Classification of Certificates ... CAPS - the Certification/Curriculum Assignment Policies System The people of Georgia established within our state Constitution that "the provision of an adequate public education for the citizens shall be a primary obligation of the State of Georgia." Educating our children continues to be Georgia’s most important undertaking. Title 20, Education, of the Official Code of Georgia Annotated (O.C.G.A.), outlines the legal guidelines which govern the state education program. Title 20 creates the Professional Standards Commission (PSC) and assigns it responsibility for providing a regulatory system for "certifying and classifying" professional employees in public schools. Title 20 also requires the professional employees of all Georgia public elementary and secondary schools to hold state certification. Certification regulations and procedures are established to evaluate the credentials of prospective teachers as well as other professional employees in the schools, to ensure they meet specified preparation standards and requirements. State certification provides a standardized base-level of professional knowledge and skills for the educators working in public schools. Like many other states, Georgia has adopted a combination of individualized requirements and some commonly used standards developed by the National Association of State Directors of Teacher Education and Certification (NASDTEC). The Professional Standards Commission (PSC) directs the preparation, certification, professional discipline and recruitment of educators in Georgia. The commission has a website, www.gapsc.com that provides detailed information on preparation, certification, and professional discipline, as well as the downloading of application forms, commonly asked questions, etc. The commission also operates a teachgeorgia.org website as a recruiting service. It gives teachers, school systems and college representatives detailed information on posted job vacancies throughout the state, and also provides the opportunity for applicants to submit electronic resumes for those jobs. The service is free for all qualified teachers looking for a position in Georgia. The primary routes to obtain an educator certificate in Georgia are:
  • Hold an out-of-state educator certificate; or Complete a state-approved educator program; or Complete an approved alternative route to certification.

Mentoring programs in place for new teachers
A large percentage of new teachers in their first three years of teaching leave the profession. The Department of Education and Professional Standards Commission, working with the schools, will provide mentoring and support for first-year teachers. University System teacher-preparation institutions will work with the schools where their graduates are employed to provide mentoring and support for their graduates during their first two years of teaching.
Incentives in place for National Board Certification
To reward professional knowledge and skill, Georgia now offers many incentives for teachers to become National Board Certified. These include a 10% pay increase, application fee payment, fee reimbursement, extended certificate renewal periods, and reciprocity of teaching certificates.
All teachers prepared to teach all subjects they are assigned to teach
New policy assures that any teacher candidate recommended for certification will know all subjects included on the teaching certificate enough to help students learn the required content. High school teacher candidates will take more courses in their subject area. Early childhood teaching graduates will take more courses in reading and math. Middle school teaching graduates will "major" in at least two subject areas. Middle grades teachers who are teaching math and science without four college courses in the subject are being given opportunities to increase their subject knowledge of math and science through the Math/Science Initiative, which offers easily accessible courses throughout the state. Lead Pre-K teachers will complete a two-year degree program.

Georgia Teacher Alternative Preparation Program (TAPP)

Qualifications:
The Professional Standards Commission and the GA TAPP program will make no exceptions to the qualifications for entering the program. Candidates must meet all of the requirements listed below. Those interested in pursuing a teaching career who cannot meet these qualifications will need to consider a traditional route toward teacher certification.   • A passing score on the Praxis I ( http://www.ets.org/praxis ) or SAT, ACT or GRE scores high enough to exempt this requirement.
Passing Praxis I scores are as follows: PRAXIS I Reading Writing Mathematics Composite Score PPST CBT
  • Teacher candidates are exempt from this requirement if they have earned and can produce qualifying scores as follows:
SAT: 1000
GRE: 1030 ACT: 43
  • A cumulative, undergraduate GPA of 2.5
  • A satisfactory criminal background check (upon employment by a school system)
  • No prior teacher certificate of any kind

The state of Georgia has 57 different teaching licenses that are issued by the Professional Standards Commission www.gapsc.com (PSC) with three license types. Pay scales are determined by the highest college degree attained. The state of Georgia pays its teachers by the highest college degree attained. The three types are:

References Letters of references relevant to your experience as a teaching professional and/or other related professional experience are an important part of your file. GA Teachers Agency requires three (3) current letters of reference from every candidate. The most effective form of reference letter is a professional reference, one which either:

    Published on: 02/24/05 The Georgia House approved legislation Wednesday that could create a powerful incentive for highly skilled teachers to work in some of the state's most troubled schools. The alternate view is the bill instead will discourage teachers from seeking national certification that can improve their subject knowledge and classroom skills. (ENLARGE) Rep. Alisha Thomas Morgan said the bill will reward teachers who agree to work in schools under difficult conditions.

    The "master teacher" bill, which is part of Gov. Sonny Perdue's education package, will require teachers who get national board certification to work in a poor-performing school to collect a 10 percent raise that Georgia now provides as reward to all teachers who attain that status. Senate Bill 34, approved by the House 169-0, will not affect teachers who already have the certification through the National Board for Professional Teaching Standards or teachers who already have started the process. Because the House changed the bill, it must go back to the Senate for approval.

    The Georgia Agriculture in the Classroom Task Force was formed in 1983. The initial focus was the development of curriculum materials or resource guides for Georgia teachers. As the success of the materials grew, the task force was dissolved and the Georgia Agriculture in the Classroom Council, Inc., a non-profit 501(c)3 organization, was formed in 1996.
    The members of the AITC Council include representatives from the Georgia Farm Bureau, Georgia Department of Education and Agriculture Education, Georgia Council on Economic Education, Georgia Agribusiness Council, Rock Eagle 4-H Environmental Education, Georgia Department of Agriculture, The University of Georgia and educators, production agriculturists, and agribusiness people from around the state.
    Curriculum/Teaching Resources
    The development of curriculum for grades K-4 in 1985-86 was funded with a $50,000 appropriation from the 1985 Georgia General Assembly. "Agriculture in Georgia Classrooms, a K-4 Resource Guide" was the result of the appropriation. Georgia teachers developed the K-4 curriculum through teacher institutes. The materials were pilot tested by Georgia master teachers. Implementation of the curriculum was accomplished through teacher training workshops.
