Duval County Florida: Strategic Leadership In Action
As a two -star general in the U.S. Air Force, John Fryer was well trained in the strategy of war over his 31-year career. Whether commanding fighter pilots or running the National War College, he had been prepared, and prepared others under his command to think strategically: to focus on winning the war, not just the battle. When he retired from the Air Force in 1995, General Fryer would never have dreamed that what he knew about leading people and large organizations under challenging situations was to be tested in an unlikely arena: a challenged urban school district in Duval County, Florida, and that the battle to mark the turning point of his campaign to reform the district to become an academically high-performing district was to be fought over an equally unlikely issue: school bus contracts. In his Air Force career, John Fryer followed a path that included constant immersion in operations, training, policy and education. He flew a combat tour in the F-4 Phantom, commanded an F-16 tactical fighter wing and a B-52 bomb squadron, trained pilots in both flying and academics, ran a research and wargaming institute, held senior policy positions in the Pentagon and NATO, served as a White House Fellow and was Commandant of the National War College, as well as interim President of the National Defense University. The work that John had done to land the job served him well immediately in his new role. He read the local papers and a series of online reports, among them a New Century Commission report that revealed a district that needed leadership and extensive reform. The Jacksonville community had a 47% functional illiteracy rate, and many of those adults were Duval School District dropouts and graduates. The system had done a good job with the top tier of students, as had so many large districts, but was failing to meet the academic needs of the vast majority, particularly the minority student population. When the baseline Florida Comprehensive Assessment Test (FCAT) results were publicized in 1998 the scores were very low.

A gymnasium with seating capacity of 900, with an indoor swimming pool and stage, was constructed for varsity and intramural basketball in 1947. A grandstand and baseball field was constructed and varsity baseball was initiated the same year. At the end of the season in February 1981, varsity basketball was discontinued after some 30 years of participation. Revitalization of the sports programs began in 2001. Students have participated in intramural sports programs and have been to several softball and football tournaments. The NGTC Foundation is accepting donations and exploring grants to aid with the renovation of the gym and assist with sports programs. Approval was given for a new satellite campus in Stephens County (the Currahee Campus) and a new Visual Technology Building and Transportation Center on the Clarkesville Campus in 2001. During 2001, all Allied Health classes were moved to the newly renovated Rubye Franklin Building. Vision

North Georgia Technical College is a public, residential, multi-campus, two-year technical college whose mission is to provide quality technical education, adult literacy education, continuing education, and business and industry training to individuals who can benefit from these programs and services. These efforts improve the quality of life of individuals by preparing them to succeed as literate and technically competent members of the workforce and by promoting the economic growth and development of the Northeast Georgia region. Habersham County, Georgia, found in the extreme Northeastern Georgia corner, was established in 1818, and named after Joseph Habersham. The southwest border of the county is formed by the Chattahoochee River. The northeast border was once created by the Tallulah River, but, damming by Georgia Power reduced the flow of the river to a trickle. Still, Tallulah Gorge State Park resides in this area, and provides great fun for tourists to the North Georgia Mountains, and income for the locals, year after year. The Gorge, also known as the “Niagara of the South,” was once the main tourist attraction in the Southeastern United States. However, when Georgia Power decided to dam the Tallulah River, the water supply for breathtaking Tallulah Falls was no longer available, eliminating the mighty natural wonder. Thus, visitation to the Gorge all but ceaseduntil 1993, when Governor Zell Miller announced the creation of a state park at the Gorge. Now, visitors and residents alike can take advantage of all the Gorge has to offer, from hiking on the beautiful trails to swimming in man-made Tallulah Lake. Today, Habersham is home to two centers of higher learning: North Georgia Technical Institute, located in Clarksville, and Piedmont College, located in Demorest. NGTI began its life as North Georgia Trade and Vocational School in 1944. In 1962, the name was changed to North Georgia Technical and Vocational School and, finally, in 1987, to the current NGTI. Today, the school offers various degree programs, and even offers some courses by the Internet. And, in addition to its Clarksville campus, a second campus was added in 1998 in Blairsville, Georgia.

District 13 December, 1998 INTRODUCTION Senate Resolution 596, creating the Senate Study Committee on Vocational Student Organizations, was passed during the 1998 Session of the General Assembly. The Committee consisted of five members of the Senate, with Senator Harold Ragan serving as chairman. Committee members included Senator Richard Marable, Senator Van Streat, Senator Hugh Gillis, and Senator Rooney Bowen. The purpose of the Senate Study Committee on Vocational Student Organizations was to study the conditions, needs, issues, and problems associated with vocational student organizations and to recommend any actions or legislation which the Committee deemed necessary or appropriate. This report describes the Committee's work and makes recommendations for consideration by the General Assembly. The Senate Study Committee on Vocational Student Organizations held meetings in Atlanta, Douglas, Rome, and again in Atlanta. The first three meetings were public hearings designed to let committee members hear from those with first hand knowledge about the stability of these organizations, and the possible needs of these organizations. The testimony, presentations, and written recommendations received from various individuals and organizations during the hearings certainly testifies to the importance of vocational student organizations and the depth of their support.
