Gibraltar
Location:
Gibraltar is located at the southern tip of Spain, where the Mediterranean Sea and the Atlantic Ocean meet. The peninsular is approximately seven square kilometers. The port of Gibraltar has free-port status and is therefore frequently used by many of the world's shipping lines. Language: The official language is English, but Spanish is also widely spoken because of Gibraltar's closeness to Spain. Population: The population is approximately 30,000 and consists of Gibraltarians, Moroccans, Indians and British expatriates. Political System: Gibraltar is a Crown Colony and a British Dependent Territory, but with internal self-government. The United Kingdom is responsible for foreign affairs, internal security, financial stability and defence. However, it has its own elected House of Assembly, which legislates domestic matters. Gibraltar is a member of the European Community and enjoys special status because of its close relationship with the U.K. It is exempted from the Common Agricultural Policy, the Common Customs Tariff and the Value Added Tax. Legal System: The legal system is based on English Common and Statute Law, even though Gibraltar has its own independent legal system and judiciary. The highest court is the Supreme Court; then there is the Court of First Instance and the lower Courts. The Privy Council in England is the ultimate Court of Appeal.

SPANISH ALLEGATIONS AGAINST GIBRALTAR

43. The use of lurid language by the Spanish authorities to vilify Gibraltar has a long pedigree. Our predecessors in 1981 traced back to 1908 descriptions of Gibraltar as a "source of contraband damaging to Spain's economy," and the argument that Gibraltarians were "parasitic" to 1948. They commented that, from 1948 onwards, "Spanish writers and broadcasters vied with each other in vituperating the Gibraltarians."[ ] This sort of language has had an effect in Spain, where, for example, the normally sober contained an editorial on 12 February which spoke of the "growth of a parasitic economy, with illegal or irregular activities." Crude racist abuse against Gibraltarians was published in the Spanish magazine Cambio 16 El Mundo , on 3 March 1999. This article was the subject of a letter of rebuttal sent to the paper by the British Ambassador to Madrid and published on 4 March.[

Gibraltar Government Archives, 7th - 14th May 2000 During my stay I was able to develop my work on previous visits that has concentrated on the abstraction of detailed daily weather data published in the Gibraltar Chronicle between 1821 and 1890. This task has now been completed in its entirety to 1840 and for rainfall only to 1848. The future aim is to complete the abstraction to 1880 after which published and archived Met Office data are available. The results have provided daily data for air pressure, wind direction, weather, fixed hour temperatures (at various times until 1850 after which maximum and minimum temperatures are published) and rainfall (from 1830). In addition any written accounts of extreme weather, of which there are a number, have also been abstracted. These relate almost exclusively to storms and heavy rainfalls. The data thus far abstracted have allowed for gaps to be filled in the official rainfall series held in the Meteorological Office archives at Bracknell. This series is one of the oldest in Europe and whilst starting in the late eighteenth century the earliest years are available in only monthly, sometimes only annual, statistics. It now seems probable that the daily series that currently starts in 1882 can be extended to the 1830s. This year's work provided data for the period 1830-40, the latter being the first date of publication of daily rainfall data. It cannot yet be determined if the data published in the

Chief Minister Can you please give us your thoughts on, and hopes for, the new trilateral negotiations taking place between the UK, Spain and Gibraltar? The agreement to take part in the new three sided talks responds to, and represents acceptance by the United Kingdom (UK) and Spain of the terms which we have been asking for eight years now, of what would be required if the process of dialogue were to be safe, fair and viable for all What do you think will be some of the implications of the new EU ruling against the UK and Gibraltar? The ruling is very complicated with technical jargon, so I will try to provide a little background. Gibraltar has historically been what was originally called a tax-haven, then an offshore center, and now an international financial center. However, to put Gibraltar into this category is quite unfair because Gibraltar is an integral part of the European Union (EU), we are also part of the EU Single Market and Financial Services, subject to EU laws and regulations related to financial services, so we are completely EU compliant.

Spain launches broadside at Gibraltar over money laundering case
MARBELLA, Spain : Spanish officials pointed the finger at Gibraltar as Spain widened an investigation into the biggest international money-laundering case the country has known. Gibraltar "is not cooperating in the fight against money laundering," public prosecutor Candido Conde-Pumpido said, hours after a Chilean lawyer became the ninth person to be remanded in custody in the glitzy resort of Marbella on suspicion of masterminding the 600-million-euro operation. "It's worrying," Conde-Pumpido told Punto Radio, stressing that "political action" was needed to crack down on tax havens such as Gibraltar, a British possession on Spain's Mediterranean south coast.

A Bullet Proof Jurisdiction Gibraltar is a British Crown Colony and has been so since 1704. The Constitution gives legislative powers to the Governor, who is the Queen's representative, and the House of Assembly. It is a dependent territory, responsibility for which lies with the British Government. It enjoys considerable self-government, although the formal assent of the Governor is required for all legislation. The British Foreign Office is directly responsible for Gibraltar's foreign affairs, defense and security matters, whilst the Ministers, who are answerable to the House of Assembly, deal with domestic matters. Gibraltar Population is 29,245. A Low Cost Business Environment At the end of 1994, some 55,000 companies were registered in Gibraltar, that is, a greater number than the individual residents in Gibraltar. Many of these companies are off-shore companies, but the policy of the Gibraltar Government both encourages the registration of offshore companies and also provides valuable tax concessions to foreign investors wishing to establish a physical presence on the Rock.

GIBRALTAR
Gibraltar was the first European jurisdiction to offer the exempt company which allows a company to be controlled and managed from Gibraltar and still be able to enjoy preferential tax status there. It is probably the most cost-effective European jurisdiction. It is not however as well established as its European competitors and as a full member of the EC pressure may be brought to bear at some time in an attempt to force Gibraltar to harmonize its taxes with order member states. There is a long standing dispute with Spain over Gibraltar and as consequence the citizens of Gibraltar have indicated that they may ask for full integration into the UK. This, combined with the fact that Gibraltar is a now considered part of the UK, has certain business advantages for current and future European business planning.
The Gibraltar Tax Exempt Company
A company incorporated in Gibraltar which is owned by non-residents of Gibraltar and does not transact business with other Gibraltar resident companies or individuals is eligible to apply for tax exempt status in Gibraltar. Upon successful application the company is issued a certificate which guarantees exemption from Gibraltar taxation for a period of 25 years, provided that the company complies with the conditions of tax exempt status and pays an annual duty to the Gibraltar Government of GBP 225. At the end of every year, the exempt company must file a statement attesting to the fact that the company has complied with the conditions applicable to its exempt certificate.
