PUBLIC LIBRARIES, PLANNING, AND TECHNOLOGY
The Office of Public Libraries, Planning, and Technology was established in FY 97 under the leadership of Assistant Commissioner Dr. Roger Slater. The Office serves the 370 public libraries throughout the state by providing administrative, training, consulting, and other support functions. The planning and technology units serve the entire Georgia Department of Technical and Adult Education by providing planning services; resource development; and information technology coordination, training, and support. Georgia has one of the oldest state-level library services in the nation. Since 1897, Georgia has promoted the development of public library services and inter-type library cooperation. In 1942, public library services was a unit of the Georgia Department of Education. On July 1, 1996, these services were transferred to the Georgia Department of Technical and Adult Education. The Office promotes the establishment and development of public library services statewide by providing technical assistance and consulting for libraries, administering federal and state funds, coordinating cooperative activities, providing training, and coordinating and promoting resource sharing among different types of libraries. The majority of activities focus on the development ,and enhancement of the 57 county and regional library systems that serve Georgia's 159 counties through 370 individual library facilities and over 40 bookmobiles.

(May 12, 2000) The Georgia Department of Technical and Adult Education (DTAE) has selected Sirsi Corporation's Unicorn Library Management System for 98 Georgia public libraries. According to Dr. Roger Slater, Assistant Commissioner in charge of DTAE's Office of Public Library Services, the SIRSI system will replace non-Y2K compliant systems in 26 Georgia public library systems that comprise 98 separate facilities. The Georgia public libraries automation project is a joint partnership between KPMG LLP, a consulting firm that is providing management and technical support; Sun Microsystems, which is supplying the server that houses the libraries' joint database; and SIRSI.

Significant dates in Georgia library history Compiled through Sept. 1, 2002 The colony of Georgia was founded, and soon after, more than 2,000 books were donated for its first library.
A three-room school was established in Irene, Ga., including a library stocked with several hundred books printed in England and Germany.
Trustees in London sent to Augusta 166 volumes for a missionary library.
The Georgia Library Association was established. It had no connection to he 1897 association of the same name.
George Whitefield's Bethesda, an orphanage and college established in Savannah in 1740, organized a 30-foot-by-40-foot room as a library, with approximately 1,300 volumes.
The Medway and Newport Library Society of Liberty County was incorporated.

GALILEO stands for G eorgi A LI brary LE arning O nline, an initiative of the Board of Regents of the University System of Georgia. A World Wide Web-based virtual library, GALILEO provides access to multiple information resources, including secured access to licensed products. Participating institutions may access over 100 databases indexing thousands of periodicals and scholarly journals. Over 2000 journal titles are provided in full-text. Other resources include encyclopedias, business directories, and government publications. The community of more than 2000 GALILEO institutions includes the University System of Georgia, K-12 schools, public libraries, the adult technical institutes and colleges, and a group of private academic colleges and universities. Seized Recording Equipment Donated to Library Service for the Blind
RIAA will donate five units of seized high speed tape duplicating equipment to the Georgia Library for the Blind and Physically Handicapped on Wednesday, Oct. 16, at 3:30 p.m. in the Georgia Department of Technical and Adult Education's State Board Room, 1800 Century Place, Atlanta. The Georgia library will use the machines to reproduce recorded materials for the state's blind and handicapped readers of talking books. Each machine is capable of making 11 copies of both sides of a 60 minute tape and rewinding them in less than two minutes. The equipment, estimated to be worth $29,000, was seized in a raid by the Cobb County Sheriff's Department in October 1992 in Roswell, from a tape-counterfeiting factory that had the capacity to produce 1.8 million tapes a year, with an estimated loss of $18 million to the recording industry. Until recently, seized supplies and equipment would have been destroyed. To prevent duplicating equipment from falling back into the hands of tape pirates, authorities smashed the $12,000 tape duplicators instead of selling them at auction, as is the case for other seized property.

Public Library Development in Georgia CURRENT SCENARIO
MAJOR FACTORS AFFECTING LIBRARY DEVELOPMENT

The current picture of public libraries in Georgia has evolved over approximately the past eighty (80) years, for "although Georgia did not inaugurate its state regional planning until 1930, its leaders in the library field had been making studies and plans as early as 1922." (Harris, p. 298) Libraries sprang up in Atlanta, Augusta, and Brunswick in the late 1800's and provided an early impetus for library development in the state. The first libraries in Georgia were conceived to serve only a chosen few but soon became more open and eventually moved into a public status. The movement of libraries from a private to public status was the consequence of many social, economic and political factors.
Complex social agencies do not arise in response to a single influence; the dogma of simple causation is an easy and ever threatening fallacy. It cannot be said that the public library began on a specific date, at a certain town, as the result of a particular cause. A multiplicity of forces accumulating over a long period of time, converged to shape this new library form. Some were obviously more important than others, but to evaluate each in precise quantitative terms is impossible. Nevertheless, some generalizations concerning the elements that contributed to the emergence of the public library are possible… (Shera, p. 200)
