May 28, 2003 (030528) Ghana: Protect Forests from Mining
(Reposted from sources cited below) This posting contains (1) the May 8 declaration from Ghana's National Coalition of Civil Society Groups against Mining in Forest Reserves, (2) a press release by Global Response, one of the international environmental organizations supporting the action by Ghanaian groups, and (3) links for additional information. The Ghanaian government is expected to introduce new legislation in June opening up previously protected forest reserves. One of the major companies expected to invest is the Colorado-based Newmont Mining Corporation, Protesters earlier this month demonstrated at the company's annual meeting against the company's pressure to relax environmental regulations in Ghana. The move comes at the same time that the United Nations Forum on Forests is meeting in Geneva to promote "the management, conservation, and sustainable development of all kinds of forests." A report prepared for that meeting says that undervaluing the economic worth of forests causes governments around the world to lose some $5 billion a year in potential taxes and royalties.

Gold Rush in Ghana's Forest Reserves Resisted

ACCRA, Ghana, May 13, 2003 (ENS) - An expanding international coalition of public interest, human rights, labor and environmental groups has vowed to resist mining in Ghana's forest reserves.
At a press conference Thursday to launch a campaign against mining in the reserves, the coalition expressed outrage at the decision of the Ghana government to open up some of the reserves for surface mining. Coalition members called on the government to rescind its decision and withdraw licenses it has already given to some of the mining companies to mine in the forest reserves.
The coalition comprises 13 civil society groups and includes FoodFirst Information Action Network (FIAN), Friends of the Earth, Third World Network, Centre for Public Interest Law, Green Earth Organisation, Abantu for Development, The General Agricultural Workers Union, Wassa Association of Communities affected by Mining, Friends of the Nation, Ceres, and the Integrated Social Development Centre (ISODEC).
Coalition members said that every year two million acres of forested land is lost to mining. Currently very little closed forest remains outside the forest reserve network with much of it in small scattered patches in swamps and sacred groves. Granting the miners permits to enable them operate in the reserves will result in the decimation of the remaining forest tucked away in the reserves, they warned.

    The Millennium Development Goals (MDGs), to which the Ghana government is a signatory, in Goal 7, Target 11, commits governments to achieve a significant improvement in the lives of at least 100 million slum dwellers by 2020.
    Judging by the pace of progress in the delivery of housing in Ghana, it is doubtful that this goal would be achieved. According to the International Covenant on Economic, Social and Cultural Rights (CESCR), everyone, everywhere has a right to descent living and adequate housing. Both the CESCR and the African Charter enjoins government in as much as possible to design mechanism for providing affordable housing for citizens.

    In the West, the mobile phone is often thought of as a luxury or the latest gadget, but as Peter Day has been finding out in Accra, Ghana, the device has been providing new opportunities to transform lives.
    What we want, said my boss, is good news out of Africa. So I went to Ghana to find some. This is the same Ghana where the economy has actually shrunk for much of the past two decades, like so many other places in what the diplomats call sub-Saharan Africa. The Ghana where 30% of the population still live on or below the poverty line. So where is this good news in Ghana? Well, in the capital, Accra, you see something of it everywhere you go. There by the side of the road is a battered desk with a mobile phone sitting on it, an umbrella to ward off the beating sun, and underneath a crudely painted sign saying "Space to Space", 2,000 cedis. The cedi is the much-devalued Ghanaian currency and 2,000 cedis is about 25p or 50 US cents. There are said to be 25,000 of these new entrepreneurs in Ghana.

Residency is given to the following categories:

    Note that there is no special consideration for those of us, whose parents were shipped out as human cargo, so don't waste much time expecting a red carpet, rather come in and prepare to fight for your rights, enlightening those we come into contact with and leaving an impact that will force the government to acknowledge the need to make provisions for returning repatriates. Nothing speaks like positive works. Investors: Most commonly, those relocating to Ghana take advantage of the investment incentives offered by Ghana government, through its extension known as the Ghana Investment Promotion Center. After complying with a few requirements, G.I.P.C. will write to Ghana Immigrations on your behalf, for your residence permit. The incentives for investing in Ghana include tax holidays, protection of interests under specific laws and an opportunity to legally operate your business in Ghana, but the most significant reason is to be granted permission to reside in Ghana. However, one should note the following first:
    • Investment in all sectors of the economy other than mining and petroleum can be established without prior approval. Mining and petroleum projects have be licensed by the Minerals commission and Ministry of Mines and Energy, respectively.
