EXPANDING OUTREACH AND COMMUNITY ACCESS Traditionally, people seeking public assistance of any sort from cash assistance to child care vouchers to medical assistance must visit a centrally located office to apply. While this has benefits from the perspective of administrative convenience and accountability, such centralized operations can pose significant barriers to families and individuals in need of and eligible for services. This can be particularly true for working families or those without transportation or child care. Some public agencies have effectively responded to this problem by moving their offices into the community. For example, in Belmont County, Ohio, the Department of Human Services which administers multiple programs, including TANF, Medicaid, Food Stamps, JTPA services, child care, child support enforcement and child protective services has divided the county into geographic areas and moved caseworkers into the neighborhoods where their clients live. In Maryland the Department of Social Services administers the State’s TANF program, Medicaid, Food Stamps and child care through a system of county DSS offices. The county offices, in turn, are spread throughout the community. Baltimore, for example, has some 23 "neighborhood centers." Similarly, Ohio’s One-Stop offer multiple locations where clients can access employment-related services.
