Gros-Morne, Haiti From March 29 to April 9, CWS staff Martin Coria, Don Tatlock, and Melina Pavlides, visited 13 communities in Haiti's Northwest and Artibonite Departments where CWS Emergency Response and Social and Economic Development Programs are sharing resources in a concerted effort to assist families following last September's Tropical Storm Jeanne and to address ongoing issues of food security related to drought. Daily life in Haiti, a mostly agrarian society, consists of frequent trips to the market for a majority of the country's eight million people. Last September, many lost what little they had in the massive flood caused by Tropical Storm Jeanne that killed some 3,000 persons. Now in a protracted season of drought, families rely on profits from commercial trade to meet basic needs, because there is little farming or harvesting. Women are central to this commercial sector. Women, especially in rural communities, often travel 10 - 15 miles or more on foot, by mule, or by overcrowded bus in the hot sun with their merchandise in tow to reach village markets where they sell, buy, or trade their goods for a small profit. After hours spent in the market, they begin the long journey home to provide for their families. The following day the process starts all over again. "The sheer physical strength, ingenuity, and resilience of the women of this country is remarkable," says Peter Graeff, (CWS Program Assistant for Haiti from 1983-88), a 30-year veteran of the country, and now an independent consultant for CWS.

Mr. Chairman and distinguished members of the Committee, I'm pleased to be associated once again with this important committee. During eighteen years as a Senator from South Dakota, I served every day as a member of this Committee: That was one of the deep satisfactions of my life. I also enjoyed my service on the Foreign Relations Committee, the Joint Economic Committee and my Chairmanship of the Select Committee on Nutrition and Human Needs. But Agriculture was my bread and butter committee.
This morning I'm especially pleased to be accompanied by my friend and longtime Senate colleague, Bob Dole. As you know, Bob and I represent opposing parties. But we formed a bipartisan coalition in the Senate on matters relating to food and agriculture. That coalition reformed the field of nutrition and virtually put an end to hunger in America. We reformed and expanded food stamps for the poor; we improved and expanded the school lunch and breakfast programs; we launched the WIC program for pregnant and nursing low-income women and their infants. In the 1980's and 1990's there has been some slippage in the coverage of these excellent programs and that needs to be corrected. It is embarrassing that in this richest of all nations we still have an estimated 31 million Americans who do not have enough to eat.

    The WIC Farmers’ Market Nutrition Program (FMNP) is associated with the Special Supplemental Nutrition Program for Women, Infants and Children, popularly known as WIC. The WIC Program provides supplemental foods, health care referrals and nutrition education at no cost to low-income pregnant, breastfeeding and non-breastfeeding post-partum women, and to infants and children up to 5 years of age, who are found to be at nutritional risk.     Washington, D.C. 20515 Dear Mr. Chairman: I am pleased to provide the enclosed report, Foods Sold in Competition with USDA School Meal Programs . This report fulfills the request in the House Appropriations Committee Report (House Report 106-619) which accompanied the Agriculture Appropriations Act for fiscal year 2001. It directed the Department to prepare a report reviewing the effect that competitive foods may have on the school meal programs, including information on statutory limits or judicial rulings that may restrict the ability of the Department to regulate these competitive foods. This report makes it clear that the availability of foods sold in competition with school meals jeopardizes the nutritional effectiveness of the programs and may be a contributor to the trend of unhealthy eating practices among children and subsequent health risks. The consumption of competitive foods is of special concern to those who support the school meal programs since children who purchase these foods are less likely to eat a reimbursable school meal. This undermines the ability of the school meal programs to contribute to children’s health, well-being and academic achievement. The report includes the positions and/or actions of several professional nutrition and health organizations, national education organizations and government agencies that have expressed concern about the prevalence of competitive foods in schools. Included in the report are the Department’s recent initiatives to develop healthy school nutrition environments to reinforce nutrition education messages for children, their families and the community at large. The report also outlines the statutory and regulatory requirements related to competitive foods, and describes significant judicial action which limit the ability of the Department to regulate the sale of these competitive foods. The report concludes with possible Congressional actions that would strengthen the ability of the Department, the States and local schools to develop meaningful competitive foods policies.

    Types Of Diets
    Fixed-Menu Diet: A fixed-menu diet provides a list of all the foods you will eat. This kind of diet can be easy to follow because the foods are selected for you. But you get very few different food choices which may make the diet boring and hard to follow away from home. In addition, fixed-menu diets do not teach the food selection skills necessary for keeping weight off. If you start with a fixed-menu diet, you should switch eventually to a plan that helps you learn to make meal choices on your own, such as an exchange-type diet. Exchange-Type Diet: An exchange-type diet is a meal plan with a set number of servings from each of several food groups. Within each group, foods are about equal in calories and can be interchanged as you wish. For example, the "starch" category could include one slice of bread or 1/2 cup of oatmeal; each is about equal in nutritional value and calories. If your meal plan calls for two starch choices at breakfast, you could choose to eat two slices of bread, or one slice of bread and 1/2 cup of oatmeal. With the exchange-type diet plans, you have more day-to-day variety and you can easily follow the diet away from home. The most important advantage is that exchange-type diet plans teach the food selection skills you need to keep your weight off. Prepackaged-Meal Diet: These diets require you to buy prepackaged meals. Such meals may help you learn appropriate portion sizes. However, they can be costly. Before beginning this type of program, find out whether you will need to buy the meals and how much the meals cost. You should also find out whether the program will teach you how to select and prepare food, skills that are needed to sustain weight loss.
