into Kenya and Madagascar in the late 20's. The first successful pond productions of tilapias in Southern Zaire date from 1946. During the next 15 years, classical fish farming technology was introduced from Europe into various African countries and development spread rapidly. By the late 50's, about 300 000 fish ponds were productive (Satia, 1989). During the 60's, aquaculture development not only stopped but regressed sharply. Most ponds were abandoned because of poor returns, lack of stocking material, drought and political unrest. It is since the late 60's that aquaculture has started to develop again, on more solid bases following the increased technical assistance financed by multilateral and bilateral donors. More than US$500 million have been provided to the region over the past 20 years to support aquaculture development. Later sections will analyze the way in which this assistance was provided and its results.
