Europe is all for giving its “different” children a place in regular schools, but the debate over integration is far from sealed

nrolling a child at the local public school is a painless exercise for most European parents—unless of course, their child happens to be “different.” In that case, where they live is still likely to determine whether the child is welcomed into a regular classroom or guided towards a special school.
“Having a child with Down’s syndrome, I realized that the school was not against the principle but was apprehensive because it lacked the means to welcome her,” recalls Sophie Cluzel, a mother of four living in a Paris suburb. What ensued was a battle, via an association, with the Education Ministry to win the right to a special assistant, 80 percent financed by the state and reserved for the 18-to-26 age bracket as part of a pro-youth employment policy. Having been granted her request, Cluzel went knocking on company doors to come up with the remaining 20 percent. Now, as part of a collective of parents representing both physically and mentally handicapped children, funds for 20 more such assistants have been granted. “If it weren’t for the drive by families, you wouldn’t get anywhere. Even if school is compulsory, too much rests on the goodwill of teachers or inspectors.”

Sexual Harassment
The issue of sexual harassment—of students by school personnel or peers—has been the subject of a growing number of cases. The relevant law for most of these cases is a federal statute known as Title IX of the Education Amendments of 1972. Title IX provides, in relevant part, that "[n]o person in the United States shall, on the basis of sex, be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any education program or activity receIving Federal financial assistance." Thus, Title IX prohibits sex-based discrimination in any educational program or activity receiving federal funding and applies to nearly every school district and college in the nation.

Student Health Service (See Form JLC-1 JLC RATIONALE/OBJECTIVE: Student Health Care A. The Board of Education establishes a school health service program for Cobb County Schools. The program will provide health care support and first aid to students who require these services during the school day. B. The program is staffed by licensed nurses at the district level and clinic assistants at the school level. The licensed professional nurses will report to the Assistant Superintendent of Support Services. These nurses will function as health consultants to the clinic assistants who provide the health care services for students. C. The clinic assistant at each school will report to the principal and will provide limited basic care to children who may be sick or injured, assist in administering appropriate medications, maintain adequate clinic records and perform other duties set forth in job descriptions. District and school health services staff will follow the policies and procedures as outlined in applicable board policies and in the Cobb County School Health Manual. D. All employees performing services under this policy shall be subject to all restrictions set forth in the Official Code of Georgia 20-2-773.

Raising Special Needs Multiples Raising multiples is challenging even when they're healthy. It can be overwhelming when parents have premature or special needs children. Parents who are successfully parenting multiples with health or behavioral challenges emphasize the following points.
Support and self-care
Depression is more common in parents of multiples in general, and is even more likely if one or more of your children have died or are disabled. The more overall stress, daily hassles and disability-related problems you have to contend with, the greater your risk of depression. Seek mental health care if you feel you're having serious trouble coping, because effective treatment of your own depression will lead to your children getting better care from you.
Parenting
Your feelings about your child's disability may be frustrating and even scary. Remember that you are grieving the loss of your child's normal abilities. Depression, feelings of rejection or anger toward your disabled child, fear of overprotecting a healthy one, feeling overburdened at the prospect of caring for two or more disabled babies, guilt at having delivered prematurely and somehow failing your childrenall of these are common reactions. Don't expect more of yourself than you can reasonably accomplish. Adjusting to a child's special needs is a slow, gradual process. It may be harder if your child has mental retardation, language delay, deafness, or a severe disability requiring round-the-clock care. Most parents do find their lives less stressful when children reach school age.

As a parent of a child who has been referred for special education services or who is already receiving special education benefits, you and your child have certain rights which are protected by state or federal law. Some of those rights include:
1). The right to examine all educational records relating to your child;
2). Confidentiality of personally identifiable information;
3). The right to obtain an independent educational evaluation if you disagree with a public evaluation;
4). The right to notice. This includes the right to be notified and present at all meetings before any changes to special education placement can be determined; 5). The right to consent.
