Introduction- Most institutions of higher education in the United States, especially schools with residential campuses, have a code of conduct for their students which addresses both academic misconduct such as cheating, and more serious matters such as criminal activity. The closed and confidential process established on campuses for handling these infractions has created a convenient venue for the diversion by image conscious administrators of serious criminal charges of student on student crime. While these hearings typically offer a resolution faster than the criminal court system, as well as a lesser burden of proof making a finding of guilt easier, they are generally not open to public scrutiny. Without this scrutiny it is impossible to know if both the victim and accused truly were treated fairly by a potentially biased institutional organization. Additionally and most importantly, the community is not informed about dangerous crimes committed in their community. The University of Georgia disciplinary system was selected for review because of two 1993 state Supreme Court rulings decision issued by the Ohio Supreme Court granted limited access, names and other identifying information is redacted, to similar records in that state but not to the hearings themselves.

Leichter, MD, FACP, FACE O n August 5, 1997, the Balanced Budget Act of 1997 was signed into law, and as many in the diabetes community know, Medicare coverage for diabetes supplies and eventually for patient education, was included. While coverage for diabetes supplies has already been implemented, coverage for patient education is still being formulated. Once Medicare provides coverage for these services, it is assumed that other insurance carriers will follow its lead. These developments will cast an entirely new perspective on organizing and maintaining diabetes education programs. One important area for consideration in approaching this new opportunity is the business of a diabetes education program. Up to now, the business options for this activity have been skimpy and erratic. The implementation of these new Medicare regulations may substantially alter that. Educators and program managers who are prospectively familiar with these factors will have an advantage in developing and maintaining their programs. The Business of Diabetes Education in the Past
Up to now, support for diabetes patient education has been infrequent and erratic, at best. Medicare coverage of these services has been quite variable and unpredictable. This has been confounded by the fact that, before the passage of this new legislation, each geographic area for Medicare has been administered by a different intermediary, and each intermediary could elect to cover or not to cover such services at their own discretion.

- Americans United for Separation of Church and State filed a friend-of-the-court brief to the Supreme Court over the right of public schools to deny access to religious groups to hold religious education classes on school property after school. The court case, Good News Club v. Milford Central School, arose after the school system denied use of the school premises to the Good News Club for after-school activities that involve hymns and religious education. The school district permits groups such as the Boy Scouts, Girl Scouts and 4-H Club to meet. Milford's building use policy, however, forbids religious activities and claimed that the purpose of the Good News Club was conversion of elementary school students. The Good News Club argued that it has a right to the same access as others and was teaching the same sort of moral lessons, but from a religious point of view.

The following regulations apply:>/p>
2. To be considered for admission, international applicants must have achieved a level of education at least equivalent to high school graduation in the United States.
3. Applicants must present official transcripts (certified or attested) in the original language, as well as official translations in English (certified or attested by the official translator) of all high school/secondary school and all college/university level work. Please note that all documents become the property of the University.
4. Prospective students must present an OFFICIAL document for one of the following:
T.O.E.F.L. (Test of English as a Foreign Language) score report with MINIMUM score of 500 (paper-based test) or 173 (computer-based test) required for admission. International students whose TOEFL score is 500 or above (computer-based 173 or above) but below 550 (computer-based below 213) are required to take ESLG 1001 Introduction to American Language and Culture) or ESLG 1002 (Introduction to American Language and Culture) during their first semester. If international students receive a grade of D or F in ESLG 1001 or ESLG 1002, they will be required to take ESLG 1002 or ESLG 1001, which are not sequential, in the following semester. Other undergraduate or graduate international students who need additional English or American cultural support are encouraged to take ESLG 1001 or ESLG 1002.

Dr. Charles Larke, Superintendent Thousands of students have spent the last two months soaking in as much summer time fun as they can muster. Some headed to the beach, summer camp, the amusement park, while other students spent quality time with neighborhood friends. Now, it is time to dust off those backpacks and head back to school. Are our students ready? We will soon find out. Are our teachers and administrators prepared for the new school year? You bet.

State Approving Agency
The Georgia Department of Veterans Service is designated by law as the State Approving Agency (SAA) responsible for approving and supervising programs in educational institutions and training establishments in Georgia, which offer education and training to veterans and other eligible persons under provisions of the Veterans Education Assistance Program. These programs must have SAA approval before veterans and other eligible persons may receive educational benefits (GI Bill) from US Department of Veterans Affairs under the authority of Title 38, U.S. Code and Chapter 1606 Title 10. Federal and State Laws require stringent regulatory compliance of all institutions and establishments approved for veterans attendance. The responsibilities of approval, annual inspections, and ensuring corrective action when necessary, constitute a vital function of the Georgia SAA. The State Approving Agency has the function of ensuring that institutions and establishments meet and maintain acceptable approval standards so that eligible persons who attend may receive educational assistance from the U.S. Department of Veterans Affairs. This includes all public and private schools and all establishments offering apprenticeship and other on-the-job training. The satisfactory performance of these duties requires that State Approving Agency personnel have extensive knowledge in education administration and a full understanding of the laws and regulations that govern and control the Veterans Educational Assistance Program.

    Notification of Student Rights Under FERPA and Directory Information
    The Family Educational Rights and Privacy Act (FERPA) affords students certain rights with respect to their education records. They are:

  • Students should submit to the Registrar written requests that identify the record(s) they wish to inspect. The Registrar will make arrangements for access and notify the student of the time and place where the records may be inspected.
    Students may ask the Institute to amend a record that they believe is inaccurate or misleading. They should write the Registrar, clearly identifying the part of the record they want changed, and specify why it is inaccurate or misleading.
    If the Institute decides not to amend the record as requested by the student, the Institute will notify the student of the decision and advise the student of his or her right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the student when notified of the right to a hearing.
