President Bush has re-entered the global warming debate by unveiling his alternative to the 1997 Kyoto agreement on global warming. His plan offers incentives to businesses to voluntarily reduce U.S. greenhouse gas emissions by an estimated 4.5 percent over 10 years and to reduce power plant emissions. Bush's plan is dramatically lower than the estimated 33 percent mandatory reduction sought by the Kyoto agreement for the United States, the world's largest producer of greenhouse gas emissions. Asian and European nations have strongly criticized Bush's decision in 2001 to abandon the Kyoto treaty, which commits 37 industrialized nations to cut gas emissions. Bush has criticized the treaty, saying it set unrealistic goals and could damage the U.S. economy. But other nations worry about scientific concerns that climate change could lead to severe floods and droughts, rising sea levels and an increase in malaria and respiratory disease.

Why are greenhouse gas concentrations increasing? Scientists generally believe that the combustion of fossil fuels and other human activities are the primary reason for the increased concentration of carbon dioxide. Plant respiration and the decomposition of organic matter release more than 10 times the CO released by human activities; but these releases have generally been in balance during the centuries leading up to the industrial revolution with carbon dioxide absorbed by terrestrial vegetation and the oceans.
What has changed in the last few hundred years is the additional release of carbon dioxide by human activities. Fossil fuels burned to run cars and trucks, heat homes and businesses, and power factories are responsible for about 98% of U.S. carbon dioxide emissions, 24% of methane emissions, and 18% of nitrous oxide emissions. Increased agriculture, deforestation, landfills, industrial production, and mining also contribute a significant share of emissions. In 1997, the United States emitted about one-fifth of total global greenhouse gases.

Rising global temperatures are expected to raise sea level, and change precipitation and other local climate conditions. Changing regional climate could alter forests, crop yields, and water supplies. It could also affect human health, animals, and many types of ecosystems. Deserts may expand into existing rangelands, and features of some of our National Parks may be permanently altered.
Most of the United States is expected to warm, although sulfates may limit warming in some areas. Scientists currently are unable to determine which parts of the United States will become wetter or drier, but there is likely to be an overall trend toward increased precipitation and evaporation, more intense rainstorms, and drier soils.
Unfortunately, many of the potentially most important impacts depend upon whether rainfall increases or decreases, which can not be reliably projected for specific areas.

July 27, 2005 A broad scientific census says that Earth is already experiencing significant global warming. So how hot will it get, how soon, and to what effect? Some climate scientists warn that the pace of global warming could be much more rapid than that predicted even a few years ago. "Any time you get into projections, you get into a lot of uncertainties. But the [climate] models are getting a lot stronger," said Jay Gulledge, a senior research at the Pew Center on Global Climate Change in Arlington, Virginia. See our fast facts on global warming. Gulledge cautions, however, that warming rates depend on many factors, some of which have yet to be discovered. "One of the big unknowns is how society will react," said Antonio Busalacchi, a University of Maryland meteorologist who chairs the climate research committee for the National Academy of Sciences. August 4, 2005 Hurricanes bring winds and slashing rains that flood streets, flatten homes, and leave survivors struggling to pick up the pieces. But has global warming given the storms an added punch, making the aftereffects more dreadful? According to hurricane historian Jay Barnes of Pine Knoll Shores, North Carolina, ocean heat is the key ingredient for hurricane formation. More heat could "generate more storms and more intense hurricanes," he said. Numerous studies in recent years have found no evidence that the number of hurricanes and their northwest Pacific Ocean cousins, typhoons, is increasing because of the rise in global temperatures. But a new study in the journal Nature found that hurricanes and typhoons have become stronger and longer-lasting over the past 30 years. These upswings correlate with a rise in sea surface temperatures.

Under normal conditions some of the sun's heat is radiated back into space The 'Greenhouse Effect' occurs when heat is trapped in the atmosphere by gases BBC Graphic The greenhouse effect is a necessary phenomenon that keeps all Earth's heat from escaping to the outer atmosphere. Without the natural greenhouse effect it is certain that we would all be lost. Temperatures on Earth would be much lower than they are now, and the existence of life on this planet would not be possible. The global average temperature would drop precipitously 33 degrees from its current 15° to -18°C. The Earth would become an ice planet. However, too many greenhouse gases in Earth's atmosphere could increase the greenhouse effect. This could result in an increase in mean global temperatures as well as changes in precipitation patterns. The Earth's atmosphere, a thin blanket of gases, protects the planet from the harshest of the sun's ultraviolet radiation. The atmosphere, by trapping the Earth's warmth, keeps rivers and oceans from freezing. Carbon dioxide and water vapor are the most important gases in creating the insulating or "greenhouse effect" of the atmosphere.

Please consider these materials carefully. The United States is very close to adopting an international agreement that would ration the use of energy and of technologies that depend upon coal, oil, and natural gas and some other organic compounds. This treaty is, in our opinion, based upon flawed ideas. Research data on climate change do not show that human use of hydrocarbons is harmful. To the contrary, there is good evidence that increased atmospheric carbon dioxide is environmentally helpful. The proposed agreement would have very negative effects upon the technology of nations throughout the world, especially those that are currently attempting to lift from poverty and provide opportunities to the over 4 billion people in technologically underdeveloped countries.

Richard S. Lindzen is the Alfred P. Sloan Professor of Meteorology at the Massachusetts Institute of Technology. M To show why I assert that there is no substantive basis for predictions of sizeable global warming due to observed increases in minor greenhouse gases such as carbon dioxide, methane, and chlorofluorocarbons, I shall briefly review the science associated with those predictions. Summary of Scientific Issues Before even considering "greenhouse theory,'' it may be helpful to begin with the issue that is almost always taken as a giventhat carbon dioxide will inevitably increase to values double and even quadruple present values. Evidence from the analysis of ice cores and after 1958 from direct atmospheric sampling shows that the amount of carbon dioxide in the air has been increasing since 1800. Before 1800 the density was about 275 parts per million by volume. Today it is about 355 parts per million by volume. The increase is generally believed to be due to the combination of increased burning of fossil fuels and before 1905 to deforestation. The total source is estimated to have been increasing exponentially at least until 1973. From 1973 until 1990 the rate of increase has been much slower, however. About half the production of carbon dioxide has appeared in the atmosphere. Nevertheless, we have already seen a significant increase in carbon dioxide that has been accompanied by increases in other minor greenhouse gases such as methane and chlorofluorocarbons. Indeed, in terms of greenhouse potential, we have had the equivalent of a 50 percent increase in carbon dioxide over the past century. The effects of those increases are certainly worth studyingquite independent of any uncertain future scenarios.
