Foreign Language Teacher Certification. ERIC Digest.
Typically, beginning foreign language (FL) teachers in the United States must complete an "approved program" of teacher education in a four-year college or university, have a certain minimum grade point average, and complete a specified number of credit hours in the foreign language to be certified. To receive "approved program" status, institutions must demonstrate to their state department of education that they are fulfilling state standards. Most states model their standards after two statements developed by the FL teaching profession in the 1950s and '60s titled, QUALIFICATIONS FOR SECONDARY SCHOOL TEACHERS OF MODERN FOREIGN LANGUAGES and GUIDELINES FOR TEACHER EDUCATION PROGRAMS IN MODERN FOREIGN LANGUAGES (Paquette 1966). The QUALIFICATIONS are brief descriptions of "minimal," "good," and "superior" competence in listening comprehension, speaking, reading, writing, applied linguistics, culture and civilization, and pedagogy. The GUIDELINES describe model programs, using the QUALIFICATIONS as minimum objectives (Wing 1984).

TRADITIONAL
APPROVED TEACHER EDUCATION PROGRAM
For this type of program a college or university has submitted a plan to the state for preparing teachers that has been approved. A potential teacher applies to the institution, takes specified courses, meets the necessary requirements, passes the required tests and is granted a license to teach. The usual course of study is four years. 5TH YEAR PROGRAM
In addition to completing the requirements of the regular course of study, the teaching candidate is required to complete an extra 5th year of work before receiving a certificate.

These routes entail review of academic and professional background, or transcript analysis. They involve specially (individually) designed in-service and course-taking necessary to reach competencies required for certification, if applicable. The Georgia Professional Standards Commission requires students:
  • to complete a state approved program, including student teaching, before applying for certification in the State of Georgia. Mercer has state approved programs in the following areas for initial (first time) certification:
    Early Childhood (P-5)
    Middle Grades (4-8)
    Secondary (7-12) - Macon Residential Only

    Broad-field Social Studies/Social Science P-12 Certification - Macon Residential Only Music Art Foreign Language to meet the Georgia Professional Standards Commission requirement for passing scores on the Praxis I academic skills tests in Reading, Mathematics, and Writing.

Undergraduate Degree Programs
Degree programs in the Department of Kinesiology and Physical Education prepare students for professional careers in Health and Physical Education (teaching), Exercise Physiology , and Sports Medicine /Athletic Training . The degree programs are designed to build basic concepts and skills appropriate for the specific careers through a series of carefully sequenced courses, field experiences, and internships. These basic concepts and skills include, but are not limited to, program planning, computer applications and other technology applications, social diversity and appreciation for individual differences, assessment, and professional ethics. Bachelor of Science in Education degree with a major in Health and Physical Education The Bachelor of Science in Education degree (S.S.Ed.) with a major in Health and Physical Education prepares students to teach health and physical education in grades prekindergarten through twelve (P-12). Upon successful completion of the degree program and posting a passing score on the Praxis II teacher certification exam in the area of health and physical education, students are eligible for the T-4 (professional) teaching certificate form the state of Georgia. Both the undergraduate and graduate programs are approved by the National Council on Accreditation for Teacher Education (NCATE) and the National Association of Sport and Physical Education (NASPE).

Abstract Since about 90% of schools, colleges, and departments of education are currently using portfolios of one form or another as decision-making tools for standards-based decisions regarding certification or licensure (as well as NCATE accreditation), it is appropriate to explore the legal and psychometric aspects of this assessment device. The authors demonstrate that portfolios being used in a high-stakes context are technically testing devices and therefore need to meet psychometric standards of validity, reliability, fairness, and absence of bias. These standards, along with federal law, form the cornerstone for legal challenges to high-stakes decisions when students are denied a diploma or license based on the results of the assessment. The conclusion includes a list of requirements and caveats for using portfolios for graduation and certification decisions in a standards-based environment that help institutions reduce exposure to potential litigation.
