Predvestnik's Current Distribution Network Predvestnik has been distributed in every former Soviet republic with the exception of Turkmenistan and Tadjikistan. We have been limited in Tadjikistan by the war between the radical Muslims and the existing government; and in Turkmenistan by the restrictive religious situation. * In Kazakhstan, a huge territory in central Asia, there are some Christian churches in Alma Ata and another large city, Karaganda. The churches are mainly made up of Russian Christians. Outside the major cities there are few churches. The ethnic Kazakhi Muslim population remains largely unreached. Predvestnik is received in Alma Ata, a city of over one million people. We currently distribute over 25 percent of our newspapers in Kazakhstan through two distributors. There is a large Christian ministry in Alma Ata called "Agapé" which maintains contacts with every church in Kazakhstan. They distribute Predvestnik throughout their region. There is a mission called "Grace" in Karaganda (central Kazakhstan) which also directly receives a smaller order of Predvestnik. There is an huge opportunity for us in this area alone.

    [There are about 80 million Muslims in what was Soviet Union. In spite of their number, the outside world seems to know little about them. Of the 16 states that comprised the Soviet Union, Muslims were in majority in eight of them when the Communists took over in 1917. The Muslim majority areas in what was the Soviet Union were: 1. Uzbekistan, 2. Tajikistan, 3. Azerbaijan, 4. Georgia and Armenia, 5. Kazakhstan, 6. Kirghizia, 7. Tatar and Bashkar, 8. Caucasia and 9. Cremia.
    Islam was introduced in Uzbekistan in the 8th century during the time of the Umayyad Caliph Abdul Malik bin Marwan. For twelve hundred years, the entire area remained under Muslim rule. Uzbekistan has produced several renowned scholars of Hadith and Fiqh, besides leading Muslim philosophers, physicians and mathematicians. It was also in the early 8th century, the entire population of Tajikistan embraced Islam, even before the message of Islam reached Afghanistan. The message of Islam reached Azerbaijan in 14 AH (636 CE), and it became a part of the Islamic world in the year 113 AH during the period of Umayyad Caliph Hisham bin Abdul Malik.

    INTERNATIONAL ACTION TO RESOLVE PROBLEMS OF REFUGEES AND DISPLACED PERSONS SHOULD TACKLE ROOT CAUSES, THIRD COMMITTEE SPEAKERS STATE
    International action aimed at solving the situation of refugees and displaced persons should focus on tackling the root causes of the problem, speakers stated in the Third Committee (Social, Humanitarian and Cultural) this morning as it continued consideration of refugees problems and related issues. The representative of Spain, speaking on behalf of the European Union, Bulgaria, Hungary, Slovenia and Romania, said the best way to cope with a refugee crisis was to prevent it from occurring. Governments should, as a matter of priority, tackle the root causes of conflicts that could trigger refugee flows. The need for the international community to address appropriate structural solutions for problems of development and poverty, as a fundamental cause of the refugee problem, was emphasized by the representative of Brazil. The representative of China said that measures to remove the root causes of the refugee problem included respecting the territorial integrity of States; taking steps against the dismemberment of States under the pretext of self-determination; and the strengthening of economic cooperation among various countries and regions.

The Conflict in Abkhazia The conflict in Abkhazia ended tragically in the autumn of 1993. Some viewed the conflict as an ethnic clash between Abkhazians and Georgians, but it was much more complex than that. There were many nationality groups involved, including ethnic Abkhazians, Georgians, Russians, the Confederation of North Caucasian Mountain Peoples, Armenians, and Turks. Dr. Gachechiladze provided the following background on the positions of these groups: Abkhazians for a long time were integrated with Georgians. For social reasons, Abkhazians were cited as Abkhazians on their passports. Being identified as an Abkhazian provided individuals with certain advantages in the former U.S.S.R. and in Abkhazia itself. The highest ranking officials in institutions in Abkhazia were Abkhazians. From the some 70,000 Abkhazians, only a few hundred started aggravating the situation in Abkhazia. Abkhazian leaders were Leninists and pressed for separation from Georgia. They sought support from people who had been associated with the former Communist Party of the Soviet Union and from the Russian armed forces.

    March 26, 2005 MOSCOW — The revolt in Kyrgyzstan that toppled Russia's strongest ally in Central Asia was the result of the latest in what analysts say is an astonishing and painful series of diplomatic missteps by Moscow. Three largely nonviolent revolutions over the last 16 months have all but eliminated Moscow's attempt to dominate the former Soviet states that were once part of its unquestioned empire. The sudden collapse of Kyrgyz President Askar A. Akayev's regime, after the overthrow of governments in Georgia and Ukraine, highlights the fundamental frailty of corrupt, unpopular post-Soviet regimes across the region — most seriously, potentially, in Russia itself. As a result, the once-formidable power wielded by the Kremlin in the three former Soviet capitals has given way to an increasingly influential diplomatic role for the United States and Europe — in part, analysts say, because of Russia's failure to successfully manage foreign policy in a region it has declared vital to its own strategic interests. "The entire world has now seen that Russia is powerless and incapable of doing anything. And next time, no one will even think about resorting to Russia's mediation services and patronage," said Stanislav Belkovsky, a political analyst with close ties to the Kremlin.     In many cases, the press has exaggerated the level of direct foreign funding available to youth movements such as Serbia's Otpor, Georgia's Kmara, and Ukraine's Pora. Western organizations such as the U.S. National Endowment for Democracy and International Republican Institute did provide direct funding to youth organizations though the amounts were not tens of millions, but tens of thousands of dollars.
    The Advantage Of Nonviolence
    Of all the youth groups, Serbia's Otpor was perhaps the biggest beneficiary. Writing in the book "A Force More Powerful: A Century of Nonviolent Conflict" (Palgrave: 2001), Peter Ackerman and Jack Duvall conclude that Otpor managed to do what previous Serbian opposition groups could not, tap into financial or material support from the international community by professing a philosophy of nonviolence. The U.S. Agency for International Development, according to the authors, provided the bulk of financing for Otpor's ubiquitous stickers and T-shirts bearing the message "He's finished," among others. The Soros Foundation also provided monies to Otpor.
    The National Endowment for Democracy (NED), which is funded by the U.S. Congress through the State Department authorizations bill, granted Otpor more than $282,000 directly in the year 2000 alone, according to NED records. This money was earmarked to establish new Otpor branches and offices in towns and cities throughout Serbia and for a bus tour to encourage voter participation in the September 2000 presidential elections. Also in 2000, the International Republican Institute received $74,735 from NED to assist Otpor in establishing a central office in Belgrade and offices in three other Serbian cities, according to the NED.

    In formal terms, 15 new states appeared on the Eurasian landmass with the demise of the Soviet Union. Yet "states" in the true sense do not spring full-grown from declarations of independence or extensions of international recognition. A truly sovereign state must control its own frontiers, monopolize the legitimate use of force within those frontiers, suppress all or most "private" wielders of force (such as warlords or criminal gangs), collect tolls and taxes, and the like. An administrative apparatus equal to these tasks is needed, as is a broad social consensus on the rules and routines to be used. In the fall of 1991, as the USSR crumbled in the wake of the failed August coup, none of its prospective successor states met these preconditions. They had troops and military installations not under their command on their territories. The levers of economic policy, too, were beyond their control. Their borders with each other were undefended, unpatrolled, and in many cases not even adequately marked.

    Ukrainian court releases regional official on bail
    A court in Kiev released Borys Kolesnikov - a former regional leader and ally of ex-President of Ukraine Leonid Kuchma. The arrest procreated allegations of political opression by new leaders of the country.
    Kolesnikov, the ex-head of the legislature in the eastern Donetsk region, was released on bail, said Kolesnikov's lawyer Andriy Fedur. Kolesnikov, who has been held since April 6, faces charges of abuse of office, extortion and making a death threat.

    Ukrainian agriculture minister angered with government policy on sugar import
    Ukraine's Agriculture Minister Oleksandar Baranivsky criticized the government for a decree that is likely to allow import of thousands of tons of Brazilian sugar.
    Baranivsky said the decree allows state-run companies, including oil and gas company Naftogaz Ukraine, to import some 30,000 tons of processed sugar cane from Brazil in a deal worth tens of millions of dollars (euros).
    According to the decree, the deal is aimed at stabilizing sugar prices, which have risen sharply in recent months, pinching consumers in this impoverished ex-Soviet republic.
    Baranivsky, however, called the deal "a scheme ... tailored to siphon more (government's) money ... by allowing importers of the raw sugar to avoid paying taxes and customs."
