Guarantee Agencies Federal student loans are extremely low risk loans, as compared with other types of unsecured loans, in part because the Federal government guarantees them against default. This section of FinAid provides information about student loan guarantee agencies, also referred to as student loan guarantors and student loan guaranty agencies. Guarantee agencies insure student loans against default. The 1% guarantee fee that is collected from each disbursement is paid to the designated guarantee agency to cover the costs of insuring the loan. (Some guarantee agencies have built up enough of a reserve that they are able to waive or reduce the guarantee fee.) If the borrower defaults, dies or becomes totally and permanently disabled, the guarantee agency reimburses the lender for the balance remaining on the loan.     Real Costs of Raising Foster Children in Georgia: How Georgia’s Per Diem Can Keep Up — This first in a series of papers on Georgia’s Child Welfare System looks at the financial supports available within Georgia’s family foster care system in comparison to the real costs of raising a child. This report recommends that the basic foster care maintenance per diem be linked to 100 percent of the USDA estimates for raising a child. (09/19/2005) The Truth About TABOR: What it Would Mean For Georgia – House Resolution (HR) 340 created the House Taxpayer Bill of Rights (TABOR) Study Committee. TABOR is a highly restrictive tax and expenditure limitation, whose purpose is to restrict government spending. This report discusses the conceptual flaws of TABOR, the effects of TABOR in Colorado, tax and spending trends in Georgia, and the possible effects TABOR might have in Georgia. Building Capacity to Support High Standards
Concerns about the quality of instruction in our public schools directly relate to the quality of teachers in the schools. It is within this context that schools and higher education are closely linked and uniformly criticized. Questions about how future teachers are taught, what they are taught, and where they are taught are at the center of education reform. John Goodlad has suggested that for reform efforts to be successful we must have "simultaneous renewal" of schools and teacher preparation programs (Goodlad, 1990). But recent national and state studies have concluded that simultaneous renewal cannot be achieved without substantial support from state policymakers. A 1993 report by the Education Commission of the States on linking teacher education to school reform maintains that at present no state agency is charged with achieving a unified approach to K-12 and higher education coordination. The report's author, former Colorado chief state school officer Calvin F. Frazier, writes that "the boards of the two organizations rarely meet on issues of teacher education. The agency heads seldom confer on the quality issues involving teacher education. There is no modeling of coordination at the top." (Frazier, 1993, pp. 10-13)

Search powered by SREB Jennifer Burke August 1998 Technology Standards for Teachers “To be effective, technology certification for educators needs to be part of formal education policy and a required element of school and teacher evaluations. . . . Educators need a system of technology training and certification.” Council on Basic Education, 1998. The rapid increase in the availability of computers and other technology in schools represents a significant investment, and state leaders are concerned about results. To what extent does technology use result in improved student learning? Research has found that teacher skill in using technology is a major factor in improving student learning with technology. Teachers must know not only how to use technology but also when and why to use it. Teacher technology standards identify essential skills teachers need for effective use of computers and other electronic equipment in schools today. State teacher licensure and certification has not kept pace with rapid changes in technology and teaching. Linking technology skills assessments to licensing requirements helps ensure that teachers have the skills to support and guide students and to increase student learning using technology. Twelve SREB states have established teacher technology standards or guidelines that address several levels of competency:
