    Prime Minister: President Kufuor Question Mr Prime Minister, the UK is believed to be Ghana's major development partner, but unfortunately any assistance to Ghana either comes in through material or in piecemeal, can you react to enable the country to address its development issues effectively? Prime Minister I suppose you are always going to be in the situation, we are always going to be in the situation where it is never as much as we would like, but I would just point out we are trebling aid and development assistance to Africa as a whole. It will reach, I think sometime next year or the year after, £1 billion a year, and the package today that we are announcing in respect of primary school education is a substantial package. Now let me assure you I would always like it to be more, but there are priorities and demands on budgets the entire time, with us as with you. But I think the demonstration of our commitment to Ghana lies in the fact that over the past few years we have stepped up significantly the help that we give, and we will continue to do so, and we will do it in part because we believe the government of Ghana is trying to do the right things for the Ghanaian people.

    AFTER AN UNHAPPY SURVEY of the tragic history of liberal democracy in post-colonial Africaa survey in which Ghana was certainly at the forefront, two astute observers of the African political scene asked, "If Western democracy . . . ended up looking like a sad cross between paternalism and corruption, what are the alternatives? What might an indigenous African form of democracy look like?" They claimed that the answer had to be sought in the ideas and forms of equality and participation found in the village council and similar institutions of community governance. Thus, according to them, a "greater reliance on modern variations of these forms might succeed where Western forms of democracy had failed." Accordingly, four major, related themes of PNDC rule remained relatively constant throughout the tumultuous transition to constitutional democracy, a movement that had widespread popular support. These were: a rejection of extreme ideological tendencies and of multiparty politics, as practiced in Ghana since independence, which had been divisive, corrupt, and elitist; decentralization, aimed at the practical application of the ideas of mass participation going back to early nationalist struggles against colonialism and at achieving a fundamental restructuring of the machinery of government; establishment of democratic structures and institutions at every level of society; and national unity and commitment to the ideals of Pan-Africanism, nonalignment, and noninterference in the internal affairs of other countries.

    Ghana: Government Puts The Last Nail In the Coffin of Ghana's Forest Two million acres of forest land is lost annually to mining in Ghana, with mining concessions taking over 70% of the total land area, consequently decreasing considerably food production. The World Bank and the International Finance Corporation (IFC) the private lending arm of the World Bank have provided start-up capital and cajoled African countries to deregulate, liberalize and privatise their extractive sectors to attract foreign direct investment. Environmentalists and human rights activists say granting permits for surface mining in these ecologically fragile reserves will aggravate the already alarming rate of deforestation and forest degradation in the country and wreak havoc on freshwater systems and watersheds. Also, concerns about surface mining and heap leaching have been triggered by the lethal impact of cyanide, which is widely believed that even at low levels could have serious health effects in long term chronic exposures. A key argument of the hard-line proponents of mining in the forest reserves is that "the country needs money". At the heart of this argument lies the economic theory that suggests that developing countries should exploit their natural resources to develop, and that pollution, displacement of communities, etc., are necessary and inevitable side-effects.

    GOVERNMENT Executive authority is established in the Office of the Presidency, together with his Council of State. The president is head of state, head of government, and commander in chief of the armed forces. He also appoints the vice president. According to the constitution, more than half of the presidential-appointed ministers of state must be appointed from among members of Parliament. Legislative functions are vested in Parliament, which consists of a unicameral 230-member body plus the Speaker. To become law, legislation must have the assent of the president, who has a qualified veto over all bills except those to which a vote of urgency is attached. Members of Parliament are popularly elected by universal adult suffrage for terms of 4 years, except in wartime, when terms may be extended for not more than 12 months at a time beyond the 4 years. The structure and the power of the judiciary are independent of the two other branches of government. The Supreme Court has broad powers of judicial review. It is authorized by the constitution to rule on the constitutionality of any legislation or executive action at the request of any aggrieved citizen. The hierarchy of courts derives largely from British juridical forms. The hierarchy, called the Superior Court of Judicature, is composed of the Supreme Court of Ghana, the Court of Appeal, the High Court of Justice, regional tribunals, and such lower courts or tribunals as Parliament may establish. The courts have jurisdiction over all civil and criminal matters.

    GHANA: Government Drops Production of HIV/Aids Drugs for an Order UN Integrated Regional Information Networks - July 4, 2003 Ghanaian health authorities have ordered anti-retroviral drugs from undisclosed sources to cater for the treatment of 2000 HIV/AIDS patients for the next two years. "We are placing this order through recognised international agencies such as UNICEF and the International Development Agency," Programme Manager of the National Aids Control Programme Dr Nii Akwei Addo told IRIN. Some of the drugs on the importation list are Zidovudine, AZT Didanosine , ddI, Indinavir , Neverapine and Efavirenz . Usage and treatment of these drugs will however be limited to specific hospitals such as the country's two biggest hospitals in the capital, Accra, and in the second largest city, Kumasi. The drugs will also be made available at the Atua/Agormanya government hospital in eastern Ghana, which according to the country's 2002 HIV Sentinel Survey has a prevalence rate of 7.9 percent, the highest in Ghana. "The cost of the treatment will not be 100 percent free to the end user. The central government will bear part of the cost, though we are yet to decide on that," Dr Addo said.

    GHANA: Government makes ARV drugs more widely available UN Integrated Regional Information Networks - January 13, 2005 [This report does not necessarily reflect the views of the United Nations] ACCRA (PLUSNEWS) - The Ghanaian government has announced plans to spend US $6 million on making antiretroviral (ARV) treatment more widely available to people living with AIDS over the next two years. The programme aims to increase the number of hospitals where government-subsidised ARV drugs are available from four to 16 by the end of 2006, and to increase the number of people receiving subsidised antiretroviral therapy from the current 2,100. The health ministry reckons that 72,000 people in Ghana would benefit from ARV treatment, which prolongs the life of people living with AIDS and improves their state of health. However, it has not set any target for increasing the number of beneficiaries. "The biggest challenge to us on this planned increase is sustainability," Sam Boateng, the head of drug procurement at the ministry of health told PlusNews.
