Ghana Table of Contents AFTER AN UNHAPPY SURVEY of the tragic history of liberal democracy in post-colonial Africaa survey in which Ghana was certainly at the forefront, two astute observers of the African political scene asked, "If Western democracy . . . ended up looking like a sad cross between paternalism and corruption, what are the alternatives? What might an indigenous African form of democracy look like?" They claimed that the answer had to be sought in the ideas and forms of equality and participation found in the village council and similar institutions of community governance. Thus, according to them, a "greater reliance on modern variations of these forms might succeed where Western forms of democracy had failed." Accordingly, four major, related themes of PNDC rule remained relatively constant throughout the tumultuous transition to constitutional democracy, a movement that had widespread popular support. These were: a rejection of extreme ideological tendencies and of multiparty politics, as practiced in Ghana since independence, which had been divisive, corrupt, and elitist; decentralization, aimed at the practical application of the ideas of mass participation going back to early nationalist struggles against colonialism and at achieving a fundamental restructuring of the machinery of government; establishment of democratic structures and institutions at every level of society; and national unity and commitment to the ideals of Pan-Africanism, nonalignment, and noninterference in the internal affairs of other countries.

Government: A parliamentary democracy at independence in 1957, followed by alternating military and civilian governments. In January 1993, military government gave way to Fourth Republic after presidential and parliamentary elections in late 1992. The 1992 constitution divides powers among a president, parliament, cabinet, Council of State, and an independent judiciary. Government elected by universal suffrage. Administrative Divisions: Ten administrative regions divided into 110 districts, each with its own District Assembly. Below districts are various types of councils, including fiftyeight town or area councils, 108 zonal councils, and 626 area councils. 16,000 unit committees on lowest level. Judicial System: Legal system based on Ghanaian common law, customary (traditional) law, and the 1992 constitution. Court hierarchy consists of Supreme Court of Ghana (highest court), Court of Appeal, and High Court of Justice. Beneath these bodies are district, traditional, and local courts. Extrajudicial institutions include public tribunals, vigilante groups, and asafo companies. Since independence, courts relatively independent; this independence continues under Fourth Republic. Lower courts being redefined and reorganized under Fourth Republic.

Add Ghana's Government issues apology for rights abuse By GIN Updated Jun 1, 2005, 12:25 pm Refer this article Print page The Republic of Ghana ACCRA, Ghana (GIN) - The final report of the National Reconciliation Commission, appointed to investigate past human rights abuses in the country between 1957 and 1993, has just been released. The commission, set up in 2002, considered the impact of socio-economic disparities and colonial policies on the rise of widespread human rights abuse in the country. It addressed the roles of the armed forces, universities, political parties, the media, and other institutional actors. It also discussed Ghana’s post-independence history where four military regimes ruled for more than 22 of the 27 years between 1966 and 1993. Former National Security Chief, Captain Kojo Tsikata (Rtd), whose innocence was not acknowledged in the final report, accused the NRC of subverting the reconciliation process to serve a partisan political agenda.

ACCRA, Jan 15 (IPS) - Ghana's government feels it should have little difficulty finding buyers for 113 state-owned firms given the performance of formerly loss-making companies divested earlier on in a privatisation programme now in its eighth year. But independent analysts fear that the new wave of privatisations may have come too late. ''The sweet pickings are over,'' said an accountant with a consulting firms selected by the state's Divestiture Implementation Committee (DIC) to guide the privatisation programme. The expert, who asked not to be named, said investor interest was now on the wane. Most of the enteprises up for sale are moribund, he charged. ''The average investor is not going to buy them simply because they have buildings,'' he told IPS. But the DIC, the government agency responsible for carrying out the programme, counters that the firms set to go on the auction block should sell fairly easily since they are much more attractive than most of those divested since 1988.

    The history of the Gold Coast before the last quarter of the 15th century is derived primarily from oral tradition that refers to migrations from the ancient kingdoms of the western Soudan (the area of Mauritania and Mali). The Gold Coast was renamed Ghana upon independence in 1957 because of indications that present-day inhabitants descended from migrants who moved south from the ancient kingdom of Ghana. The first contact between Europe and the Gold Coast dates from 1470, when a party of Portuguese landed. In 1482, the Portuguese built Elmina Castle as a permanent trading base. The first recorded English trading voyage to the coast was made by Thomas Windham in 1553. During the next three centuries, the English, Danes, Dutch, Germans, and Portuguese controlled various parts of the coastal areas.
    In 1821, the British Government took control of the British trading forts on the Gold Coast. In 1844, Fanti chiefs in the area signed an agreement with the British that became the legal steppingstone to colonial status for the coastal area.
