A Message from the Co-Chair
Dear members of CANCAPS, Larry Woods has recently had to relinquish his position as President of CANCAPS because of medical reasons. Larry is for many of us not only an esteemed colleague, but also a dear friend, and I am sure you will join me in wishing him a speedy recovery. We will obviously recognize Larry's work for CANCAPS, and indeed his profound enthusiasm for the Consortium, at our next annual meeting. Two immediate consequences follow from Larry's resignation: 1) In conformity with the Terms of Reference for the Officers of CANCAPS, I will now assume the function of President of CANCAPS. We will hold at our December 2001 meeting an election for a new Vice-President. Those interested in putting forward their names for this election should contact Heather Chestnutt, Shannon Selin or myself by October of this year. 2) Larry will not be able to organize our December 2001 meeting at the University of Northern British Columbia, contrary to what had been planned. Our meeting will instead take place at the University of British Columbia, where it will be co-hosted by Pitman Potter of the Institute of Asian Research and Brian Job of the Institute of International Relations. The dates of the meeting, December 7-9, remain the same as what had been previously announced.

April 1995 Vol. 7, No. 2 SOMALIA FACES THE FUTURE HUMAN RIGHTS IN A FRAGMENTED SOCIETY
I. SUMMARY
The departure of the last troops of the United Nations' Somalia operation in March 1995 marks a critical juncture for Somalia, and for international peacekeeping. In researching this report, Human Rights Watch set out to discover what would be left behind when the U.N. withdrew, what the prospects would be for the future, and what recommendations should be made to Somalis and the international community based on what we learned. The resulting recommendations are directed at Somali leaders at all levels of society (including those in the Somali diaspora), at various governments in the region, and at the wider international community, in particular the major European powers and the U.S. They concern the protection and promotion of human rights in Somalia, but also larger issues of international peacekeeping, peace enforcement and humanitarian intervention. Television team filmes 'Snowman' tracks in Siberia
At the end of August 2002 the Moscow television channel ORT broadcast a documentary about a 'Snowman' sighting in western Siberia in summer 2002. This was reported by various newspapers in the Russian Federation. Leonid Ivanov * gave the following report of the encounter: Two boys from the village of Azovy, Vova Katschin and Sasha Sakharov, saw a " terrifying creature " in the river. Using it´s hands for support, it approached the river bank where the boys were. One of the boys ran to the village while the other was so shocked that at first he was unable to run away and was able to see the creature close-up. Later he was able to make a sketch which resembled a very hairy humanlike being.

Preface
This is the first report on Human Development in Somalia. It takes its lead from the series of UNDP annual global Human Development Reports that started in 1990. Since then, over 100 reports have been published for particular countries with UNDP taking a "caretaker" role for their production. Human development in Somalia is difficult to assess, since reliable data on basic development indicators are scarce, and independent field research constrained by ongoing insecurity. This is the only Human Development Report written without the benefit of government counterparts to supply data; Somalia in 1998 remains a stateless country. The initial research for and partial drafting of this report was prepared by Michael Hopkins and Jawahir Yusuf Adam (MHC International). Subsequently, the project was handed over to a team under UNDOS (United Nations Development Office for Somalia, a UNDP/multidonor project). Of this team, Ken Menkhaus and Roland Marchal served as joint lead authors of the final draft. They assume responsibility for the analysis, as well as any errors of fact or interpretation. - Dominik Langenbacher

Even after Puritanism lost its hold on American culture, the American Sunday was observed with unusual strictness. In 1831, Alexis de Tocqueville observed with some surprise that few Americans were ''permitted to go on a hunt, to dance or even to play an instrument on Sunday.'' As recently as 125 years ago, you would have been hard pressed to find a museum or library open on Sunday. Eighty years ago, football was considered too vulgar to be played on Sunday. Oldsters remember standing in line at the bank on Fridays to get cash for the weekend; youngsters assume they can withdraw at will. Anyone older than 30 can remember living with the expectation that most stores would be closed on Sunday; the expectation now is that they will be open, and we're miffed when they aren't. [...]
The eclipse of the Sabbath is just one small part of the larger erosion of social time, with its former generally agreed-upon rhythms of labor and repose. ''After hours'' has become a strictly personal concept, since the 24-hour convenience store, gas station, pharmacy, supermarket, movie theater, diner, factory and bar all allow us to work, shop, dine and be entertained at any time of day or night. We greet each shift of an activity from weekday to evening or weekend as proof of American cultural superiority; we knock over the barriers between us and the perpetual motion machine that is the marketplace with the glee you might expect of insomniacs who had been chained for too long to their beds.

U.S. Deputy Secretary of State Richard Armitage said Friday that senior Palestinian official Mahmud Abbas, also known as Abu Mazin, would be
acceptable to the United States as a replacement for Yasser Arafat. [...]
Armitage did not say whether the Israelis would also accept Abu Mazin, but he was a key figure in the Oslo negotiations between Israel and the Palestinians that led to the peace agreement. The Israelis regard him as a moderate member of the Palestinian leadership.
He remains secretary of the Palestine Liberation Organization executive council and one of Arafat's close aides, but he is no longer active having distanced himself from the Palestinian leader in July last year when it became obvious that Arafat was no longer acceptable to Israel and the United States.
