    IT planning literature is permeated with a functional paradigm wherein planning is the sole responsibility of thinkers and doers are limited to implementation issues.     ARTICLES CONCEPTUALISING THE DYNAMICS OF GLOBALISATION AND CULTURE IN ELECTRONIC COMMERCE AUTHORS: MELISSA COLE and ROBERT M. O’KEEFE of Brunel University, UK. ABSTRACT: Electronic commerce implies global reach, increased connectivity and interdependence, and technological advancement across cultural boundaries. Development of these aspects, however, has not occurred in an even manner. Online consumers, at different levels of technical maturity and cultural homogeneity, interact to create new cultural forms or "zones". These zones occur simultaneously in different directions, with different densities and at different speeds with largely unpredictable consequences. This paper produces a unique framework based upon this concept. We use this to understand the actions of the online consumer, analyse some previous thinking on EC, and develop some potential business responses to this concept.

  • I. PURPOSE
    The purpose of these procedures is to provide guidance to the Indiana Department of Transportation (INDOT), Local Public Agencies (LPAs) and their consultants on how the Indiana Division will accomplish FHWA's responsibilities under the revised Section 106 Regulations (36 CFR 800, effective January 11, 2001) for FHWA projects under development in the INDOT Scheduling Project Monitoring System (SPMS). These procedures are not intended to be used as a substitute for the Section 106 regulations or the Section 106 guidance issued by the ACHP. Applicants, consultants, and others responsible for preparing Section 106 documentation for FHWA review should carefully review not only these procedures but also the Section 106 regulations themselves and the related guidance materials on the ACHP's web site. In particular, when questions arise concerning the meaning of particular provisions in the Section 106 regulations, it is important to review the "Section-by-Section Questions and Answers" in the ACHP's Section 106 User's Guide.     I tend to divide up environmental regulations into two buckets:
  • Regulations aimed at curbing emissions that spill out of one person's property (e.g by air or water) to others Regulations mainly aimed at land use restrictions that affect how someone may use their own land
  • The first type of law is essential to rational functioning of strong property rights in the modern world . Otherwise, we would all be suing each other over molecules of pollution that cross our property lines. The second category, including wetlands and open space and habitat protection, are a threat to property rights (something one could infer just from the fact that many anti-capitalist anti-technology leftists have jumped on the environmental bandwagon, mainly focusing on this second category of limitations). Here is one of those situations that make me a true minority in this country: I greatly value wide-open undeveloped spaces and ranges for wild animals, but I don't expect the government to provide them for me nor do I ask other citizens to provide them to me against their will. Unfortunately, most of the other people in this country who value these things do in fact accept, and even demand, that government provide them. Every day, landholders are told by various government bodies that they cannot do what they like with their land, because other people who do not own the land like the land the way it is. These landholders are effectively expropriated of their land, in these cases without even the payment the

    IMPROVING FAMILY LAW IN SCOTLAND: ANALYSIS OF WRITTEN CONSULTATION RESPONSES
    The consultation asked: Many respondents took this opportunity to provide a general comment on the consultation issues, with some repetition of points made at earlier stages. The overall mood of these responses was critical with many documenting relatively strong views often based on personal experience. However, the nature of the responses suggested that respondents recognised the importance of the proposed legislation and its impact on the lives of ordinary people. One comment reflected this: surely some of the most important legislation we will see in our lifetimes " (Indiv 43) Comments have been grouped under themes below. Proposals Undermine Marriage and Threaten Family Life This was the theme most commonly raised by respondents. The general view was that the proposals appeared to give too much weight to relationships other than marriage whilst failing to promote the conventional marriage and family unit. Many respondents provided commentary on this theme. A selection of extracts from their responses follows: As can be seen, the consultation drew relatively strong views, but also provided the opportunity for those holding them to voice them clearly. Overall, much common ground emerged amongst respondents wishing to see greater preparation for, promotion of and assistance given to strong family units comprising parents and children.
