Back Evaluation of EC Country Strategy for Egypt - Abstract The Evaluation indicates that the strategy has been in line with Government of Egypt objective of economic social and political stability. It also indicates that the EC should now consider being a more proactive agent of change in economic, social and political reforms. Achievement of objectives has been mixed, the predominance of large technical assistance based projects has led to problems of ownership and low disbursement. Subject of the evaluation This evaluation analyses the EC strategies for the period 1996/2006, and the corresponding National Indicative Programmes (NIP), with a special focus on the period 1996-02. It also assess the current Country Strategy Paper (2002-06) and associated NIP(2002/2004). Evaluation description Purpose : To draw out key conclusions and lessons from the programmes mentioned above, especially on their relevance, efficiency, effectiveness, impact and sustainability as applicable, and, in the light of them, present recommendations for use in the Commission.

Assistance to the development of local government and decentralization in Poland was one of the key element of the SEED-funded USAID assistance program to Poland from its very beginning. ICC Prosecutor addresses UN Security Council : On June 29th, Prosecutor Luis Moreno Ocampo briefed the Security Council on the status of his investigation in Darfur. He declared: "there is a significant amount of credible information disclosing the commission of grave crimes within the jurisdiction of the Court having taken place in Darfur."     Summary
      State-sponsored national human rights commissions represent a new vogue among governments, and particularly in Africa. The number of state human rights commissions has multiplied across the continent in the past decade, spreading from one country in 1989 to two dozen by 2000. The trend has been nurtured by financial and technical support from donor governments and the United Nations (U.N.), who appear to view the phenomenon as a manifest contribution to human rights protection. The U.N. High Commissioner for Human Rights has made national human rights institutions a major policy priority. The proliferation of national human rights commissions, including many established in highly repressive states, poses a dilemma for human rights activists more accustomed to challenging the state than collaborating with it: Are these state-sponsored human rights bodies to be met with suspicion and distrust or should this development be encouraged and supported? At a time when many in the nongovernmental human rights world perceive national human rights commissions with skepticism, the U.N. and donor governments are actively championing the creation of these bodies. Prompted by the divergent views, and the increasingly prominence of national human rights commissions both regionally and for the U.N., Human Rights Watch has compiled this analysis of the activities of the national human rights commissions in Africa over the past decade. This report only concentrates on human rights commissions, and does not look at other bodies such as ombudsmen, task forces, or truth commissions which also play an important role in upholding respect for human rights.

Executive summary
Introduction
The importance of partnerships with non-governmental and civil society organizations was underscored by Member Governments in the World Food Summit Plan of Action and is confirmed in FAO's Strategic Framework. At the Director-General's request, the Unit for Cooperation with the Private Sector and NGOs (TCDN) coordinated an FAO-wide review of policy and strategy for NGO/CSO cooperation in consultation with the technical departments, which undertook their own assessments, and with decentralized offices and NGOs. In the resulting paper, categories of relevant partners for different purposes are identified, based on their areas of activity and their organizational characteristics. Priority partners are membership organizations representing constituencies such as farmers and consumers, and technically competent NGOs committed to ongoing cooperation.
Strategies and priorities for action
The challenge is to develop cooperation with a rapidly expanding NGO/CSO sector in a period of declining resources. This requires a strategic choice of partners and activities; promoting networks among NGOs/CSOs to multiply outreach; sharing responsibility for programme planning and resource mobilization; and using country offices to reach the organizations closest to rural people. The paper presents a framework for closer collaboration on a long-term programme in four interrelated functional areas:

Towards a definition of ODC's Medium-Term Operational Priorities
1. Balance between prevention and enforcement ODC has been perceived as working at the center of the fight against "uncivil society". While this may be true, it depicts the Office as acting "against something" rather than "for something". Therefore, ODC's mission to assist Member States in establishing the rule of law (to combat supply) needs to be complemented with demand-oriented activities such as the prevention and treatment of drug abuse and the deterrence of crime (and terrorism). How can NGOs and civil society help ODC strike a balance between these two approaches? The NGOs agree that the issue must be addressed equally by all concerned entities, such as the United Nations system, governments of Member States, the private sector and civil society, including NGOs. Although most NGOs are primarily concerned with drug demand reduction and law enforcement activities usually under government regulation, NGOs working at the national level should cooperate with law enforcement agencies in order to achieve the desired balanced approach between demand and supply reduction.
