One high-profile item receiving favorable consideration seeks to alleviate Georgia's growing teacher shortage. Two years ago the Governor sponsored and the General Assembly passed a law requiring smaller student-to-teacher ratios for all grade K-3 classes throughout the state. As schools across Georgia have begun to try to phase in the new class size mandates, they have encountered a problem with finding enough qualified teachers to fill the new positions. HB 210 seeks to fill many of those positions with the state's most experienced educators. The proposal would allow retired teachers to re-enter the classroom and receive a full salary without forfeiting their retirement benefits. Retired teachers wishing to return to the classroom would not accrue time toward their retirement benefits funding formula, and would only be allowed to serve for a period of five years. Furthermore, systems wishing to employ retired teachers must have made an effort to fill the position with a qualified regular teacher, and are limited to filling only 1 percent of their total teaching staff with retirees.

For these children, the state has stepped into the role of parent and has the statutory obligation to provide them with food, clothing, shelter, education, and medical care. Details about how the state must fulfill its responsibility to these children are enumerated in a complex combination of state and federal statutes, court decisions, state regulations, agency policies, and local practice. This manual integrates information from all these sources into one reference document that provides a clear approach to examining foster care requirements and an opportunity to examine gaps in practice. The manual briefly traces the development of child welfare policy in the United States and uses that as a context to examine Georgia laws and Department of Human Resources rules, regulations, and policies related to foster care.
