Resources for Affordable Housing What's Happening Using HOME Training and Technical Assistance Home Page Home Page Using HOME Lynwood Park Homeownership Program, Decatur, Georgia Affordable single-family homes are the first new development in Lynwood Park in many years. Lynwood Park is a historically African-American community northeast of Atlanta, with origins dating back to the Civil War. When the community was first developed, large tracts of land within this more than 180-acre area were deeded to African Americans. Over the years, most of those tracts were subdivided into smaller parcels. The community is now composed of approximately 494 individual lots, ranging from less than one-tenth of an acre to more than 3 1/2 acres. The average lot is about one-third acre. Most Lynwood Park households are made up of long-term residents with low or moderate incomes. Little investment had been made in the community in recent years, and there had been a decline in homeownershipmany properties were owned by absentee landlords. No new housing had been developed in Lynwood Park in many years, and there were few opportunities for households wishing to move into the area. By the late 1990s, significant upscale development had taken place in areas immediately adjacent to Lynwood Park. New homes in these areas sold for $300,000 to $750,000. The community began to experience development pressure as long-term residents were urged to sell their homes to permit new development of their lots. Vacant properties were targeted for acquisition, with the prospect of future upscale development.

PROVIDERS OF LEGAL SERVICES TO VICTIMS OF FAMILY VIOLENCE First Round of Funding for FY 2004 Funds to be Distributed: $1,584,000 Application Deadline: August 1, 2003 During the 2002-2003 term, the General Assembly appropriated to the Judicial Council of Georgia $2,200,000 to provide civil legal services to victims of family violence. The Judicial Council has adopted general guidelines to govern the granting of these moneys. It has also delegated to its Committee on Domestic Violence the duty of accepting and evaluating applications for use of these moneys and awarding these grants. Inasmuch as these funds are available after July 1, 2003, the Domestic Violence Committee wishes to distribute these funds during two rounds and ensure that they are used as intended by the Legislature. Grant proposals will be considered from providers of legal services to victims of family violence in Georgia. The signing of a Memorandum of Understanding between DOE and AHA on December 12, 1995, signified the first partnership agreement formed under DOE's Partnerships for Affordable Housing Program. The primary objective of the Atlanta partnership is to reduce utility costs by 30% in half of AHA's public housing units by the year 2000. AHA paid utility bills in 1994 totaling nearly $19 million to provide electricity, natural gas, water, and waste water services to residents occupying about 14,750 units of public housing. AHA is actively pursuing energy savings performance contracts (ESPCs) as one means of addressing energy and water deficiencies in their housing units. AHA has established an ESPC to perform capital improvements to their high-rise apartment buildings. The selected contractor has audited the buildings and documented their findings.
