* Other source * Introduction The Kremlin policy of Chauvinism, racism and genocide towards indigenous Caucasian Ibero-Caucasian ethnic groups remained unknown to the democratic world and human right defense circles during the years of 1990-1994. Only the heroic resistance of Chechenian people to Kremlin aggression forced the some of Western politicians to pay attention to the fate of Caucasian nations, which were contemptuously named as the "individuals of criminal Caucasian nationality", speaking on "Caucasian dialect, language" by the Russian chauvinist mass-media. The aim of the present report is to show on the example of Georgia (Megrelia and Svanetia), that the Chechenian tragedy appears to be the consisting part of Kremlin's policy in Caucasus (in a wider range in the whole ex-Soviet territory). It just happens to be the last and obvious demonstration of this policy, however the similar events have earlier taken place in Samachablo, Ingushetia, Abkhazia (in Armenia and Azerbaijan as well).

          COURSE GOALS
          In the past 15 years, no part of the world map has changed more than the region of
          Eurasia formerly covered by the Soviet Union and its allies. The course will offer
          an overview of geographical, or "place-based," studies of the former "Socialist"
          Bloc (once dominated by the USSR), including natural and human resources,
          historical geography, ethnic and religious divisions, environmental questions,
          and economic and political organization. The course will not simply cover
          present-day Russia and Eastern Europe (or more properly, East-Central Europe).
          The course will cover the 15 former republics of the Soviet Union,
          the former members of the Warsaw Pact and the former Yugoslav Federation
          (see list below ). Each student will closely examine one of these countries

    The Geography, Climate, and Soils of the Former Soviet Union
    Introduction
    Climate and weather are significant factors affecting agricultural production around the world. Both seasonal and regional variability in weather directly influence crop yield potential. In order to improve the global monitoring of agricultural weather, the Joint Agricultural Weather Facility (JAWF), was established within the United States Department of Agriculture (USDA), in 1978. JAWF is a cooperative effort between the National Weather Service's Climate Analysis Center (NWS/CAC), USDA's World Agricultural Outlook Board (USDA/WAOB), and National Agricultural Statistics Service (USDA/NASS). The facility's primary function is to coordinate a world agricultural weather watch and assess the impact of weather variability on crop and livestock production prospects (Motha, 1986). One of the primary responsibilities of JAWF is to monitor weather and crop conditions within the former Soviet Union.
    With the breakup of the Soviet Union in late 1991, the agricultural system changed from one where most decisions on agricultural programs were centrally planned, originating from Moscow, to one where individual republics and even regional authorities began making these decisions. In the past, the former Soviet government dictated where certain crops were to be grown and set levels on agricultural production. These decisions were based on perceived economic needs and climate considerations. Agriculture was geared to satisfying planners' as opposed to consumers' desires. As a result, crop varieties and production levels between republics often differed considerably.

    • Russia initially viewed the Commonwealth of Independent States (CIS) as an artificial organization. But, since 1993, elements of the Russian government have tried to use the CIS as a vehicle for the voluntary reintegration of the former Soviet republics. Moscow is promoting the CIS as a regional peacekeeping organization, seeking recognition as a UN Chapter VIII Regional Organization, similar to the Organization of American States. International acceptance of the CIS as a regional organization has been hampered by Russia's dominance of the organization. The CIS is seen as a cover for Moscow's imperial intentions. International recognition of the CIS is also hampered by the fact that most of its member states are still struggling to establish their sovereignty. Until more CIS member states are viable, the international character of the organization will be questioned. The states of the Caucasus region have different views regarding membership in a regional organization. Armenia and Georgia are favorably disposed, in prinicple, towards membership, but they have discrete reservations about their relationship with the CIS. Azerbaijan, on the other hand, anticipates its oil riches will allow it to return to its former golden days and has reservations about joining any regional organization. All the states of the Caucasus are suspicious of Moscow's intentions towards the region. Commonwealth or Empire

    The total area of the FSU is about 22.3 million km , which is almost 17% of the total area of the world (Tables 1). The Russian Federation alone covers 17.1 million km , which is almost 13% of the total area of the world. Kazakhstan, with an area of 2.7 million km , covers 2% of the total area of the world, while the remaining 13 countries combined also cover 2% of the total area of the world. About 32% of the total population of the countries of the FSU is rural, compared with 54% for the whole world, varying from 24% in the Russian Federation to 54% in Central Asia. About 17% of the economically active population is engaged in agriculture, compared with 47% for the whole world, varying from 12% in the Russian Federation to 30% in Central Asia. This reflects the importance of agriculture in Central Asia, while industry is largely predominant in the northern regions of the FSU. The population density is 13 inhabitants/km

    New Flag of Georgia Background:
    Georgia was absorbed into the Russian Empire in the 19th century. Independent for three years (1918-1921) following the Russian revolution, it was forcibly incorporated into the USSR until the Soviet Union dissolved in 1991. Russian troops remain garrisoned at four military bases and as peacekeepers in the separatist regions of Abkhazia and South Ossetia (but are scheduled to withdraw from two of the bases by July 2001).
    Ethnic separation in Abkhazia and South Ossetia, poor governance, and Russian military bases deny the government effective control over the entirety of the state's internationally recognized territory.
    Despite a badly degraded transportation network - brought on by ethnic conflict, criminal activities, and fuel shortages - the country continues to move toward a market economy and greater integration with Western institutions.
