GibraltarHeritage - appeared in 2002 The Planning Of Gibraltar Town Planning in Gibraltar can perhaps be traced back to 1160 AD when Caliph Abd Al-Mumin began the construction of his Madinat al-Fath (the City of Victory). Built for defensive purposes and as a staging point between North Africa and the Iberian Peninsula,Al-Mumin’s city had a grand mosque (the remains of which are found on the site of the present-day Cathedral of Saint Mary the Crowned), a palace for the monarch, others for his children and residences for the principal dignitaries, gardens, its own port, a galley house (the remains of this Dar-al-sinaha can now be seen at the excavations at Casemates, and baths (now part of the Gibraltar Museum). During the Spanish period extensive planning and reinforcement of the town’s fortifications and walls was carried out, with one of the most stunning structures still visible today being the Charles V Wall of 1527, stretching from what is now Queensway to the top of the Rock. This wall determined the extent of the town to the South. The earliest plan of the town dates to 1627 and this shows how the town was planned along the sheltered lower Western slopes of the Rock with the development of a linear road pattern north to south fronted by buildings.

GIB IN EUROPE Gibraltar entered the EC at the time of the accession of the United Kingdom. It is among the European territories for whose external relations a Member State is responsible under Article 227(4) of the EC Treaty. Article 28 of the Act concerning the Conditions of Accession and the Adjustments to the Treaties (which concerns the accession of the UK, Denmark and Ireland) provides that there shall be certain exceptions from Community measures with respect to Gibraltar (the CAP, VAT and CCT do not apply). Subject to these explicit exceptions, all legislation adopted by the Community since 1973 has been applicable to Gibraltar.

Gibraltar
Gibraltar is situated at the southern end of the Iberian Peninsula. It is recognised as the southernmost point of Europe. There are regular air links with the UK and with Morocco. There is also a ferry link with Tangiers in Morocco. The 1993 statistics showed the size of the population at 28,051. This is mainly located in the centre of the Rock on the western side. On the other side of the rock is a small "village" population in Catalan Bay. Change of ownership from Spanish to British occurred in 1704 as Admiral Sir George Rooke, together with a British and Dutch force fired 15,000 rounds of shot and shells, and a landing by British marines and sailors, persuaded the city fathers to surrender. On the Rock, the past is a living reality. Colourful ceremonial events like the Changing of the Guard and the Ceremony of the Keys are performed exactly as they have been for centuries. Income is derived from tourism, trans-shipment and perhaps most importantly in terms of growth, the provision of financial services.

The Chief Minister of Gibraltar, Peter Caruana, has been strongly criticized here at the Royal Commonwealth Society over his government's "poor human rights record". During a question and answer session after his keynote speech, Mr. Caruana was quizzed by human rights campaigner Peter Tatchell who protested: "Gibraltar has the worst human rights record in western Europe" Mr. Caruana reacted aggressively, loosing his cool and calling Mr. Tatchell a "liar". The chairman of the meeting had to request Mr. Caruana to halt his counter-attack to allow other questions. "There was no need for the Chief Minister to react with such anger and hostility. His aggressive style did not go down well with many in the audience", said Mr. Tatchell. The Chief Minister was speaking at the Royal Commonwealth Society last night (Wednesday 1 May 2002), on the theme of Gibraltar's Right to Self-Determination.

Contact Us Introduction to Gibraltar The City of Gibraltar is a self-governing British Dependent Territory situated at the southern tip of the Iberian peninsula at the entrance of the Mediterranean sea. On a clear day one can see the coast of Africa just 12 kilometres away across the Straits of Gibraltar. In territorial extent Gibraltar is small, about 5 km long and 1,2 km wide, with a population of just over 30,000. Situate at Latitude 36' 08" N and Longitude 5' 22" W, Gibraltar has an exceptionally good climate with over 300 days of sunshine a year.
Constitution The Head of State of Gibraltar is HM Queen Elizabeth II and Gibraltarians are British Citizens. The Queen is represented on the Rock by the Governor who is also Commander in Chief of HM Forces stationed in Gibraltar. The Governor presides over the Gibraltar Council which is composed of the Gibraltar Ministers and some senior civil servants.
Under the 1969 Constitution, certain matters are reserved to HM Government in the United Kingdom. These include Defence, Foreign Affairs, National Security and Financial and Economic Stability. The Legislature of Gibraltar is the House of Assembly elected by universal suffrage every four years and is solely competent to legislate in all matters not reserved to the United Kingdom government. The Chief Minister of Gibraltar and other ministers are appointed by the Governor on behalf of the Queen from the party commanding a majority in the House of Assembly.

of Propaganda and harassment goes on. This has the single aim of the recovery of the territory. At no time does Spain consider the Gibraltarians have the right to determine their future. The Rock of Gibraltar, located at the entrance of the Mediterranean has been British since 1704. Its existance remains an endless source of annoyance to the Spanish who persist with their outdated territorial claim despite both Gibraltar and Spain being in the EU. In 1713 The Spanish signed the Treaty of Utrecht , under which they renounced all claim to the territory forever. Shortly after they laid siege to Gibraltar to try steal it back by force. British innovation in the science of warfare coupled with good terrain, and a certain amount of luck stopped them. The Royal Engineers were founded on the rock in 1772, and many developments in cannon, like firing heated shot, were used with effect. Colonel Shrapnel made his contribution, and innovations like star shells, which illuminated the enemy by night allowed British gunners to shoot at the Spaniards creeping around in the dark. After a while they gave up and a period of peaceful co-existance and free movement across the border prevailed, even during WW2, until the sixties.

The Development and Planning Commission is currently focusing its attention on a recently filed application for a 95-metre high, 28-storey tower and annex to the Eliott Hotel , which would be built on a plot of land on Cannon Lane currently used as a car park.

24 February 2003 Gibraltar's 30,000 population has considerable local and international (mainly UK and Spanish) media access. The Gibraltar Chronicle 200 years old in 2001 is owned by a trust and bound by a Charter requiring political impartiality and independence from control by any sector (religious, commercial, political etc). It survives as an institution despite long drawn negotiations over an historical tax debt to the Government which would make it technically insolvent.
