Georgians looking to become public school teachers will not have to get an education degree under new certification regulations passed Thursday.

"We listened to a lot of people," said F.D. Toth, the executive secretary of the commission. Toth said it is imperative that it become easier to get a teaching certificate in Georgia to meet federal requirements that each classroom have a "highly qualified" educator. In Georgia, that means a person must be certified and teaching in their area of expertise.

Governor Perdue Announces 2005 Georgia Learns Education Package The legislation requires an implementation committee of parents, teachers, principals, superintendents, school board members, legislators, and staff and board members of the PSC and the state Department of Education (DOE). The committee will make recommendations to the PSC regarding the criteria for awarding the master teacher certification. The criteria will be grade and subject specific and will include value-added indicators of student achievement. Georgia Virtual High School Extends Educational Opportunities to Students Across Georgia DOE has more than 60 virtual high school courses prepared for next summer, including more than ten AP courses. Virtual courses taken as one or more of the six segments of the regular high school day will be provided free of charge. If students want to take additional courses or summer school courses, then a nominal fee will be charged, as is the case with additional coursework offered by public schools. Students taking a course from the Georgia Virtual High School interface with a fully certified and highly qualified teacher via email and telephone. The virtual courses will count as a class credit toward graduation, but the virtual school will not grant diplomas.

Educating Georgia's Children “ Local teachers, administrators, and parents know the needs of their students better than anyone. We must make flexibility a permanent component of our education policy to empower our local school systems to make the right decisions for their students.” Governor Perdue is raising the bar for education in Georgia . He seeks greater student achievement, improved SAT scores, lower dropout rates, and consistent improvement in the basic skills of reading, writing, and math. The Governor believes the best way to achieve these goals is to promote local decision-making, accountability, discipline in the classroom, and respect for educators. Governor Perdue supports flexibility and accountability in education. Approved by the legislature the past two years, this legislation extends flexibility for local school systems. Flexibility is particularly important with schools having to meet the requirements of the federal No Child Left Behind Act. This legislation allows school systems to distribute financial and human resources to the students who need them most. Governor Perdue believes that local educators know the specific needs of their students far better than the state. Governor Perdue's 2005 Georgia Learns education package creates a statewide Master Teacher Certification Program, the Georgia Virtual High School , and provides local school systems with an additional year of spending flexibility. His budget also includes a two-percent pay raise for teachers and fully funds enrollment growth in education (K-12, Board of Regents, and the Department of Technical and Adult Education).

Article 6 of Chapter 2 of Title 20 of the Official Code of Georgia Annotated, the "Quality Basic Education Act," is amended by inserting a new Code section after Code Section 20-2-204 to be designated Code Section 20-2-205 to read as follows: (a) The General Assembly finds that excellent public school teachers deserve recognition for the extraordinary learning opportunity they provide to Georgia students. (b) The Professional Standards Commission is authorized and directed to establish the 'Georgia Master Teacher Program' to provide recognition to certificated public school teachers who exhibit excellence in the classroom. (c) The Professional Standards Commission shall establish criteria for a Master Teacher Certification. Such criteria shall include, at a minimum, evidence of student achievement, which must include student progress. A public school teacher with three or more years of teaching experience in Georgia may submit an application to the Professional Standards Commission for a Master Teacher Certification. The Professional Standards Commission shall review each application and determine whether a teacher meets the criteria for a Master Teacher Certification. If the Professional Standards Commission finds that a teacher s application meets the criteria, the teacher will be given a Master Teacher Certification, and that teacher will be known as and may be called a Master Teacher for a term to be determined pursuant to rules and regulations of the Professional Standards Commission, but in no event longer than seven years. Professional development financial data by itself is not as meaningful as analyzing it in the context of state policies, requirements, and practices. This section discusses that policy context.
State Mandates and Mechanisms
Outside of the North Central Region, a number of states reported that they require intermediate service agencies to develop plans for teacher professional development. These state are California, Missouri, New Hampshire, New York, Texas, and Oregon. Ten states reported requiring local school districts to develop annual plans for teacher professional development (California, Florida, Georgia, Idaho, Missouri, New York, Oregon, Rhode Island, Tennessee, and Texas). No such requirements exist in Nebraska, New Hampshire, and South Dakota. Missouri, New York, Oregon, Rhode Island, and Texas also imposed such requirements on individual schools.
Teacher Professional Development and Teacher Certification and Employment
Within the North Central Region, Indiana, Iowa, Michigan, Minnesota, and Ohio all reported having requirements that certified teachers enroll in continuing education courses for continued certification. Only Illinois reported that it did not. Indiana and Michigan also reported that such an action was required for continued employment.

Alternative Certification Many states have developed or are initiating programs that provide alternative routes to teacher certification, particularly for mid-career professionals. The goal of such programs is to draw a diversity of individuals with in-depth subject matter backgrounds into teaching careers. Requirements for an alternative teaching license vary by state. For an overseas position, it does not matter what state your license is from. Generally, applicants must hold a bachelors degree in the subject to be taught, achieve a passing score on state-required examinations, complete an intensive teacher preparation program, and possibly fulfill a supervised teaching internship. Specific information on which school systems are offering internships can be requested from the schools. After satisfactory completion of these requirements, the applicant will be issued a teaching credential.

edited 5/29/02 Ecclesiastes tells us that "...the race is not to the swift, nor the battle to the strong..." Nor, we might add, the job to the most skilled. Not always. But neither is it wise to bet on the slow horse, the weak combatant, or the incompetent practitioner. I visit a doctor who tells me every so often that he thinks that licensure for medical professionals should be abolished. "Let anyone who will, practice medicine! Open competition on an equal basis will select the best!" Perhaps. But at what cost? And to whom? Conflict is ubiquitous. Competition "on an equal basis" is rare. Any seven-year old recognizes that whoever decides what "on an equal basis" means, biases the conflict as he or she sees appropriate. The judges at the Olympics decide what's fair or foul; but who pays the judges? Don't they have a stake? Why should we think that the reputation of a bad "doctor" would become common knowledge under conditions of open competition? Already there are states that have passed laws aimed at silencing critics who "defame the character of a product," e.g. beef, broccoli, eggs, etc. Wouldn't my claim that an unlicensed doctor harmed me more likely make me vulnerable to a defamation of character suit rather than drive the incompetent out of business? Licensure procedures and the consequent restricted access to jobs are the price that the public pays for confidence that some pre-selection process is weeding out the most grossly incompetent and unsuited. And yet, we wonder, who pays the judges? Don't they have a stake? Can they be trusted? Perhaps the vehemently expressed confidence in a "free market" is nothing more than an expression of a hope that the random corruption of the "free market" will be less pernicious than the suspected systematic corruption of a bad licensure system.

Artist Statement
My art is old ghost that speak themselves into clay. Revealing their persistence in extremes. They are ambivalent voices to be heard by more than me. Their strength tumbles out with small provocation: a song, a picture, a word. Their meaning revealed by years. My hope is that the figures are more than personal mysteries, that they speak of political and universal ironies, particularly fear of difference and all its consequence. Judith N. Condon
